Nawaz and Modi shook hands at the retreat, Nepal’s Foreign Minister Mahendra Bahadur Pandey said, but gave no details. Until that point in the summit, the leaders of the two rivals had cold-shouldered each other.
The prime minister of host country Nepal said the achievements of the South Asian Association for Regional Cooperation (Saarc) had fallen short of expectations, and urged fellow leaders to "summon the political will" to translate their words into action.
"Despite several transformative potentials in the region, our achievement stands short of expectations," said Sushil Koirala in a speech at the closing ceremony.
"We alone are responsible for shortcomings in the Saarc process."
The leaders had expressed frustration with the slow pace of progress towards greater regional integration since the group first launched nearly three decades ago.
Analysts have blamed Saarc's failure on the mutual mistrust between Pakistan and regional powerhouse India, which has taken a more assertive stance toward its neighbour since the election of a Hindu nationalist government in May.
Modi held formal talks on the two-day summit's sidelines with every Saarc leader except Prime Minister Nawaz Sharif. Both sides said it was up to the other to request a meeting.
The two countries' leaders shook hands in front of television cameras at the closing ceremony, both grinning warmly.
But the failure to sign two other proposed pacts, on road and rail connectivity, was seen as an indication of the group's limitations.
The leaders only finalised the electricity pact on Thursday, under pressure to avoid what the Times of India newspaper called "another unproductive Saarc summit".
"It's not just Pakistan that plays a spoiler at Saarc summits, India too hasn't taken this regional grouping seriously enough in the past," the paper said in an editorial.
"And other countries may just be tired of endless territorial quarrels between India and Pakistan usurping everything else at Saarc."
Cross-border trade among the eight Saarc nations -- Afghanistan, Bangladesh, Bhutan, India, Nepal, the Maldives, Pakistan and Sri Lanka -- has grown from under $140 million in 2008 to $878 million in 2012.
But it still accounts for less than five per cent of total commerce in a region where many remain living in poverty.
Nepal's Koirala said there was "no justification" for such deprivation in a region rich in natural resources.
The region's first summit in three years follows some of the worst cross-border violence in Kashmir in a decade, and comes as Nato-led troops prepare to pull out of Afghanistan, intensifying the India-Pakistan rivalry as the countries vie for influence there.
India angrily called off senior-level talks with Pakistan in August after Islamabad's envoy held talks with Hurriyat leaders.
"Nothing is going to change because of speeches by Indian or Pakistani leaders -- it's the same old game, there's a positive-sounding declaration followed by violence followed by a breakdown in talks," the executive chairman of Kathmandu's Nepal Centre for Contemporary Studies, Lok Raj Baral, told AFP.
"Whether it concerns trade or terrorism, unless you translate statements into action, there is little point to holding the summit."
The next Saarc summit will be held in Islamabad in 2016, Koirala said.

PM Nawaz at the concluding ceremony of the Saarc summit congratulated all the participating countries on successful completion of the conference, Radio Pakistan reported.
“Pakistan will be looking forward for the member countries at the 19th Saarc Conference in Islamabad in 2016,” he said.
At the ceremony, the Saarc member countries signed a framework agreement on energy cooperation. From Pakistan’s side, the agreement was signed by Adviser to Prime Minister on National Security and Foreign Affairs Sartaj Aziz.
Pakistan under pressure to save trade agenda
Earlier, South Asian leaders tried to pile pressure on Pakistan to salvage the summit by agreeing to electricity sharing and the free movement of vehicles across borders, measures aimed at boosting trade among nearly a quarter of the world's people.
Hopes of progress at the Saarc meeting hinged on a morning retreat outside the mountain city, where leaders made their case to PM Nawaz.
"It is likely that this matter will come up in the retreat," Indian foreign ministry spokesman Syed Akbaruddin had said, adding that several states were pushing hard for an agreement.
Bangladesh also confirmed a final push to convince Pakistan in time for the summit's closing declaration later in the day.
An official in the Nepali delegation who was privy to the discussions said the focus was on winning support for the electricity pact, which aims to create a seamless power grid across South Asia, one of the world's least integrated regions.

Commercial integration of Saarc countries is good politics and good policy. Whats wrong with a political move that helps yourself and your rival alike, that's what Modi is doing? The message clearly is leave aside your differences and leverage collective strength of nearly 2 billion people for the common good. BTW, being one of the Asian leaders in space technology Modi has offered an Indian satellite to all it's Saarc members.(PBUAOU; peace be upon all of us!)

