Last month, India announced it was withdrawing from the planned peace talks about Kashmir between the two nuclear-armed neighbors because of plans by Pakistan to consult Kashmiri separatists ahead of the meeting.
"I want to hold bilateral talks to improve friendship and cooperation in all seriousness and in an atmosphere of peace, without a shadow of terrorism," Modi told the United Nations General Assembly (UNGA) in his first address to the world body.
"But this is also the duty of Pakistan to come forward and create an appropriate atmosphere and with all seriousness come forward for a bilateral dialogue," he said.

@LS So what proof do u have of ISI behind terrorism in Kashmir or Pakistan involved in Mumbai Attacks.
@Bakhtiyar Ghazi Khan: what do you have have as a proof for these allegations?
@Bakhtiyar Ghazi Khan: Sir, be serious, its not a comedy show.
I do believe Pakistan uses terrorism as a strategic asset to wage proxy war. It is a shame that the radical extremists in the Muslim world are supported by educated officers in the ISI. If all those efforts were channelled to bring the country out of the pathetic situation it has brought itself to, Pakistan would have had a much better reputation in the world and would have had the power to have a say in the worlds matters. I hope they embrace democracy and build their country with what they have. Good luck to you. May God bless.
Supporting the legitimate and legal aspirations of Kashmiris for independence from India is not terrorism.
You know what is terrorism? Indian oppression of Kashmiris, Babri masjid, Gujurat/UP/Assam/Bihar rape/massacre of Muslims by Hindu radicals, Mumbai false flags, Dogra train fire set by Hindu radicals, hanging Afzal Guru without proof, Indian weapons, logistics support for TTP, BLA attacks on civilians, Indian attack on Sri Lankan cricket team, burning Ziarat residency, and attack on Karachi, Peshawar airport.
It is very hard for Hindutva radicalized Hindustan, to let go of 1200 plus years of occupation baggage. True, rule by foreigners. Yes, Muslim rule. Like it it or not. That is one of the bitter truths. Plus, hinduism is a very peace loving religion. It does not perpetuate war, armies, conquests, occupation etc. No amount of chest thumping, hooting war cries, sabre rattling, armaments, changes the fact that the hindu nation is not martial. It behooves india to take pride in a what it is,..rather than project a Dark Asian Star. Malevolent. Fuming, Angry. And flexing muscles, that are simply not there. Different from a Shining india.
Nawaz addressed for sake to just convince his bosses in Pak... MODI addressed the whole world..gr8 speech..
Pakistan should not initiated any dialogue with India. It should disown terrorism and wait until India took initiation for dialogue. India need Pakistan more than Pakistan need India.
pakistan should think about its people, but they are wasting their time, money, effort & above all life of pakistani and indian for terrorism in j &k, and all india.
leave illegaly occupied kashmir...this is indian land.
@Indu: *“Mass Graves Hold Thousands, Kashmir Inquiry Finds”, * I suspect you were educated at a madrassa. We in the West have learned to accept who has double standards. Just to give you a clue: Does the genocide in East Pakistan of 1971 ring a bell? My advise to you is go to a proper school and learn courtesy and respect. No educated person has believed a word you have said.
I also find it really funny that you consistently call him 'India's Modi' as if there are Modis in every country. Do you also use France's Hollande or America's Obama or Bangladesh's Hasina? I think not.
I am amazed at the identical ways media think on either side of the border. Even Indian News Sites are screaming the same headlines. Perhaps, this is a reflection of priorities of media in our respective countries. While PM Modi did speak about absence of Pakistan's reciprocity in talks between the two countries, he spoke almost extempore about the need for addressing poverty, hunger and lack of clean drinking water to billions of people. Also, he mentioned about a free SAARC satellite to facilitate space program in south Asia. Sorry to say this, while PM Nawaz Sharif spoke about what was close to Pakistanis' heart at a wrong forum, PM Modi spoke about the way the world body should shape itself with a vision for future, at the right forum.
Go Nawaz GO!
Modi shouldn't have responded to irrelevance, apart from that, your speech was good PM.
The harsh reality is that Pakistan is viewed as a sponsor of terrorism by all of your neighbors and most of the World - takes more than rhetoric to make your neighbors believe you have given up your long standing policy of using terrorist as "strategic assets". You recent offensive in N Waziristan is a good example - lots of talk about targeting all militants yet not a single Haqqani casualty.
Yes, im an indian...and want to correct years of injustice.
Dont put conditions Mr Modi. Let the people of Kashmir decide what they want - they have paid us heavily. India has committed genocide in Kashmir. According to NYT "Mass Graves Hold Thousands, Kashmir Inquiry Finds", there have been 2,156 bodies found in four districts of Kashmir; all believed to be bodies of enforced disappearances.
Lets stop this bloodshed.....lets put Gandhi's soul at peace.
So what is Pakistan's Sharif's answer to this?
Well Mr. Modi, why has your country cast the "shadow of terrorism" on Pakistan all these years? Remember East Pakistan, Sindh, Balochistan, to name a few.
If UN members start discussing about OFFICIAL TERRORISM, minimum 70 % problems relating to terrorism could be resolved. But they will not do it and masses of the World knows why
This a message Modi is aiming at delivering to the Pakistani military establishment ... the people of India realize that PM Nawaz Sharif is just a constitutional figure in the slow process of democracy gaining credibility in Pakistan ... the real power in Pakistan lies in the hands of the establishment, which enjoys support of a large constituency in Pakistan ...
