Police claimed that Mehmood Alam was harassing passers-by and extorting them for money, further alleging that he was drunk at the time.
When officials tried to arrest him, he resisted and objected to police detention and questioning. As six officials tried to grab him, Alam screamed “Pakistan Zindabad” and “Narendra Modi murdabad.”
An official said that local officials had initially booked Alam for "breach of peace," but later stricter action was ordered against Alam and sedition was added to the list of charges against him.
Police constables handling the case have been asked to be careful and abide by the law.

What a terribly misleading headline. Looks like police was anyway trying to arrest him for being drunk, disrupting peace and extorting money. That was the reason for arrest. The fact that he chose to raise pro-Pakistan slogans was inconsequential but is being made to appear to be the primary cause of arrest.
