NICL land scam: SC orders action against FIA chief

Court orders arrest of Waseem Ahmed for mismanaging NICL scam case, protecting influential people involved in case.

The Supreme Court of Pakistan on Tuesday ordered an inquiry against Director General Federal Investigation Agency (FIA) Waseem Ahmad for providing shelter to one of the accused in the National Insurance Corporation Limited (NICL) land scam case.

The previous investigation officer, Zafar Ahmad Qureshi, who was transferred to the National Police Foundation as the Managing Director, has been reinstated in the FIA as an Additional Director General, Secretary Interior  Chaudhry Qamaruz Zaman informed the court and presented the notification of his reinstatement.

A four-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry, comprising Justice Ghulam Rabbani, Justice Sair Ali and Justice Khalilur Rehman Ramday heard the case.

Qureshi apprised the court that eight accounts of Ayaz Niazi have been frozen. He assured the court that all the accused would be arrested.

When the court enquired why Amin Dada has not been arrested, Qureshi submitted that Director FIA, Karachi was directed to arrest him but he said Dada was being shielded by DG FIA which is why he could not arrest him.

Director FIA, Moazzam Jah informed the bench that on November 8, last year, he came across Dada in the DG FIA’s camp office.

The court reprimanded the official and directed him to arrest the DG. Moazzam Jah then explained he had seen Dada before the case was registered.

The court ordered an inquiry against DG FIA. If found guilty of providing shelter to the accused, he will face legal proceedings.

Mohsin Warraich, one of the accused, deposited Rs220 million in a fake bank account. Muhammad Malik, manager of Al-Tahur, withdrew the amount and according to his statement, passed it on to Moonis Elahi.

“Why has no further progress been made in this case?” The Chief Justice enquired. “I was promoted and transferred to the National Police Foundation,” Qureshi answered.

“You were transferred with mala fide intention to sabotage the investigation,” the Chief Justice observed.

The Chief Justice directed that Qureshi take charge of the investigation and without prejudice proceedings be initiated against all the accused in the case. The hearing has been adjourned till February 1.
