Free and compulsory education: Call for accountable education, governance

Experts have called for accountable and transparent education governance and budget making process in the country.


They were speaking at an oversight meeting on budgetary development and monitoring organised by the Pakistan Coalition for Education (PCE) on Tuesday, said a press release.


Dr Faisal Bari, a professor at Lums, highlighted the need for a budgetary process which is coherent, transparent, and not bogged down by bureaucratic hurdles.



He called for a feedback mechanism to look over under-spending in the previous year as well as an action plan with benchmarks to monitor progress.


Saleemullah, head of free and compulsory education wing at the Capital Administration and Development Division (CADD), argued that despite the Right to Free and Compulsory Act having been passed in 2012, there has been no budgetary allocation for the purpose.


PCE Coordinator Zehra Arshad also discussed the need for more effective education governance.


The release said that approximately 12,000 children between five to 16 years of age are currently out of schools in Islamabad.
