PM to approve second phase of Karachi operation

Published: March 25, 2015

ISLAMABAD / KARACHI: As efforts to end lawlessness in Karachi continue, Prime Minister Nawaz Sharif is set to approve the second phase of the ongoing targeted operation in the city on Wednesday, The Express Tribune has learnt.

Interestingly, in an unexpected turn of events, Prime Minister Nawaz Sharif chose to preside over a crucial law and order meeting at the Pakistan Air Force Faisal Base in Karachi, opting out of the usual location for such meetings – either the CM House or Governor House.

Adding to the controversy, Governor Sindh Dr Ishratul Ebad was not present at the meeting despite having received the premier along with Sindh Chief Minister Qaim Ali Shah from the airport.

It is reported the governor was not present as the federal government considered the option of removing him from his post following Muttahida Qaumi Movement’s convicted worker Saulat Mirza’s allegations.

However, presiding over the meeting, PM Nawaz said, “I want to see complete peace in Karachi come what may.”

Lauding the Rangers for taking action against criminals and targeted killers in Karachi, the premier said, “The operation must continue till the elimination of the last criminal. We have to bring back the lights of Karachi which economic hub of Pakistan.”

Assuring the Rangers of the federal government’s full support in their operations, Nawaz said, “Pakistan’s economy depends on Karachi, but unfortunately some elements have disrupted the law and order situation. We have to deal with them with iron hands.”

“We will give defeat those elements who want to impose their writ in Karachi and other areas of the country,” he added.

Further, Sindh Chief Minister Qaim Ali Shah briefed the premier regarding the cases referred to military courts.

The premier was informed 369 encounters have taken places and 56 belonging to outfit organisations have been killed.

The issue of removal of barriers also came under discussion and DG Rangers informed the meeting that they have started taking action without any discrimination.

‘Targeting influential MQM leaders’

Earlier, The Express Tribune had learnt Nawaz, who is visiting the city to preside over a meeting on the law and order situation, will be apprised of the law enforcement agencies’ (LEAs) strategy on how to commence the second phase of the crucial operation.

Sources said Rangers had arrested members of the Muttahida Qaumi Movement’s (MQM) ‘militant wing’ in the first phase while in the second phase, they will target influential leaders involved in target killing, extortion and other crimes. “Well known faces of MQM — in Parliament and in Sindh Assembly — would be investigated,” the sources revealed.

The sources said the LEAs are determined to arrest and punish all those accused of criminal activities in the city in line with the federal government’s commitment to take the Karachi operation to its logical end.

Speaking about the role of Pakistan Peoples Party co-chairperson Asif Ali Zardari in ensuring peace in Karachi, the sources said both the federal government and Pakistan Army are happy with Zardari. “Playing his cards smartly, Zardari is benefiting from the efforts to restore peace in the city,” they said.

The sources further stated that the federal government and security agencies will also counter MQM’s claims that the operation specifically targets them.

In a meeting with his party lawmakers, the sources said the premier expressed satisfaction over the progress made in the Karachi operation, claiming that there has been considerable reduction in incidents of street crime, kidnapping for ransom and target killing.

“I would personally go to Karachi to get progress updates,” he said.

Separately, PM Nawaz met Corps commander Karachi and DG Rangers to discuss the security situation of Karachi.

‘Operation against criminals’

While addressing a ceremony at the Karachi Stock Exchange, PM Nawaz asserted the Karachi operation was not against any party but against criminals.

“We are not targeting a single party in the operation but we cannot spare any criminal,” the premier said,

PM Nawaz reiterated that before the Karachi operation began, the government consulted all political parties and was not the sole decision-maker.

“We consulted all political parties before launching the Karachi operation and have been successful in curbing crime in the city,” he added.

Further, he said peace is necessary for a prosperous Karachi – the metropolis of Pakistan.

Claiming that the Sindh government was supportive of the operation, Nawaz said, “There has been a decline in criminal activities since the start of the operation.”

PM Nawaz further said armed militias and those responsible for sectarian violence will all be targeted whichever province they are hiding in.

This is great, but why is the operation being restricted to just MQM? If that happens, the MQM will be able to keep the sympathies of the Urdu speaking people with them, something which will eventually reflect in poll results. If you want this to be effective, make it across the board. Recommend

Urdu speakers will only vote for MQM. Period

Stooges like Imran Khan and biased parties like PML-N are besharams that were fighting like tribals few weeks back but when it comes to Karachi they all unite.

What about families of people who died in model town?

What about PTI workers who died only to be followed by coward doing muk muka?

That young person will not come back but this 70 year old mummy is enjoying marriage?

