This is what the HEC does with a scholar, who is neither a poor performer nor an absconder. Indeed, despite continuous setbacks faced because of the HEC, I am proud to have completed my PhD from England and am now serving Pakistan. But my battle with the HEC continues. There are some serious issues with its foreign scholarship programme, making it an uphill task for scholarship recipients to achieve their goals.
Much has been already written about the miseries of Pakistani students studying abroad on HEC scholarships. Pakistani scholars hardly ever receive their monthly stipends in time, creating huge problems for them. As it is, the HEC offers a much lower stipend than other international scholarship agencies, on which one can barely survive, and that too is paid late. I was receiving a scholarship of £750 per month, whereas students sponsored by other countries are paid a stipend of around £1,000-1,200 per month. On top of this, my first stipend was paid after three months of my arrival in the UK. Needless to say, the HEC must increase this monthly stipend and also ensure timely payment.
Many scholars have also been badly affected by the HEC’s new PhD fieldwork policy. It was shocking to know that after sending scholars abroad, the HEC frequently changes terms and conditions initially agreed between itself and the scholars. The HEC had initially committed financial resources for fieldwork at the rate of £750 per month in the UK for the entire period of study (three years). Just a few months later, it changed the rate of stipend for fieldwork in Pakistan, and started paying Rs13,000 per month only. The HEC modified its policy further by paying in pounds for any fieldwork undertaken in Pakistan for a period of three months only, while for any fieldwork lasting a longer period, scholars were paid in rupees. It is important to understand that scholars in the middle of their PhD study cannot afford such frequent changes in the financial resources provided to them. Students are strictly advised by their universities/supervisors for designing PhD research projects by taking into account the resources available to them. Changing the fieldwork policy in such an unfavourable manner for scholars in their second or third year of PhD studies has severe consequences. Students can neither revive their approved PhD projects by foreign universities, nor leave Pakistan without completing their fieldwork. Most scholarship providers worldwide generally offer additional resources, especially for PhD fieldwork, but in the case of the HEC, it is the opposite. On the basis of this new fieldwork policy, the HEC did not pay me the final-year stipend that I was due to receive. In fact, it is now demanding that I return the stipend paid to me in the second year. Any changes to the fieldwork policy should only apply to prospective scholars, and not to those already studying or having completed their study abroad.
Another issue worth pointing out is that it takes the HEC days, in fact, sometimes weeks and months, to resolve or respond to scholars’ queries. The authoritarian bureaucratic style of this organisation is problematic. It does not even ensure that any important information or change in policy or in the basic terms and conditions of the scholarship is communicated to the scholars in a timely manner. I first got to know of the new fieldwork policy after completing my second year of fieldwork in Pakistan. Moreover, many important policies, like how penalties are imposed in case of minor breaches of agreement, are kept confidential, although such information should be made available on the HEC’s website.
The agreement signed between the HEC and scholars is not scholar-friendly. It seems that its only purpose is to penalise scholars. There remains an assumption that the HEC is always right, and it is always the scholar, who is guilty. The agreement is mute on what happens if the HEC fails to deliver: when it pays scholars late, does not communicate policy changes in a timely manner, changes the mutually agreed-upon resources, and modifies terms and conditions after sending scholars abroad. In fact, the newly drafted agreement available on the HEC’s website for prospective scholars is even worse, stating that its decision “will not be challenged in any court of law or forum”.
My experience with several international scholarship donors suggests that they make every effort to facilitate scholars during their study, and pay special attention to specific circumstances of individual students. Apart from providing financial resources, what is also important is the scholar’s peace of mind and a conducive environment. The HEC needs to treat scholars as its ambassadors and stop penalising them unnecessarily. Otherwise, scholars may find it difficult to play any post-PhD role or feel any pride in representing the HEC.

I think this column is totally useless.......because the writer is seems to be not a mature, reason is that if any Govt pend a more than 1 crore rupees for your education then why you not serve within country why you think for foreign again. you spend your surety bond period in Pakistan and then you are free to go any where.

