Old grant lease conversion: Cantt boards extend policy till 2016 end

The boards have said those without regularised leases will pay an addition surcharge of five per cent yearly

RAWALPINDI: The Rawalpindi and Chaklala cantonment boards have extended the old grant lease properties conversion policy of 2007 to December 31, 2016, directing owners to attain fresh regularised leases for residential and commercial properties. Officials say the boards will start issuing notices to owners soon; those without new leases will forfeit in favour of the government. Old grant lease properties are buildings which have existed from before independence, and used as residences, shops, hospitals, schools etc. Owners of these often dilapidated properties have no right to rebuild, alter or sell.  After attaining permission from the boards, owners may repair these buildings without altering their structures. Owners are protesting the policy as it charges a heavy ‘lease conversion fee’. The boards have said those without regularised leases will pay an addition surcharge of five per cent yearly.

Azam Saeed | 8 years ago | Reply Reference to the revised policy for conversion of Leases to regular one,its impossible for a us to pay the heavy lease fee, and what about the lease letter/GLR which we have in which these competent authority has already stated the expiry of the lease which is still too far away, how can they amend that leases? was that lease letter a fake one? what kind of Government is this? they say its a POLICY- i ask you that is that policy approved by the assembly to make the amendment in the act? and it should not have retrospective affects that is by its self a law. yes the leases conversion policy may be offered to those properties which's lease has already expired. this issue may please be held / discussed with high ups/ Ministry of Defense because these notices which we are receiving after every year is giving us mental torture.
