Rules overlooked: Transparency alerts SSGC on tender notice ad

PPR says bidding documents shall be available to bidders immediately after publication of invitation to bid

Transparency International Pakistan (TIP) in a letter addressed to the managing director of the Sui Southern Gas Company Ltd (SSGC) pointed out that the gas utility’s advertisement inviting bids for an LNG import project was against rules and regulations. 

“It is observed that the SSGC’s Tender Notice advertisement is in violation of Public Procurement Rules 2004,” the letter read.


As per advertisement the tender documents is issued to bidders after 10 days, that is, from October 29, from the publication of the tender notice, which is violation of Public Procurement Rules (PPR).


According to PPR the bidding documents shall be available to the bidders immediately after the publication of the invitation to bid, it said.