Until and unless the lavish perks given to HEC officials are rescinded, every scholar would complain. The writer is right in calling the HEC a nightmare which turns scholars into slaves. Go to islamabad office of the scholarship section and you would see "Scholars are not allowed inside" What a joke and what sarcasm.
@Chachoo: Do you not understand the problem here? Nobody, not even the author, said that they have a problem with the scholarship. They have a problem with the apathy that HEC shows. A prudent person always know what is right or wrong. HEC scholarship schemes have changed the lives of people. The people who have done their PhD and honestly return to their home they are successful now. Its public money from which HEC is feeding its scholars. while they don't want to serve Pakistan in return .
I am surprised how some commenters are criticizing the author. The main issue is you are not understanding you basic right to education. The overall education system in Pakistan is wonderfully screwed and provides a million hindrances in getting education, be it exam dates, to submitting applications.
In all developed and a few under developed countries the aim us to facilitate students so they concentrate and not run away from education.
The main reason for such a pathetic system is the involvement of politicians. Until a solid system is developed and implemented, the will never be betterment.
@chachoo: This is not as simple as you have stated. The students are thankful to HEC for the scholarship at least I am. But think if you start a job in a company and you sign a contract with the company that they will pay you every month your salary but after paying you 2 months salary they ask you to work for them and they will pay you the salary after 3 months. Will you continue the job? Although you will gain a world class experience. What will you do then? And for your kind information, before signing the contract with HEC nobody knows that HEC treat their scholars like this. You can experience this once you are in the middle of so called lunch, and then you have to fast for 2 or 3 days. Its not that we are not grateful to the people of Pakistan for paying our expenses while we are doing this not an easy job. We understand the problems faced by HEC while acquiring funds from the government but the behavior of the people communicating with us is really pitty. They need to change this attitude, nothing is greater than one's self respect. Its not that we are not paying the taxes, my parents and their parents are paying taxes for last 60 years hoping that Pakistan will prosper some day. I will be doing the same once I finish my studies here but people like you will still criticize.
@Mohammad: Are you kidding. Taking loans from the family as you are a landlord that your family can give you 1000 dollars each month. If these scholars' families are financially sound enough, why they will go for HEC scholarship and their hectic process. When you are signing a bond with a party, its your moral duty to deliver whatever you offer.
HEC through a local university gave me 500 pounds per months back in 2004. It felt enough at the time considering the fact that I would have not been able to do a Masters without this scholarship. HEC is not perfect and the worst part is that the Fed Govt occasionally takes away funds from HEC which makes it impossible for them to disburse any to you. My suggestion would be to forget about what happened. You have a PhD, congrats!
@chachoo .. This is not the way to treat any student. One should always help and provide enough facilities so a student doesn't have any kind of problem. Not the student but HEC should be thankful that a Pakistani is going to represent them abroad and then serve for the country upon finishing the degree.
@Salim: Kindly dont misled the people here. It is a scholarship and along with a scholarship you are given a job guarantee with a very good salary. Nobody pays anything back. Also kindly many scholars have already left for Post Doctorate within the 5 years time and anyone can further their education within a stipulated time as well.
Also kindly study scholarship programs around the world. Many Scholarship programs have their certain defined goals and a free lunch is not available anywhere. Even some companies offer graduate programs with an agreement that you have to serve in the same company for some years. Anyway for Pakistanis everything should be a free lunch and the state should distribute the money without asking anything and that is the usual mentality here. I have a simply basic question. If anyone have so many problems with this scholarship then why they apply and sign for this scholarship?. State is not forcing anyone to take up this offer. If you dont like it then dont take it and it is as simple as that.

