He poses with guns slung over his shoulder, chin in the air, against the most impossibly beautiful backdrops in Chitral, Abbottabad and Banjosa Lake. He is a chubby-faced pleasant looking man. His friends post warm comments:
“Mash’Allah, der kha,” said one. Very good, in Pashto.
“Very very great,” said another.
They were congratulating him on killing what appeared to be 36 birds. In the pictures, he poses with them neatly laid in rows on a teal Mazda pickup, his double-barreled shotgun pointing a finger to the sky.
This is Akhunzada Hasham Hazrat, a government official from Dir, who has been booked for hunting 28 rare pheasants and partridges in Kohistan. His crime was discovered after he uploaded pictures on to Facebook. His favourite website appears to be a Turkish one, mahmutogluav.com, dedicated to hunting wildlife and the best possible equipment to do it with. His Facebook account is flooded with trophy photographs from what appear to be many hunting trips.
The photographs were discovered by Pakistan Tehreek-e-Insaf’s central vice president Malik Amin Aslam who went straight to the Khyber-Pakhtunkhwa wildlife department. Aslam, who is also a former state minister for environment, informed K-P Chief Conservator Syed Mubarik Ali Shah on July 21 and forwarded him the pictures. The office then apprehended the hunter and fined him Rs50,500 for killing 25 Koklass and three Monals.
“There is a group of six of them,” said Dr Mohsin Farooque, the officer tasked with investigating this case by Chief Conservator Syed Mubarik Ali Shah. “This kind of hunting isn’t done on your own.” Hasham apparently told them he had hunted the bird elsewhere but according to Farooque no matter where he did it, it would still constitute an offence. “However comments posted on Facebook prove it took place in Kohistan,” added Farooque while speaking to The Express Tribune.
An official of the wildlife department told The Express Tribune that pheasant hunting is completely banned across the mountain ranges of Khyber-Pakhtunkhwa but even then people hunt due to lack of enforcement. “Monals are found at an altitude of 8,000 feet or above with the Koklass pheasant and hunting them is prohibited,” he said, adding that the Monal was highly valued for its beautiful feathers. “Normally you are fined just Rs10,000 to Rs15,000 when caught and people willingly pay it,” he said.
Shah fined Hasham and produced him in the court of the Timergara assistant commissioner. The case was compounded by the wildlife district officer for Timergara and Hasham paid the fine and removed the pictures.
Keeping endangered species alive
The office of the K-P chief conservator says eight pheasantries are working on the captive breeding of pheasants over a total of 5.16 hectares, according to experts from the Abdul Wali Khan University Mardan, Hazara University and Department of Wildlife in Buner, who were published in the International Journal of Biosciences in 2012. These are Dhodial Pheasantry, Bannu Pheasantry, Patanay Mini Pheasantry, Fizagat Pheasantry, Kotal Pheasantry Enclosure, Zafar Park Pheasantry, Safari Park Pheasantry and Kund Park Pheasantry.

I m also hunter but they r butcher pl take strict action fine is not enough.........save the wild animal
Commendable job! Glad that at least the cases that are flagged are being dealt with. Salutes to Malik Amin Aslam sahab!
Well dome KPK Wildlife Department. We are proud of your oficials. I would agree with many others to incresae the fine on illegal hunting. Thta is one way to stop this brutal killing if our precious resource.
I can pay 50 thousand Rs. and kill that many birds and get away with that. That is why rich and powerful would not stop.
I am also a hunter but not of that kind I strictly follow the rules time to time implemented by the wild life controlling authorities. These people are not hunters rather they are "poachers"senselessly killing everything. I am glad to know that in Pakistan at least someone is still there to control and check these kind of "MOTHER PIDUR AZAD" HUNTERS.
When our middle eastern friends come over, can we do the same, instead of going all out to make the trip pleasurable.
Good job by the K-P government, few in media are projecting anything good there....change is always slow...
Hey!! Rs50,500 for killing 25 Koklass and three Monals?? Are they kidding me. you know how much these beautiful birds cost, and what about their lives? This is not justice. Just a lame post on internet and TV to promote PTI nothing else. This man should be fined in millions. So sad!
