The study, which took into account figures from 2013, says 4.4 billion in the world are still offline with 3.4 billion of these in just 20 countries.
In contrast, neighbouring India is home to nearly a quarter of the world’s offline population. China, renowned for its internet censorship, is host to over 350 million offline people.
A large chunk of Indonesia's population, around 210 million are offline, while about 150 million are offline in Bangladesh. Surprisingly, in the United States, 50 million people still don’t use the internet.

The study states that majority of the world’s offline population, which is about 64%, live in rural areas where there is poor healthcare, education and employment.
Pakistan has some catching up to do
While the study says only 11% of Pakistanis are online, the figure is only slightly less than the government's official figures which state that as many as 30 million Pakistanis have access to the internet, or nearly 17% are online.
However, only a fraction of those online are connected via broadband internet with the Pakistan Telecommunication Authority putting broadband subscriptions at 3.6 million.
Even with broadband, the average speed of itnernet in Pakistan is much slower than some of the neighbouring countries.
According to netindex.com, Pakistan has an average broadband speed of just 3.2 Megabits per second (Mbps). In contrast India has an average broadband speed of 5.7 Mbps.
Iran, which is known for its severe restriction of online content, much like China, can boast average speeds of 4.2 Mbps.
Only neighbouring Afghanistan has lower speed than Pakistan with average broadband speeds of 2.9 Mbps.
What is promising, however, the average speed in Pakistan has risen from 2.31 Mbps last year to 3.2 Mbps this year.
With the advent of 3G and 4G LTE services this year, the access to and average speed of internet is expected to rise significantly as companies seek to tap into the 80% cellular penetration in the country which has nearly 140 million cellular subscriptions.
However, getting all of the 140 million subscribers access to 3/4 G may not be as easy. The study notes that between 1.1 billion and 2.8 billion cannot get online via a mobile network because they do not live within sufficient mobile network coverage. This is made harder in Pakistan which sees a significant section of the population in extremely rough and network coverage-uinfriendly terrain. Further, areas of Gilgit-Baltistan and Azad Jammu and Kashmir were not part of the next generation spectrums auctioned in May this year.

@Mirza: I would just add that Mush has been very popular on the Net and he thought he is very popular. However, when he came back he had very soft support and no street power. Nobody even from his party came out to help him! Virtual support does not make real leaders.
Basic reason, people have ditched the landlines for mobiles, so no land lines no fixed line broadband! If survey includes and merge data of mobile and landline broadband, figure will tell the story!
Now tell me how many smart phone users dont have internet in Pakistan? hardly any! How many people use wi fi dongles providing internet? many not included in this survey! Developed countries still keeping landlines in business by offering broadband coupling with mandatory phone lines, hardly offer wifi or 3g/4g dongles.
So comparison is very accurate!

i bet Imran khan popularity in these people has definitely grown in the past 2 months due to ongoing protest as around 60% of the 89% would definitely have a TV set and the daily unveiling of the corruption of the status Quo by IK would have played a significant role in reducing the gap of communication between these people .
Also the highly crippled relief work by the gov for the flood affected people and the overcharged electricity bills played their part to reduce the gap even more !
How is this a bad thing? All those people online are reading about Kim Kardashian and Kanye West or shopping for stuff they don't need.

Like a broken record I have saying that IK has popularity among urban elites and those young who love his lifestyle. However, this country is 70% or more rural and mostly farm workers. They have nothing in common with IK and only can see him as a past great player. Many young have not even seen him or heard him play. In addition the rural women have not much time, resources and interest to indulge in fun and games. They are busy from early morning till late evening to make ends meet. Moreover most women see nothing in common with IK as he never showed any true interest ever in a Pakistani woman and many self-respecting women do not appreciate that. It is this silent majority not the urban elites who come out on the election day and decide the results. Most seats in major cities are already decided in favor of a few urban parties, until IK and PTI does not make real inroads into Pakistani heartland they cannot gain plurality. Hong Kong and Tienanmen Square demonstrations can be great but they fizzle out without the support of working class rural masses.

11% is only slightly less than 17%? Figure fudging is easy when the media prefers to highlight flattering numbers.
What happened to the "50%" internet penetration rate advertised by Nawaz Sharif's previous government ?
This answers why there are more Indians commenting on Pakistani websites than Pakistanis.
lack of real education = no knowledge = lack of need for Internet service .... I also think that no more than 5%of Pakistani population reads this newspaper.
Around 34% of Pakistan population is in cities. In cities lets suppose 25%(It is the minimum. In reality it is around 50% - 60%) people have internet connections. Then according to that this report / study is failed.
I reckon now the PMLn can easily say, it's only 11% of athara crore awaam supporting PTI