@usman786: It is loan ... not scholarship. Individual availing the HEC stipend has to spend 5 years in Pakistan and if he is unsuccessful in completing his/her studies.... HEC wants its money back! NO SCHOLARSHIP system works like that.
@Mohammad: Hi, I do agree with your point IN PRINCIPLE but you miss my point. The country Needs to spend far more into primary education than it currently does. That is not happening. But that is another discussion altogether.
However, once HEC commits with a scholar on some terms and conditions, they should either stick with it. If they can't, they should not send so many scholars to begin with.
Again, the answer to your question with regards to "how scientists can return the investment" is not trivial to be covered on this forum. Very briefly, all the countries that are leading the world technologically and economically have a technological advantage that is a direct consequence of their investment in higher education and R&D.
The problem in Pakistan is two fold. We are getting back substandard PhD scholars (by and large), and there is no infrastructure and will to invest in R&D as originally envisioned. Typically scientists should undertake Impactful Research. The publication is incidental .. a documentation of that research. Most academics go the other way around. Zero research and publications for the sake of publication.
@usman786: And who will guarantee them getting jobs. The scholars are not cadets who are guaranteed jobs after training. Your loan system can only be implemented on cadets.
If there is an emphasis on quality instead of quantity, the government will see a return on investment. Right now we have droves of people with a PhD degree getting upwards of 1.5 lakh pay per month with zero research output (I don't count third class publications as research contribution, even that most of these scholars are incapable off). In my experience as an academic probably only 1 in a 100 returned scholars is doing actual, tangible research. Rest are only concerned about teaching and not doing anything else
It means a PhD scholar has taken 750x36x160 = Rs 43 lacs. Same goes for subsidary to MBBS and Engrs. Instead of subsidary they should be given loan so that it can be retrived back as many people do not do job after getting medical degree and waste Rs 25 lacs + seat. Please also tell us contributions of these scholars for the society - not research. some donation/charity work
Though all of appreciate HEC, the genuine concerns of scholars should also be appreciated. I read some insensitive comments and I would like to invite these people to reconsider their point of view. I am in the UK and my university has over 15 PhD scholars on scholarship here. The fact is that you cannot live in the UK (especially with a family) on 750. The only way you can survive is either eating through your savings or working. No country including India, Bangladesh, Nigeria and Egypt pays less than a 1000 pounds. Don't talk about the Arabs, they get around 2.5k per month.
HEC should choose to send lesser number of PhD scholars by setting a higher bar not only of merit, but also the university the student joins. Send less students, but pay them 1200 and make sure they got top ranked unis. My take on it by practical on going experience

Author has clearly and very justly pointed out the problems faced by HEC scholars. If we are to compete with others students in well reputed universities then we should not face these problems. If scholars are studying in foreign institutions then they will be compared with foreign students. They should not have the excuse that they are from a poor country or what so ever. We are not a poor country we are a mismanaged country and this is the problems which author has pointed out in this country. We should never deny the efforts of HEC which has performed tremendously in the last decade or so. But as the time passes by, HEC should develop her standards rather than putting the blame on the political situation of the country. HEC is a government institute and this message is also for the government along with the HEC. Communicating with HEC is really an arduous job, they will not reply your email unless you call them and remind them that I have been trying to communicate since last couple of weeks. And when you call them then a clerk will talk to you like all the problems in his life are just because of you. The scholars on HEC scholarship have signed a bond that they will return to Pakistan after their studies and will be professors or will be holding good positions. So they should be treated with respect and dignity not like criminals. They will be grooming the future of Pakistan but by treating them like this, things will get worse.

For the future of Pakistan and future generation, we must understand that investing in higher education is never going to be too much. It was a revolutionary project at that time and a very important investment in the human resource development. The guy in above comments who is saying "90 percent PHD can not produce single journal in IEEE ..." is talking nonsense and has no idea what he is talking above.
Anyway, HEC and other universities who sponsor Phd studies must understand that you are supposed to be investing in free thinker and not slaves. I agree with the writer and I have read few correspondence emails of Universities with their scholars.. its shameful.. few baboo styles people have no idea of how to talk and write to people who are pursuing an intellectual learning.