False equivalence. India wanted the issue of food subsidy addressed. With such a vast poor population, it cannot aford to. Have the food subsidy withdrawn after 4 years. It got an agreement to extend peace clause indefinitely (earlier it was 4 years) and it has withdrawn its objection. Thus it had made it very clear what it needed to withdraw its objectuon.
Pakistan's objection is fundamentally different, it is not that it objects inherently to any agreement. In fact these things (seamless rail connectivity, electric grids etc. are things Nawaz himself has spoken off). It is trying to use its veto in a multilateral forum to address its bilateral issues with India

The land routes from Afghanistan to India though the territory of Pakistan are unhampered in usage from the Heroin and Opium drug peddlers!
India is the biggest consumer of Afghanistan's Opium and Heroin in Asia!
India has one of the highest numbers of heroin and drug addicts and more than 120 de-addiction clinics spread all over the country. Police, military and politicians are on the salary lists of the drug cartels.

No country is friend of any country, please don't be confused by this phrase X is our friend. China is Pakistan's greatest trading partner and our economy is dependent on China. This does not mean China is our friend. China is our neighbour and does not intervene in domestic affairs of Pakistan, unlike US which is also one of Pakistan's largest trading partner but interfere in our domestic issues. Both are our trading partners and Pakistan should find ways to become economically more independent. We can do it by making deals and signing agreements with other countries. But stop assuming XYZ is our good friend and ZYX is our bad friend etc. Does not work like this at all. Other way to think would be: If we say China is our very good friend. Does China consider us as their friend as well? Friendship is based on two ways not one way which we majority of Pakistanis think.
Shameful feelings on the faces of both leaders, as blood of Kashmiris hound them, for having not yet fulfilled the demand of the UN calling for plebiscite, which was denied to them at the time of partition of India. No trade or economic ties will grow at the cost of blood of Kashmiris.
Every country would do things that are in their own interest, be it pakistan, nepal, india, uk or any one else. The problem with pakistan is that it's interest are generally contrary to the interest of the others in the region. Unless their interests are decided by the govt. headed by nawaz sharif and not by the parallel one headed by raheel sharif, pakistan would continue to be in the state that it currently is.

China is our REAL friend. Before taking any decision, Pakistan should always consider Chinese interest first.
India and Afghanistan want land route to each other through Pakistan. Pakistan does not want to give it. It will antagonize both India and Afghanistan. Pakistan will lose the revenue it may earn by allowing this land route. Additionally, it will strengthen the on-going indigenous separatist movements in Baluchistan as the province will lose out on the revenue it may get for allowing the land route. Without Baluchistan, there is nothing left of Pakistan as Baluchistan makes up for 55% of the land area of Pakistan. So, stalling the land route is not in the interest of Pakistan also besides India and Afghanistan. I am sure China will also push Pakistan to allow India and Afghanistan to use its land route. Because, ultimately it will benefit China also as more progress and peace in Baluchistan is also in China's interests.
Though these deals may benefit Pakistan a little bit but it will benefit india even more! Through the so called "integration" of south asia india actually wants to become a boss in the region and use it as a hedge against China! We should not let that happen. NS has done the right thing. South asia integration will make india stronger. We should not let that happen.

The way I see the political wranglings is that Pakistan, though an old hag and currently in same bedroom with SAARC members, is acting like a new bride, reluctant to come to bed. Just give it time.

I wonder why a failed economy , which is on ventilator from alms from US/SA/China, should be considered part of SAARC. SAARC should get rid of Pakistan. Stop with the false equivalence. This is not a forum for bilateral dispute resolutuon. India is not blocking consensus for agreement nor has it failed to implement past agreements.
Why is this article dragging the Pakistan Army into this argument? The Army has nothing to with this, and if something is not in Pakistan's interest then nobody in Pakistan will accept it. Besides, there can be no regional integration as long as India persists in its hostility against Pakistan. India may be able to coerce its other smaller neighbors, but that isn't going to work with Pakistan.

What to expect from a prime minister who has been busy globe trotting on public exchequer. This was another pleasure trip for him and his team. There was no homework from our side. It was indeed a shock for them to learn that there was some serious business going on down there.To top it off our prime minister is the foreign minister as well and he can't reprimand himself for such a poor show.
Why pakistan is always takes decission looking at the benefits India gets. Trade related agreements for everyone's benefit. If india's trade goes up by 10%, pakistan's will go up by some percentage...it is anyway beneficial.
Forget SAARC, we should have pacts only with China... We should not sign these useless agreements as long as our dear friend China is with us...we don't need these loser countries..we are way above them to even consider such useless pacts..