Checking twitter, media, and discussing with friends and family I am getting this input that this has backfired big time. Then again such saazish never works..In the end people don’t like selective justice…if there were issues in MQM right way was to deal it politicallyRecommend

@Hasan Askari – hahaha which world do you live in brother? I’ve lived in Bahadurabad Karachi (100% urdu speaking area) for 26 years and I’ve seen the people’s attitude change towards MQM. So many young and aspiring guys I know fell to their false propaganda and had their lives ruined. You know nothing of MQM’s death squads, functioning of Sectors and Units, how they get funding, training etc. I grew up with these guys, saw their lives get destroyed. 90% of the people I know today hate MQM, and I’m only talking about Urdu Speakings. My family, friends, relatives, community members, literally no one supports MQM anymore. Sympathies exist only for people like Faisal Subzwari, Mustafa Kamal etc but everyone is well aware of MQM’s terrorist wing. My uncle nearly had himself killed when he left it, I should know. Oh and btw I’m also an Urdu speaking (grand parents moved from UP India to Karachi), and I’ve never faced any sort of discrimination whatsoever. MQM tries to group all urdu speakers as its vote bank but the reality is it’s not! So please stop your nonsense. Maybe you don’t live in Karachi so you don’t know the ground realities.
We are very, very happy with the Rangers operation. Please give us our Karachi of the 60s and 70s back, we’re with you! Recommend

I have encountered more Urdu speakers on media website than in Karachi I guess. And every second person claims their parents migrated from “UP India”. lol. So spare me this crap.

Let me expose this sham of being one nation. If express tribune allows me to do so. I have noticed that they edit most of my comments

Basically Pakistan was built on two nation theory. The issue was that Indian Hindu elites wanted to keep all power and minority Muslims did not enjoyed same status. It was not about discrimination against Hindus. It was about the fact two groups were not able to respect each other’s existence and unlikely to accept hegemony of other. Anyway two new nations did come into existence

The mindset continues till today. It has just taken another color. In India though its still Muslims vs. Hindus. People like Modi and such extremists are good examples

In Pakistan it took shape of ethnicity. We talk about unity and Urdu speakers are told to change into Sindhis but the fact remains that all provinces are named according to language. In USA is any state named Irish? English? Yet we give lecture on calling ourselves Sindhis

Even that was fine but then we started playing politics

Merit was removed and educated leaders like Liquat Ali Khan were murdered and politics were played against Fatimah Jinnah. Later on Bhutto was killed while establishment did not have the courage to go after Nawaz etc.

Bangalis were treated as second grade and they took their nation and are now well ahead of Pakistan as well

Tuttoos of English are now in rule in Pakistan.

    rural sindh is backward
    no one cares about saraikis..
rural punjab has backwardness, extremism etc
    nwfp is a gone case
    balochs less said the better

Karachi was doing something but these tuttoos started playing politics and brought it down with their games

One journalist was saying that in 1992 operation 9 people were killed and declared Indian agents and weapons were recovered with Indian stamps on it. Later they were oproven innocent.

All these games have been played

We the people of karachi just does not want Imran Khan and Nawaz as our leader. We want to see educated moderate ..sure MQM is not ideal but many in MQM are people we connect to. we dont want shia hatred, lashkars, anti west, corrupt mind in our society

MQM did go off track but reason is years of conspiracies against them. When a sane person like Musharraf came and treated it on merit it did wonders

Gradually bad elements will filter out. However truth is you are happy that MQM goes off tack because in the end you do not want good of Karachi or Pakistan. For your corruption mind you want to loot this city and you get happy when their is violence

You brought refugees here. It was such a good place 2 decades ago and now many places seems like Taliban are roaming around

Invest in your province and people but NOT at the expense of conspiracies

Clean your lashkars, jaish and anti India groups that you harbor

Let us live in not turn us into tribals

I am not a MQM worker and never was..however some in family have voted for MQM

So spare all lies…the fact that I am active means that this operation is not connectingRecommend

Politically MQM is a timid party which finds itself in a spin whic is unfortunate. If it can correct its policies it can lead those Muhajirs who merely join it because of its ethnic pull. But alas the recent revelations following nine 0 operation have revealed true face of MQM and its criminal gang which will disappoint vast majority of Urdu speakers who will no be seeking an alternative. And that would be way forward.

