Earlier, PTI representatives in negotiations with the Islamabad district administration officials failed to get an NoC being issued for the party’s planned November 30 rally on Thursday after the former insisted on moving the venue closer to Parliament.
Talking to The Express Tribune, Islamabad Deputy Commissioner Mujahid Sherdil had said all that remained was for the PTI to sign an affidavit containing 42 clauses discussed in the meeting. “The NoC will be issued after PTI signs the affidavit.”
Nisar said, “Militants have threatened to target Pakistan Tehreek-e-Insaf’s November 30 rally.”
“Intelligence reports suggest that militants could target not only PTI’s rally, but the capital as a whole,” he added.
“The government would seal the venue where the PTI rally would take place with containers, as there were several threats made by militants -- not only to participants, but to the whole of Islamabad as well,” the interior minister said.
“If there is any untoward situation, it is the responsibility of the PTI administration,” Nisar said, adding that PTI workers would be responsible for security matters inside the venue of the rally.
He said both the Islamabad Capital Territory and PTI reached an agreement of the rally being peaceful.
He also made it clear that there was no deal between the government and Pakistan Awami Tehreek (PAT) chief Tahirul Qadri to call off the dharna in Islamabad.
“There was not deal between PAT and the government,” Nisar said. “It was his [Qadri’s] own decision to call off the dharna,” he added.
Nisar, during a press conference on Friday, read out a list of 42 clauses that were signed by the PTI and the ICT in order for the rally to take place. These are as follows:
The stage will be on Parade Avenue and will face Jinnah Avenue
At the end of the rally, at 11:59 hours, the stage at the venue will be dismantled, and it will be the responsibility of the organisers to ensure that there is no stampede by the protesters.
Organisers are to ensure that protesters do not trespass, and should not enter the Red Zone; otherwise, security forces would react as per the law.
It will be the responsibility of the organisers to ensure that no public or private property is destructed.
The safety, welfare and protection of children and dispersing the crowd at the end of the rally is the responsibility of organisers.
The organisers should acknowledge that the venue of the rally is a construction site, and should thus take enhanced precautionary measures for protection of protesters.
Participants should not enter the Red Zone, and should neither completely or partially block Constitution Avenue.
The minister further said that the clauses are inclusive of the organisers being responsible for any human injury caused inside the venue.

@Citizen26: I will give you 3 more but I think you will find no fault in IK actions since you are such a loyal supporter (I am not sure Tribune will give me the space for all 81):
1) "Shaukat Khanum is run transparently" is a claim made several times over the last 15 + years. The claim his IK's above board efforts are in stark contrast to politicians. I (as a donor) take this as a promise. Yet in the annual report it makes investments in failed Omani property projects to a related party. I find that a break in trust and promise of a charity
2) With regard to having supported Mush when he first became President IK said "I will never support military rule again" yet he keep encouraging the "third Umpire" to take over in Dharnas. This is not a prediction or a plea. He is breaking an earlier commitment!
3) "27 workers lost their lives when Parliment was stormed" yet only 3 names were ever confirmed and given by IK. How can you trust his lies? However you will ask What is the "promise" in this. I thought he promised to us he wont lie to us unlike other politicians. Unless of course you feel he did not make that promise and he is free to lie and not promised to tell the truth

Imran said that long time ago but in 2012 jalsa at lahore and karachi he again clarified that I don't mind making alliance with polticians who have no allegations of corrupt and are willing to change their politics. Sheikh and several other politicans agreed to it and even some joined PTI. 2) “Third umpire will raise finger in 3 days” Been over a 100 - Is this a breaking of promise. At maximum IK probably made a wrong prediction. How is a promise broken in it? Check dictionary carefully for meaning of promise, 3) “We will be peaceful” then storm parliment, PTV, etc: Incident did happened and has continusly been involved in blame game from both sides. You re-check several News TV video footages that clearly show govt started to fire rubber bullets, tear gas and live rounds of bullets. Now if protesters had no option but to get into Red Zone then this is not "Breaking a promise). Please feel free to respond but re-check your stats and give your argument with some bold facts. Don't just fire bullets in air.
@Citizen26: If polls were rigged, let us assume until proven, and Model Town tragedy was not investigated to the satisfaction of PTI or some other such pending issue for resolution was there, true, but that still does not justify PTI violation of the written agreement; violations, that included entering the Red Zone, moving workers toward the Parliament and PM house. These were blatant and aggressive violations that led to resistance by the law enforcement agencies and resulted in two or three deaths and many injured. PTI claims to be upright but still lies and breaks solemn and written agreements. How can it be trusted? One of the latest PTI lies is that they claim that there workers were arrested in the last couple of days. On an Express TV talk show, when asked to show one example, their rep failed to show any.

The permission would have given on one condition that Imran would not repeat any of his previous speeches. People are so bored to death that I am afraid someone might blow himself up.
@MUNIB: Which promises did PTI and broke them? Lets bring facts onto the table rather than just accusing anyone without any evidences. Government has infact made some promises and then broke them, for e.g. they said they would intiate inquiry in Model Town incident but ignored it for several months and Justice delayed is Justice denied. Secondly, Government also promised to reform election systema and bring in initiatives to reform elections, however, over 1.5 years have passed by and goverment hasn't shown any interest in reforming our election system to be free and fair. You tell me which promise did PTI and then broke it?

It is farcical when the interior minister of the country has to come and read clauses of a protest agreement in the capita city - however small or large it maybe. At the same time up and down the country polio workers fighting for the future of pakistan and minorities are thrown out to the wolves with the government only able to issue hollow statements to defend and protect. The opposition only interested in maintaining status-quo and the flag bearers of naya pakistan have nothing else but agitation on mind.
Its hoped that PTI will not break its promises this time. Last time they kept making commitments and kept breaking them.
