TEVTA chief accused of embezzlement, abuse of authority

Chairman of the authority accused of misappropriation of funds, abuse of authority, illegal postings, harassment.

LAHORE: The parliamentary secretary in charge of the Technical Education and Vocational Training Authority (Tevta), in a letter to the chief minister, has accused the chairman of the authority of misappropriation of funds, abuse of authority, illegal postings and harassment of women employees.

According to the letter, a copy of which is available to The Express Tribune, chairman Tevta Saeed Alvi appointed junior blue-eyed officers on senior slots “just to strengthen his grip”. The letter points out that Khawaja Adnan Zaheer, an income tax officer in BS-19 has been posted as the general manager (Finance and Administration), a BS-21 post according to the rules. He was also assigned the additional charge of general manager (Operations). Despite the completion of his four-year deputation period on May18, Zahir continues to serve at the posts.

The parliamentary secretary, Rana Tajamal Hussain, also alleged in the letter that Alvi posted Mirza Naseer Inayat, a BS-18 officer as zonal manager (Centre), a post reserved for BS-20 officers. The chairman also appointed Akhtar Abbas Bharwana, an officer in BS-18 at a BS-21 post. Colonel (retired) Javed Iqbal was posted as general manager Academics and Sheikh Farooq, a retired officer, was hired as a project adviser while being offered many perks and privileges by the chairman.

According to allegations levelled by Hussain, as many as 15 vehicles owned by the authority have been illegally deployed with the relatives of the chairman and Zaheer. Hussain also held the management’s negligence responsible for the theft of four Tevta vehicles.

Two female employees resigned from the authority after they were harassed by the chairman, reads the letter. One of them Nabeela Saeed Kazmi, according to the letter, accused Alvi of harassing her during office hours in his chambers on December 3 last year. The letter goes on the an FIR (No.56) was registered with the Ghalib Market police station on January 13 against the chairman, “which was quashed by police without any investigation”.

The letter further alleges that three senior officers, who became victims of the chairman’s ‘atrocities’ moved the court for redressal of their grievances, which tarnished the authority’s image.

Accusations of financial misappropriation by the chairman and his close aides have also been made in the letter addressed to the chief minister. According to the allegations, the authority’s development budget is “deposited in personal accounts”. The chairman and his favourites have also allegedly made bogus medical and travel claims. In addition, the letter accuses the chairman and GM F&A of awarding all the maintenance and repair work, worth millions, to a firm that was founded by them.

In addition to all these, the letter goes on to accuse the chairman’s wife – who runs a beauty parlour and boutique of “forcing students into helping with domestic work”. According to the letter some of the students were tortured.

Saeed Alvi, the chairman, when asked for his version denied all the allegations adding they were “baseless”. He said, “All these allegations have been levelled just to malign me. I work within my ambit and authority.” urces in Tevta said that Shahbaz Sharif has ordered an inquiry to find out if the allegations against the chairman have any truth to them.
