Pakistan Army soldiers and residents of the area rushed to the spot to control the fire.
According to the police, the fire erupted late Thursday night in Shahkot Market in which the three houses and 10 shops were burnt to ashes.
The fire tenders could not reach the spot from Athmuqam, the district headquarters of Neelum Valley.
However, Pakistan army soldiers fetched water from the nearby stream to extinguish the fire.
The affected people and shopkeepers have demanded compensation from the government.
The fire reportedly broke out due to short circuit.