If proper delimitations were done and free and fair elections were ensured and lets consider for the sake of argument that all Urdu speaking will vote for MQM (which is not true), they will win less than half of the Karachi’s seats. The Muhajjirs are treated as second class citizens. For the last 68 years.
They tried their best to integrate in Sindh. but were kept at arm’s length
by the Sindhis and fierce ethnicity rules. If you are not a Sindhi or Sindhi
speaker you do not belong. They received the same treatment from Punjabis,
and Pathans. These are all Sons of the Land. The Muhajjirs, migrants, permanently.
The Urdu speaking Muhajjirs want their separate province. For which they will be
responsible. They can sink or they can swim. They can live in peace there. There
will be no sectarian, no ethnic, no Shia/Sunni divide, nor hate against the West or
India. Lives cannot be built around perpetual hate and ethnicity. The Muhajjirs have
a right to this. And they will achieve this goal. One way or another. It is too late now.
The Sindhis and Punjabis and Pathans have their own provinces. And they govern
    themselves. So will the Muhajjirs.

ET moderators, please print, this is a truthful assessment. A fair analysis.

Karachi is not in space, it is heartland of Sindh. We own every inch of it. And Sindh is a heart of Pakistan. Our forefathers welcomed millions of immigrants and we are proud of it. We expect that our MQM brothers will not just eye on resources of Sindh but they also integrate and assimilate with Sindhis. My humble request to MQM is to let Urdu Speaking Mohajirs integrate with people of Sindh. Because the unity and brotherhood between Native Sindhis and Urdu speaking people will bring stability, healthy competition, peace and eventually prosperity for whole province and Pakistan. It is my observation that Urdu speakers do not want another province. This is what my feedback is from Muhajirs. Somewhere there is appreciation that Sindhi speakers have welcomed them and both communities have lived in peace

However I have few comments on Sindhis

1- They need to delegate power to anyone who deserves it. There should not be the mindset where CM has to be Sindhi. PPP has spread that mindset only because it wants to rule over Sindh and loot the money. What has PPP given Sindhis? They are poor, live in miserable condition and they have been conditioned to remain as slaves. They should give votes to non-Sindhis and maybe a non-sindhi will change it for the better

2- Establishment from outside has sent refugees from Afgahnistan just to counter extremists. It has changed Karachi for the worst. The culture is going fast. Areas which were developed now look like as if they are some market in Kabul or Peshawar. This was a conspiracy to change vote dynamics of Karachi.

3- Punjabi establishment and elite (who I called tuttoos) have deliberately created issues in Sindh so that urban and rural fight. They favor looters and waderas

World needs to understand this point. You will never ever see a sindhi or urdu speaker as a suicide bomber. Unfortunately poor punjabis and pathans are being brain washed from middle east for that purpose. I hate to see it but these two have to sort these issues. They are being controlled by some in middle east. every killer ends up from madrassah in punjab and nwfp

So stop doing these phases and start from operation in punjab

    Then catch all the looters

    Give local government the money

Free people from waderas and sindhis and punjabis etc should run their cities instead of CM

People like Imran Khan should be behind bars for fooling innocent

Zardari and Nawaz should be tried for looting

    Feudal system abolished

Army cleaned from playing its games against politicians

    These are serious measures… Recommend

@Motiwala: You raised points, I’d like to reply them. You said “Mohajirs are second class citizens”, like Sindhis, Pathan, Punjabi and Baloch are living the life of luxury. What a joke! Everyone is facing problems due to bad governance. We need improvement in the governance for sure. Isn’t it fact that MQM has been in power for last many years, President and COAS has been from Mohajir community too, Gov Ishrat is a longest serving Governor. MQM is also responsible for the mess.

Our Law enforcing agencies are trying to clean Karachi from criminal and militant elements, if you love Karachi Sindh and Pakistan, you should be happy, but you resort to Mohajir Card.

On integration point, May I know, how much you personally know about Sindh, and Sindhi language? When you migrate to UK, USA, Canada, don’t you show respect to the people of that land. Don’t you learn English? Don’t you respect traditions of those countries. On provinces, I’d say, Sindh is not a piece of cake, if you are unhappy with Sindhis and Sindh, no worries brother, Pakistan does not end here in Sindh. Bye!

Final Note: Pakistan is united in this cause to defeat criminal and militant groups in whole Pak including Karachi. No compromise!Recommend

MQM had a golden opportunity in the 1980s and then again in the 2000s under Mustafa Kamal (who was eventually sidelined) to capitalize on its unprecedented public support from Karachi’s majority and build Karachi into something to be proud of. Instead, they utilized their support and street power to free criminals, target killers and feed a morbidly obese man of questionable mental health in London with fattening extortion money. MQM blew their chances catastrophically, and they have only themselves to blame for it. The writing is on the wall for MQM – I’m a Mohajir and all middle-class Mohajirs like me who I know in Karachi now despise MQM and feel betrayed by them.
