Below is the text of the letters written by Deputy Commissioner Mujahid Sherdil to Imran and Qadri:
“This is with reference to the open source information regarding rally of PTI (and PAT, in the separate letter) at ICT scheduled for 14th August, 2014. It is intimated that due to precarious security environment, under section 144 CRPC imposed in Islamabad Capital Territory, all public gatherings and rallies are banned. Therefore any public event requires prior coordination and permission for necessary security arrangements and relaxation of section 144 Cr. P.C from the District Magistrate of ICT. So far ICT administration have neither received any request from PTI (and PAT) to hold any public event in ICT nor has such a permission being given under the law."
The deputy commissioner urged PTI and PAT to provide input since it is essential for the ICT administration to ensure effective arrangements for the safety of residents of the ICT and the participants of the rally. "Furthermore considering the expected inflow of participants of the rally into ICT, it is imperative for the ICT administration to ensure timely arrangements for traffic and security of public and private property, peace and tranquilly of the masses at large as well as participants of any event," said the letter.
"Without prejudice to the ICT’s decision regarding relaxation of Section 144 Cr. P.C presently invoked in ICT by the District Magistrate, you are requested to direct your party to interact with the ICT administration so that the very serious and fragile security situation (particularly with reference to ongoing Zarb-e-Azb operation) should be thoroughly thrashed out. Needless to say that ensuring and safeguarding public life and property is obligatory not only on the administration but also all responsible political parties and law abiding citizens of Pakistan.”
The decision to impose Section 144 came as the capital braces for protest marches led by Imran Khan and Qadri who have vowed to topple the government of Prime Minister Nawaz Sharif.
The two plan to march on August 14 accompanied by tens of thousands of supporters. Both protest rallies will be held on Thursday when the country celebrates its independence day.

Nawaz Sharif's monarchy at its best and this definitely proves that PML-N is afraid of its uncertain government's conditions this is why PML-N is converting a peaceful march into violent march......
@ notIKfanboy Sour grapes!
I think imran has permanently damaged whatever little brain he had since he had fallen from the Lift at one of the jalsas. We face tough choices a mughal style punjabi democracy or an intellectually challenged megalomaniac who gauges his popularity based on 'like' on facebook (unfortunately FB has no 'unlike' button, other was IKs real 'likes' will be a negative number) by juvenile followers.
Enough is enough. Tis time please throw these looters in the Arabian Sea to safeguard Pakistan and to make these criminals as an example for others.
@popsaeed:
You must just wake up. Imran Khan has already taken the resignation from his MNA's & MPA's and will hand in the resignation at appropriate time during the protest I guess.
It is one of stupid argument of PML-N supporters that IK should have asked written Permission, because in Islamabad it is act 144 is employed, and by that law, no-one can do JALSA JALOOS, or DHARNA, but still JAMAT-E-ISLAMI did rally yesterday and PML-N Minister PERVEZ RASHEED also joint that rally, why is there double standard of our Govt.
Is worrying about public safety a part of their job description? I am surprised.
Praise be to allah..themost benefecient and merciful.Alla who Akbar.Ameen
@Sara: Our media is provided with $s,, to create situation of unrest in country... So why should they show true picture...that there is no legal formal request submitted by PTI.
The stubborn attitude of IK will take country to a disastrous. He should mend his attitude and accept PM's invitation to dialogue.
@Malveros: kicked out on what grounds? Please check the constitution and law, which pmln supporters are so in love with these days, and come back and tell us which law or para in constitution says you can kick someone out of the country?
Thanks in advance....:)
@Blithe: I'm not disputing that PTI need permission, I'm asking if JI asked for permission or not? I guess you don't know. Because the answer to that will tell us if rules are for all or being used selectively. Also, PTI have always asked for and got permissions for all their rallies so far, don't see why they wouldn't for this one.
Apparently the Sharifs forgot to read the law, if they can actually read to begin with. No one can stop a Pakistani from going anywhere in the country. If the Sharifs try to stop the march, the blood will be on their hands and they will face even more murder cases, along with the ones they will face for the model-town murders. PML-N is headed straight for the prison cells.
