Punjab came out on top in terms of the governance track-record of the provincial government, a survey released by the Pakistan Institute of Legislative Development and Transparency (PILDAT) revealed on Tuesday.
Meanwhile, Khyber-Pakhtunkhwa (K-P)’s provincial government has not been able to register the same level of positive governance evaluation as the Punjab government. It stands second among the four provinces.
Over the past one year, the Pakistani public has seen glimpses of the federal government’s policy agenda and initiatives for improved governance in the country, the survey said.
PILDAT released the score card on quality of governance based on a nationwide survey.
The survey was commissioned by PILDAT and conducted by Gallup Pakistan to gauge public opinion on quality of governance across Pakistan upon the completion of the first year of national and provincial governments elected through the May 2013 general elections. The nationwide poll was conducted from July 16, 2014 until August 6, 2014 to obtain public opinion on core indicators on quality of governance across national and provincial governments. The respondents for the survey included 3,065 citizens from rural and urban areas from all the four provinces of Pakistan.
Nationwide public perception on performance of four chief ministers shows that the chief minister of Punjab received the highest rating with a Net Performance Rating (NPR) of 33 per cent.
The governance performance has been positively evaluated on three indicators – immunisation of children, national security and foreign policy.
The PML-N-led government has garnered strong positive assessments of its national security performance. The government’s efforts to strengthen the country’s national security has been well-received by the Pakistani public. Given Pakistan’s on-going struggle against violent militancy, this positive score reflects the public’s expectation that the government can succeed in purging rampant terrorism and violent militancy in the country.
Out of the four provinces in Pakistan, Punjab scored significantly better in terms of the governance track-record of the provincial government.
Much has been made of the Punjab government’s focus on improving the educational infrastructure and services in the province. At present, the government’s reforms and projects in Education garnered an NPR of 27 per cent, the highest of all four provinces. Unlike any other government in the country, the Punjab government is the only one to have achieved a positive NPR in health care. In total, the Punjab government generated positive governance NPRs in 14 out of the 27 indicators studied for the four provinces.

@imranali: The federal government has been there hardly a year but Punjab has been doing well under Shahbaz Sharif for years earlier. Let the haters keep hating. We all know that the growth and development in Punjab is unmatched and it is due to Shahbaz Sharif. Ask yourself where international businesses want to set up in Pakistan and where people feel safest. I have been to Lahore, Pindi, Faisalabad, Sialkot and Multan. All are prospering and progressing. It is this growth that scares the enemies of the government and which is why they are so desperate to bring Shahbaz Sharif down. I say hats off to Shahbaz Sharif. The majority appreciate your hard work and dedication for the country!
This survey is cruel joke with people of Pakistan. It is also reflective of biased and poor standing of the organisation.
Do they have their main office in Lahore? If so results could not have been different. Only strong persons like the Modal Town Massacre Tribunal Judge who and his received life threats brought out the truth. The tragedy is that murderer has not admitted so far.
Come on. Shabaz sharif has full support of Federal Govt. All trade of federal Govt. is being managed by CM and why he wouldn't bring big projects with free money and freedom he got. But the real issues doesnt need too much money. Like Police, health, justice and education is in terrible situation in Punjab. This is the reason people go to private hospital, private school and people don't give money to Lawyer, instead they buy so called justice.

THis is unreal, it been 6 years of Shehbaz CM ship, he has not come close to his predecessors in any area of management. I dont get it how can he be a good administrator when he is holding 8 ministeries to himself. Plus real picture is way different. there is CHAOS in departments. Sifarshies are roaming the top positions, and my family is a personal victom of this. This survey is a hoax.
Surveys are a tricky business. a lot depends on how you frame the question. If you go back to the DAWN survey (few weeks back), Shehbaz was the most famous Chief Minister while KPK CM stood at 3rd position. However, when questions specific to the governance indicators (without any reference to personalities) were asked, Punjab's performance relative to KPK was worst with respect to several key indicators. Similar was the case with overall satisfaction.
If you keep this mind, you'll find little difference across different surveys. In questions referring to personalties, you'll often find CM punjab doing better. Minus any reference to personalities, the result will be very different. This may show personality based politics which has plagued our country. It might as well suggest that the mode of governance adopted by Punjab makes its CM more visible than elsewhere.
Please define "good governance" to the 70% illiterate people of Pakistan first?
Its unfortunate how these surveys are used to misinform the public. Surveys are based on perceptions and not on actual field data of service performance. Data on actual field performance is available in HMIS, MIS and several other data collection systems that have data for several years. Why can't someone start reporting performance based on this data?
No surprise! The survey comes from the same organization that concluded PML-N would win.

It's funny how Gallup Pakistan, a fake organization that has nothing to do with Gallup Inc. is carrying out these surveys that all seem to be in favour of NS. Who are these people running Gallup Pakistan and what do they want?
@zahid: Yes, they do. The survey is made to represent the whole of Pakistan. A properly chosen sample in such surveys would give results with 2-3% plus or minus error. A survey simply in Lahore will not be adequate to reach conclusions for the whole of Punjab.

Does PILDAT check all governance indicators in Lahore only? Have they ever seen police stations, revenue departments, hospitals, transport, drinking water, sanitation, nutrition etc. in South Punjab?