A fine of 50,000 Rs. just a slap on the wrist for this "bird thief". He will go right back to what he has been doing. His guns and the vehicle he used should be confiscated as well. The fine should be calculated on per bird basis. So, if he killed 36 birds, the fine should be 36 x 10,000= 360,000.00
Excellent Work. Very Well Done !!!
@PakPower: Please stop your childish innuendos and work for society as a whole. It is commendable that this fellow was caught for killing so many endangered animals. Whether this was done by PML N or PTI is immaterial. It was done by concerned citizens and burocrats who followed through on a complaint. Don't politicize everything for personal gain. You know full well that Punjab is the most developed, stable and progressive province in Pakistan because its Chief Minister works to improve conditions in the province. Let's celebrate the good work being done by everyone of all parties to make a better society.
Giving it a colour of Great Administrative and Political Achievement of KPK Govt & PTI lacks merit. What Mr Malik Amin Aslam as a conscious citizen of Pakistan has achieved in highlighting the issue is indeed commendable and needs to be properly projected so other like minded people get true awareness of numerous such Rules and Regulations that are being commonly flouted with sheer brazenness. Let me Enlighten you with some wildlife laws to begin with : Firstly, the Shooting of Koklass , Monal or other pheasants is Strictly prohibited in Pakistan . Secondly there are Areas & Seasons in which The Government Notifies Hunting Allowed of certain Species and the bag limits are Affixed prior to Opening of the Hunting season . Thirdly The Gazetted Holidays are the days Prescribed besides the Hunting Hours and The Limit of the Hunting Party , the Valid Hunting Licences of the hunters and dogs ( if used ) and the Manner in which Hunting is Prescribed. Sadly none of the above were adhered to besides the Person concerned was a Government Official. I feel,,the person has gotten " Scott Free " after such a heinous Crime he has committed. He Should have been made an example by the Government of KPK and disciplinary action must have been initiated against him by the Government so that a loud and clear message would have sounded to the High & mighty who get away even with Murder ! I would seriously advocate Dismissal from Service after proper course of " Insaf " has been adopted. If you look at the price of a pair of Ko Klass pheasants in the International Market it ranges from US$ 600 to US$ 800 . This person went and shot out the most beautiful Wild Breeding Species of Our northern Area and KPK just to get some pictures posted on the face book and show off his machoism and give vent to his un satiable appetite of Egoistic perverseness.
The law should be amended and the punishment should be a lot more than just Rs. 50k, specially when he is a govt official.
Commendable effort. I would strongly suggest that fines should be increased attest up to six figures to deter more people.
Most important this instances like this are showing that at some minuscule level, implementation of rule of law is starting to happen. Baby steps towards a just society. Good idea on nabbing official who this govt number plate car was issued to
@Khan: He is the oficcial in the picture.
Well done - wish all security agencies were this vigilant
Malik Amin Aslam. You have made PTI proud. Good job.
Using official vehicle for his illegal acts. He should be punished more severely. He will be more than happy to pay Rs 50,000 and do it again. Chief conservator should also resign for not doing his job properly.
You can disagree with the PTI politics. But this is a commendable act and should be highly appreciated. Moreover the fine for this offence is paltry. The fines should be increased to a level which would prohibit such acts.
The great Imran Khan was once caught by the Punjab Wild Life department for illegal hunting, so lets not pitch provinces against each other. Inter departmental action should be taken against this official and he should be posted out to a place where there are no hunting opportunities.
What is wrong in killing birds, bush meat. Is my best meat.
@Chachoo: Relax...the comparison is with your PMLN in Punjab... not an ethnic one. take it easy yar.
Officials have failed to notice that a Government registered vehicle is being used for hunting. Any action against the official who was allocated this vehicle??
Amin Aslam is a gem of a person and is truly concerned about environmental issues unlike others who merely give such things lip service. However it seems hunting these birds is an activity that would be difficult to control as i doubt much enforcement of a hunting ban can be done in mountainous areas.
@Pakpower I am tired of the PTI folks who are at all out war with Punjab. Stop dragging Punjab in every discussion. Punjab is more progressive than KP in every terms and we dont need any comparison with KP.
Another win for Pakistan Tehreek-e-Insaf. And shame on the hunter for killing such a beautiful bird.
Commendable activity shown by PTI. If this had happened in Punjab, or in any other province for that matter, this stream of 'trophy photos' would have continued unabated.
