The move comes right before both leaders are scheduled to attend the United Nations General Assembly in New York, where they may possibly hold talks on the side.
The move, if true, is part of Nawaz’s well-intentioned, if diminutive attempts at better relations with Pakistan’s eastern neighbor since his election last year.
Despite better relations being one of Nawaz’s signature campaign promises in the run-up to the elections, Nawaz has been unable to implement policy in this regard, given the opposition from many within the establishment, fast-losing legitimacy within the Opposition given the recent protests in Islamabad, and hostile moves from India itself, making any moves towards normalisation hardly conducive.
Both domestic and diplomatic issues have played their part
Nawaz had a strong mandate to implement his campaign promises when he was elected, winning a majority in Parliament. Still, his desire to improve economic relations with India stalled as his government dilly-dallied on granting India the Most Favoured Nation status, even after it was watered down and named Non-Discriminatory Market Access to sound more benign. The Indian government, which granted Pakistan the status in 1996, was unconvinced that Pakistan was committed to normalisation.
At the same time, India was going through its own election season, and the then ruling Congress government hardly had the political capital to pursue talks when it was facing widespread unpopularity and electoral defeat.
Modi, leader of the right-wing Hindu nationalist Bharatiya Janata Party, seemed less devoted to better relations with Pakistan than his predecessor Manmohan Singh. It also did not help that a ceasefire along the Line of Control, in place for almost a decade, was deteriorating as reports of shelling, kidnapping – even beheadings – were coming from both sides.
Rise of Modi
Given the fear that Pakistanis had over Modi’s election, that he invited Nawaz for his inauguration was a breakthrough. The neighbours were optimistic as both leaders exchanged gifts – saris and shawls for each other’s mothers – and a promise of better relations. But relations headed south quickly after that, as Nawaz became more embattled at home, and Modi began to implement a more hostile – ‘muscular’ as he put it -- foreign policy.
During this time, the cross-border fire began to extend beyond the Line of Control to the heavily militarised north Punjab frontier, with reports of civilians being killed and evacuated. While the ceremonial distribution of sweets, and photo-ops at Wagah continued, cross-border exchanges became increasingly violent. Last month, Modi – in Kargil of all places – accused Pakistan of waging a ‘proxy war of terrorism’ against India. He also cancelled the secretary-level talks that were scheduled for August 25 because Pakistan’s High Commissioner to India Abdul Basit met with the All Parties Hurriyet Conference.
Given the sit-in protests that have paralysed Islamabad and the government since August 14, Nawaz has been able to do little about anything else but attempt to contain the crisis, losing precious political capital in the process.
A meeting at the GA?
Still, Nawaz’s latest move is possibly an indication of a persistent desire from Pakistan’s civilian government to improve relations. Later this month, both leaders are scheduled to attend the UN General Assembly in New York. The move may possibly be an indication of Pakistan’s willingness to meet on the sidelines at the conference. In a press briefing by Pakistan’s Foreign Office, spokesperson Tasnim Aslam said that there was no confirmation of a meeting yet.
Modi just ended a much-publicised visit to Japan, seeking to strengthen security and economic ties with Prime Minister Abe’s government. His government has thus far not reciprocated Nawaz’s eagerness to pursue talks, despite the optimistic signals.
It remains to be seen if the meeting, or indeed reciprocatory mangoes, are forthcoming.

Poor Mian. Only thing MNS is allowed to do is send mangoes to Indians.
To, Pakistani brothers and sisters...Protest against your army...Where do they get money for ammunition to shell Indian side? They can't even afford to vaccinate their kids for polio and the world put all kinds of travel restrictions...Even Saudi Arabia prohibited its citizens from marrying any one from Pakistan...So wake up and protest against digging tunnels under LOC and pushing terrorists, drugs, fake currency, etc India and Pakistan have so much poverty and so many problems with developments so please protest against your army hoodwink the people to keep its power with perpetual enmity...Protest for development and trade...Stop shelling India and start vaccinating kids for polio....start protesting for development and peace...
Pakistan Army Zindabad ! That's the most appropriate comment I can make on this story.
For all the mangoes one can eat, one can't really make a deal with a man unless he can deliver on the deal. The last man who had the power to deliver on a deal was Musharraf, and that is because the Army is the true ruler of Pakistan.
Talking to Nawaz makes no sense, though he seems sincere.
And talking to the Army serves no purpose, because resolution of Kashmir is detrimental to its core interests. Even if it is to get all of Kashmir, it won't shed its anti-India stance, because conflict with India is its raison d'être and source of its pre-eminence in Pakistan.
The only way Kashmir will ever get resolved is when Pakistani people have realized their own Army is the problem, and gain true control over it.
Mr. PM is just making obvious his eagerness and weakness. Too bad to have such a PM
@Raj - USA: You live in the US?. Nobody believes it. You're just another fanciful paid hindu troll from the teeming slums of Bombay. Using a call center computer to send vile hateful comments.
It's unfortunate that the news of this good gesture of Mr. Nawaz Sharif was only published based on news from Indian newspaper reports. Only one newspaper The Nation published the report. All major Pakistani newspapers stayed away from printing the news for the fear of the Army. Hope the news like this flow liberally to bring the people to gather and achieve trust in one another.
Please also send one box to Imran Khan,,, ummm I am sorry.....One container would be enough :P
This shameless Hindoolover likes to be slapped around by the RatFace MadDogModi. He should take his mangoes to RatFace and stay there. Not come back.
First Nawaz Sharif should apologize for all the terrorism sponsored by Pakistan in Kashmir since 1947.
Nawaz Sharif took his businessman son to India. It's humiliating for the country the way this prime minister is abasing himself and this country in front of this fanatic foes of ours who's been following a spiteful aggressive policy against us.