Nawaz Sharif is so desperate for power, he will do anything and everything to hold onto power because he knows he rigged the elections and when re-elections are held under a new ECP, then the Sharifs will be even worse than the PML-Q in next elections. Another problem for him is that the Saudis have refused to allow him shelter again, despite him going begging to them a few weeks ago for the exile status, they told him to get lost after he violated the last exile agreement they got for him. So now, Sharif is stuck, its either the PM house or Jail. And he knows he cannot handle jail, just go to dailymotion or youtube and search for his name and the word jail and you will know why !
Of course, the government would not give permission, would they? especially when they know that we are coming to get them by their throats and don't intend leaving any of the thugs around to squeeze life blood from our already under nourished and hungry bodies. Who needs permission here, this is our country and we would go where we like and when we like. Read the Constitution, I mean get someone read it for you, it guarantees 'Freedom of movement' to all of us and the same Constitution forbids any thugs and looters and thieves anywhere in the vicinity of any Government offices; it is directly referring to the thugs like the lot this Nawazia are.
It is high time for Imran Khan to be kicked out of the country. He has proved himself a big flop and merely a miscreant.
I hope along with the Sharif brothers, suo-moto Chaudry is also taken to task for the crimes he committed. He was one of the biggest slaves of Nawaz Sharif, in the PPP government he basically issued orders as wished by Nawaz Sharif, and conveniently did not ever take up the Shahbaz Sharif disqualification course or the 71 corruption cases pending against both the Sharifs. He was one of the biggest frauds in history. I hope PTI take notice of Chaudry and make him accountable along with the Sharif brotharan. Do not allow any of them to run, and put them all on ECL.
When the PML-N rigged the elections, they stole the mandate of the people of Pakistan. And the Pakistan of today is way different than the Pakistan of 90s, which is why the Sharifs could not get away with their rigging. Their end has been written, and its now a matter of choice, whether they run away like last time or spend the rest of their days in prison.
Time for the Sharif brotharan to run. The Army is knocking on the door and this time the Sharif family may not be able to weasel their way out of Pakistan like last time. So long PML-N.
The Sharifs are so desperate they will try anything. It doesent matter what section they impose, how many containers they put, how many Gullu Butts they buy to cause havoc, the PTI long march will not only reach Islamabad but will also stay there and have a front row seat as the Sharifs are dragged out of power and into prison.
Ik and Qadri sahib are both above law....They dont need to follow the land of law!
yeah i think no permission is not required. main reason is its our country Imran Khan the lion of word.
lol. Like PTI needed that permission.
@salman: Unlike what you and IK want us to believe , there are certain rules to the game!
You have to outline where you are going to do the sit-in. You have to tell the administration .
You or IK are not above the law!
it is time nawaz sharif should resign and hold fair election.
@Layman: So naive , it's laughable.
Your "dear leader" and TuQ are miscreants who don't believe in judiciary or anything .
Puting a nascent democracy under so big pressure is not going to help this poor nation in any possible way. He is risking the entire system collapse, a govt begotten after voting of public of Pakistan in the middle of threats by the then Taliban. I would had supported him now if he first had tried talks with the govt. Why go directly to streets if he could resolve it over table. He is doing this for his own political gain, not for the good of the nation.
Government playing games again.
You PTI followers, administration needs to know how many people or whereabouts so things like security, toilets etc can be arranged. Are you guys totally blind to the fact that you there are people who live in area.
BTW wish as you wish neither N or his government is going any where before 2018.
If PML-N Government go then kingdom of KPK where royal Khatak family regime rule will also go
Islamabad is Pakistan's capital, which is our country. No permission is required.
Please hire me ET for selecting an adequate article title. From nowhere, do I see that NO PERMISSION has been granted. Its the legal process for holding a rally that one should inform the local governing bodies for arrangements. And it has been asked from PTI numerous times to inform the local bodies, but PTI is self-proclaimed badshah of everything and is trying its best to avoid the due legal procedure.
Just wondering, did JI have permission for their rally yesterday (which I fully support). Or are the rules for only those whose rallies speak against kingdom of noon?
PML N digging its own grave
Badshah Salamat time to go
This was expected in the Sharif Kingdom.
No permission is required even!
Imran khan salute you and your bravery, History of Pakistan will remember you and your actions as this would be the turning point in the electoral system of Pakistan..Inshallah this all will lead us to a revolutionary change in electoral system which will eventually benefit Pakistan for centuries, this movement will go down in the history books as game change for this nation..
