The victims were at the court for a hearing when they were targeted.
The deceased was identified as 40-year-old Rasheed, while the injured - who is in critical condition - was his cousin.
The attackers arrived on a motorcycle and reportedly fired at the two over a property dispute.
“Soon after the attack, one of the miscreants was arrested and weapon was seized,” a police officer confirmed.
The officer added that further investigation was underway.
