Ministry warns of law and order collapse

Report says there were 6,238 abductions in three provinces between 2008 and 2010.

ISLAMABAD: Criminals abducted more than 6,000 Pakistanis over the past two and a half years, the interior ministry told the Senate on Tuesday in an alarming disclosure that “indicates a ‘collapse’ of law and order” and failure of those responsible for curbing the menace.

Based on the number of cases reported to the police during 2008-10, the report said that a total of 6,238 incidents of kidnapping took place in three provinces, Islamabad capital territory and Gilgit-Baltistan.

However, the Punjab police were unable to send the data of the people abducted there, Interior Minister Rehman Malik said. Punjab is expected to share its data today (Wednesday).

Some 2,522 cases were prosecuted by the respective police while approximately 3,624 cases were disposed of accordingly, Malik said.

Senator Prof M Ibrahim Khan of Jamaat-e-Islami had sought the details of the abduction cases registered with various police stations in the country during the last three years.

Interestingly, the government did not file a single appeal in any criminal court regarding the abductees and never asked the interior ministry to take concrete action to tackle the issue of abductions. The reply further indicated the poor performance of the Federal Investigation Agency (FIA) which had failed to take action against the criminals.

While providing province-wise details of the abduction cases, the written reply continued to state that Sindh was on top of the list with 5,856 abductees reported.“About 1,536 cases of abducted persons were prosecuted and some 2,815 cases were disposed off in which the punishments of three persons were reversed.”

As many as 1,039 persons were abducted in Khyber-Pakhtunkhwa where the Frontier Corps dealt with some 1,378 cases which were both prosecuted as well as disposed off.

The punishment of four persons was reversed in K-P as well, the written reply said. Although the government filed around 21 appeals, no results could be produced through them, it added.

Some 391 cases concerning people allegedly abducted by unidentified persons were registered in Balochistan in 2008-10. Some 197 cases were prosecuted while 54 were disposed off, and no appeals were made by the government, the reply stated.

Some 37 cases were registered in Gilgit-Baltistan where 24 cases were prosecuted and four were disposed off.

As many as 155 persons were abducted from Islamabad. Seventy-three cases were prosecuted and some 62 cases were disposed of and no appeal was made by the federation.

It also informed the Senate that 3,012 cases were registered in different police stations of ICT during 2002-10. Some 1,286 cases of burglary were registered, 164 for robbery and around 1,562 for general theft.
