Hamid Ali Khan named as Nacta's first full-time chief
According to details available, Khan is a BS-22 officer of Pakistan Administrative Service, and will be the first full-time chief of the counter terrorism body since it was formed in 2008. His previous assignment was secretary of Capital Administration and Development Division (CADD).
Khan will replace Shahid Khan, the secretary interior who was handling duties of Nacta’s national coordinator as an additional charge.
Khan has previously served at various positions in the government that have directly or indirectly dealt with counter terrorism. Prior to serving his role in the CADD, he was working as the additional secretary Interior Ministry where he was dealing with capacity building of law enforcement agencies, counter terrorism programmes, Federal Investigation Agency (FIA) and coordinating courses by donor agencies for enhancing the capacity of security agencies in the country.
Prior to joining the civil service, Khan had served for 12 years at various field and staff appointments in the Pakistan Navy. He has graduated from National Defense University and holds a Masters degree in Defense and Strategic Studies.
The decision comes nearly five months after the Islamabad High Court (IHC) had ordered the placement of the Nacta under the purview of the Prime Minister’s Secretariat as mentioned in NACTA Act 2013.

Heading NACTA is absolutely a job of person from Law Enforcement Agencies especially, the Army. Positioning a person from PAS in this capacity is utterly absurd. Our leaders needs to think the primacy of Military in such a crucial outfit. We know it very obviously that it will be impossible for man from PAS controlling or even coordinating the affairs of ISI or MI who would be exactly knowing the worth / image of such person. Keeping civilian supermacy apart, it will be ideal to leave such vital posts to man from intelligencia rather than bureaucracy to shoulder such sort of heavy responsibilities. It is paramount need of the time to consolidate sharing of information between intelligence/security agencies under one umbrella and in the light of comprehensive reports from all ends, NCTAP must come forward with concrete results enabling safegurad the lives and property of government and people of Pakistan. Another useless government body with associated bureaucracy and not forgetting sarkari cars to add to the cost of an already bloated bureaucracy. Nothing like spending when austerity is required. Now that this body is responsible for counter terrorism, does this mean the others will be taking it easy ? Maybe I should be asking that question as its obvious. And did I read it right that the new director has no experience in managing counter terrorism operations ? Capacity building is fine but counter terrorism requires understanding of problem and being proactive. I don't see as part of Mr. Khan's resume.
