Hajj corruption case: Convicted official still behind bars even after completion of jail term

Former religious ministry secretary languishing in jail as he has not yet paid a fine

ISLAMABAD: One of the three accused involved in the Hajj corruption case has completed his sentence of six years on July 9 just after his conviction over a month ago.

On June 3, a special court convicted the Ministry of Religious Affairs former joint secretary Raja Aftabul Islam to six years imprisonment on two counts, and imposed a fine of approximately Rs147. 4 million, while declaring it the worst example of corruption.

The secretary has completed his jail term and he is behind bars only because he has not yet paid the fine imposed on him. His date of release was fixed as July 9 subject to payment of fine.

The details surfaced from a report of Rawalpindi Central Prison superintendent submitted before Islamabad High Court Chief Justice, Muhammad Anwar Khan Kasi, in the case where Islam has challenged his conviction and requested the court to set aside the verdict.

Following the submission of the report, the Federal Investigation Agency (FIA) requested the court to grant time for going through the report and submit a reply over it. The court, while accepting the FIA’s request granted time till Monday.

In the report, the jail authorities stated that Islam remained in jail being an under-trial prisoner from December 12, 2010, to November 14, 2014 before he was released on bail.

The report said that he remained in jail for three years 10 months and 22 days.

The report also said that he earned a remission of two years making his total sentence to five years 11 months and 17 days.

Since the report was prepared on June 28, it mentioned 13 days as the remaining portion of the sentence, which was completed on July 9. As per the report, the only hurdle for Islam in becoming a free man again is the payment of fine.

The failure would result in additional four years imprisonment, said the report.
