Punjab Assembly adopts local government bill

Bill empowers ECP to carry out delimitation of constituencies of the local government

LAHORE: Following the Sindh Assembly’s decision to hand over the powers of delimitation to the Election Commission of Pakistan, the Punjab Assembly on Monday passed a similar bill.

The Punjab Local Government (Second Amendment) Bill 2014, passed by a majority of the house, will empower the ECP to carry out delimitation of constituencies of the local government.

Earlier, the Supreme Court had directed the Punjab government to make necessary amendments in the bill.

The opposition welcomed the amendments but moved for further deliberations on the amendments which were opposed by the House.

The ordinance was tabled in the Punjab Assembly on October 20 which was subsequently sent to the Standing Committee on Local Government and Development. The committee was given a week’s time to submit its report.

The ordinance was presented by provincial Law Minister Mujtaba Shujaur Rahman along with four other ordinances.

Any sane person would know why delimitation thing is being thrown in the court of ECP. The question is who would assess the capacity of ECP in this regard especially when we know the performance in the last elections and especially when not a single person/official was declared responsible or ATLEAST IDENTIFIED..... Lolz

Why PMLn is so reluctant to devolve power in true spirit via LGS. All powers are exercised by colonial bureaucracy at district level which will be controlled at provincial level. If this is devolution of power then CM should work under Chief Secretary at provincial level. PMLn wants to run country via Raiwind.
