Modern grain storage: Committee to select private partner

Notification issued for creation of technical and financial evaluation committee for construction of facility.

KARACHI: The Sindh government on Wednesday issued a notification for the creation of a technical and financial evaluation committee, which will find out a private partner for construction of a modern grain storage facility under the public-private partnership mode.

A memorandum of understanding (MoU) has been signed by the Sindh government and the International Finance Corporation of the World Bank to set up grain silos.

The committee, headed by Kaiser Bengali, Adviser to Sindh Chief Minister on Planning and Development, will also act as a steering body and review progress during the due diligence period. It will make recommendations on the transaction structure report prepared by consultants to the public-private partnership policy board for approval.

The committee will oversee the selection process of a private partner and may extend the date in respect of any activity of the project in accordance with the provisions of Sindh Public Procurement Rules 2010.

The committee will pre-qualify the bidders, on the basis of evaluation criteria, for issuance of bidding documents. It will review and approve bidding documents such as evaluation criteria, request for proposal, concession agreement and project information memorandum.