She's right...My first semester is going to end in a week but HEC has paid neither my stipend nor Air Traveling expenses. 1000 dollar in USA where minimum single bed apartment rent is 600, and you need to cover your Health Insurance annually ($1500), Books, Air ticket if you want to visit home each year. HEC has asked our progress report from university. I don't know how they could ask for progress report where they didn't pay us anything so far.
As being an HEC Scholar, i appreciate the overall role of the HEC .No doubt, most of the executives working in HEC are very helping, but there are a few employees who are even on the managerial level but they don't have the basic communication skills to deal a scholar. In-case of any query of scholar they talk to them like they were brought up all their life by HEC fund, well not even on HEC fund, but the HEC representative own pocket and scholar is begging for some money from the him. I think such black sheep may be sidelined so that the scholar friendly image of HEC is not destroyed.
I am an HEC PhD scholarship holder and I understand your grievances and that it is very difficult to survive in these conditions but I would really appreciate if you could understand their side of the picture as well. I went through the same situation and did not get money for the first few months but they did tell me that due to the change in the political situation HEC's funds were not being released and that's a genuine problem, they cannot give you money if they do not have it, we have to be a bit considerate here. As regards the stipend being 750 pounds, well we are a poor country and we cannot compare ourselves to rich Arab countries just because we are studying at the same university. As regards the fieldwork, if its in our own country, honestly we do not need all that money, 750 pounds in Pakistani rupees is a lot. If HEC had not awarded me the scholarship I would never have been able to afford it. I feel 750 is more than enough for me even though I live in an expensive city in the UK. I am proud that despite all that HEC has gone through and continuous threats it continues to sponsor scholarships and help fund them.

Taking a Scholarship does not mean that the scholar is HEC's property from now on.
Its always good to see both side of the picture. HEC has done tremendous job in a country like Pakistan. I myself being the recipient of HEC scholarship never faced any issue even for a single day. All went smooth like a spring of fresh water. but they say, exceptions are always there.
I appreciate the writer for highlighting the important hurdles of HEC scholar, it is rightly true that even most of the scholars who are studying in South korea, Italy, Australia, UK and European all are having financial problems , HEC is unable to pay fee and stipend on time, moreover, in some country last three months stipend is not paid by HEC which against the breac of agreement, hec only emphasis scholar to obey terms and condition what about liability on HEC.
Many HEC scholars have got their PhDs smoothly without a hassle. Its only in the past 6-7 years the HEC is going the typical baboo way.
Well written. The dilemma is that the HEC comprises of minds which have nothing to do with an academic approach of facilitating and understanding the suffering of scholars. Regarding the travel grant sanctioned under HEC the new policy ( nobody knows) the scholar has to apply prior 46 days of enrollment at the university..This is again implausible that you have to have admission letter at the time of applying to travel grant, but on many occasion one fails to get the admission letter ( only hard copy is acceptable to HEC) 46 days earlier....More over as you have rightly mentioned the amended policies are never disseminated to the larger public/universities.

Complaints, complaints, and complaints. Looks like the young lady got her Ph.D. in Complaintology. Grow up young lady! life was never a bed of roses, one has to work hard and develop a positive attitude. You are lucky that the poor taxpayer paid for your doctorate. There were people who were way smarter than anyone else but were never awarded a scholarship because they were children of poor peasants or low level government functionaries.
Dear Writer ! though i am not at all a proponent of Democracy under a dictator or a victim of a dictatorship of democratic system , autonomous but this is what happens if you make a performing autonomous body into a bureaucratically slave politicised one. HEC is a success story of not too far past. It is a role model for so many developing countries around. One can count the number of PhDs since 1947 to HEC birthday , HEC Birthday till to date. It has done wonders and IA will do so. Though the writer has painted a gloomy side of the picture , but i would like some other beneficiary of HEC scholarship to contribute too , I am sure there are many...
You never appreciated such initiative of scholarships at any stage and unfortunately you resorted to criticism only. Also one more point you missed is that HEC is under the Federal government. After the 18th amendment many powers have been shifted at the provincial level. Your discussion never discussed this point that what is the provincial responsibility to promote higher education. Also sorry to say but all Pakistani scholars complain all the time. You should be thankful that despite the fact that around 90 percent PHD scholars from pakistan are not able to produce a single journal in IEEE or in any reputed organization but still an HEC of a poor country arranges more than 750 British Pounds per month. If from today Performance criteria based on Quality Research Papers will be established then almost 90 percent scholarships will be cancelled in the first year.
Regarding to the policy i just want to say that if you read the documents attached with the scholarship then it is clearly mentioned that HEC has the right to change the policy at any stage. If you were averse to that idea then you must not have signed for the scholarship in the first place.