Is this the same Aamir Liaquat Mango diplomacy we are talking about ?
@Siraj Ahmed:
India is occupying Kashmin in contravention of UN reolutions.
The 700,000 plus Indian troops in Kashmir have been on rampage of murder and rape.
We can not force the Kashmiris in Kashmir to not take to the streets to demonstrate for their rights.
If your house was occupied and your family killed and raped, you would hope and expect people to speak out.
India is not interested in peace, just subjugation of Pakistan.
I am all for a friendly and positive relationship with India, but I for one do not want to be a West Bangladeshi.
Nawaz maybe sincere but not empowered. Neither is he able to get the army to stop ceasefire violations, nor is he ale to implement agreed trade liberalisations. MFN status was committed o India by dec 2012 by Pakistan. Despite changing name to NDMA Nawaz was unable to imlement that.
Talks are meaningless when government does ot have capacity to imlement what is agreed.
In summary, the mangoes will not make the talks fruitful- pun absolutely intended.
Pakistan Zindabad ..... long live Pakistan army.
Well i doubt pakistani army will allow nawaz and current internal situation shows army will definitely take down this time Nawaz if he further try to improve ties with India, otherwise Nawaz is doing good job as a PM
Nawaz Sharif is trying sincerely but no fruitful talks will materialize. In fact, talks will only worsen the situation, both for Pakistan and India.
Reason: India will push for punishing the terrorists of Mumbai attacks. It is not old India or Congress that will side-step this issue. Nawaz Sharif may also want to do the same. But it will expose Pakistan's army and bring to light the close connections the army has with many terrorist groups. So, they will resist it at all costs.
With the government powerless to follow through on any of the agreement/understanding that may come out of talks, it will only cause more frustration and mistrust. This is the reason that Sri Lanka's President cancelled his visit and Chinese President also cancelled his visit though China has good relationship with both the army and the government in Pakistan. Modi canceled talks with Pakistan also for the same reason. However, if India says the reason for canceling the talks openly, Pakistan would, and rightfully so, blame India for interfering in its internal affairs. Pakistan's envoy to India, Basit gave a reason for India to cancel the talks. It could even be that Basit met the leaders of Kashmiri groups just to give India a reason to cancel the talks as things worsened in Pakistan between the time the talks were scheduled and the time the talks were to take place.
I think that Modi will neet Nawaz Sharif but it will be only discussions on matters like mangoes, sari, weather, etc.. Nawaz Sharif also cannot go beyond this as he would be inviting trouble if he wants talks on serious issues. Until that time when India knows who is in power in Pakistan and Pakistan's leader knows that he has the real power, both leaders will only focus on keeping personal relationship good and nothing more.
Pakistan is in a catch 22 situation. Everyone wants to be captain, our "leaders" have no idea how a nation is run. Look at the complexities next door India has, it has about 1200million people, different languages, different geography, different religions, different ethnic backgrounds, different living standards, and still It is holding its own. That in itself is a great achievement by any standards, anywhere in the world, we have to bow our heads in utter shame. Beyond that they have had elections every five years, since August 1947, obviously they have progressed, just as obviously as we have not. In the very first opportunity the Bengali's called off this great charade that the West Pakistani rulers were playing since 1947. Pakistani's do not know themselves well enough, or they know the better half only, and pretend they know the other half. Instead trying to make peace with India, it would be far far more advisable to put our house in order. Our leaders simply do not wish to stay in Pakistan to start with, how can they run a government. We are a mockery nation, and no one is laughing, we are only hurting ourselves. So the first thing to do is to learn how to communicate within, this is no simple statement. As the saying goes we talk at, not talk to, we are not good listeners, not sincere, when times get tough we acquiesce too easily, we are people without principles, character, we do not treat our own with respect and dignity, how can we expect any better from others?
Shame on you Nawaz Sharif.
Your are sending Mango Boxes to Indian Prime Minister and asking your police to gun down your own people in Model town and you are using TEAR GAS on your own country's people.
oo my dear Nawaz .... Do u have any self respect? why are you doing this? if you haven't stopped doing this, we will be happy to chant with IK .... Go Nawaz Go
"Modi – in Kargil of all places – accused Pakistan of waging a ‘proxy war of terrorism’ against India. " Kargil was the most appropriate place for such an occasion as this is where Pakistan decided to test its "nuclear blackmail", thinking that India and the world will be so scared of a nuclear exchange that India will be forced by the world to capitulate. Rest is history. Pakistan once again waded into a sea of ignominy after Clinton made it to eat the humble pie.
Photo-Ops are just that. Pakistan must concentrate on getting their house in order before they rekindle talks. The 'agencies' scuppered the secy-level talks because they had to concentrate on pressuring the govt by propping up two stool pigeons.
Its time we started discussing India with all seriousness. Modi is a no non-sense PM. He wants action not platitude. If we talk peace on one hand and continue supporting separatists on the other hand. Then we will never get Peace, water or trade.
Yes, these people continue to open fire on our soldiers on the LoC and we are sending them mangoes, Pity.
I wonder if ET you will publish this like you publish asinine comments of readers from across the border.
...............government has thus far not reciprocated Nawaz’s eagerness to pursue talks, despite the optimistic signals............
It is a big lie. If you want the talks to happen you have to be sincere. Pak is sending mixed signals. Nawaz may wants to improve the relationship but the all powerful army vetoes his decisions and indulge in pushing terrorists across border amid firing. First NS has to set his house in order before talking to his neighbours. It is very unfortunate you have immature & selfish politicians like Imran and Quadri who are the puppets of the army.
