The government has appointed Nargis Sethi as water and power secretary on the instructions of Prime Minister Nawaz Sharif.
According to sources, the PM has conveyed to all officials at the ministry, including Water and Power Minister Khwaja Asif and Minister for State Abid Sher Ali, to consult with Sethi before formalising any decisions or issuing any statements particularly with regards to load-shedding and other key issues.
The recommendation for Sethi’s appointment reportedly came from Punjab Chief Minister Shahbaz Sharif, with whom Sethi worked on the Lahore Metro Bus project.
Sethi, who was officiating as economic affairs division secretary, has previously served as chief executive officer (CEO) Pakistan Power Park Management Company Limited.
“The prime minister is personally impressed by her performance at PPPMCL where she completed the master plan of Gadani power plants in a record five weeks,” said officials at the PM’s office. “As secretary economic affairs, Sethi was highly praised by the premier and Punjab CM on the Orange Line metro train project in Punjab and other ongoing and anticipated Pak-China joint projects.”
Sources at PM House added that Saifullah Chattha, who Sethi will replace, has been appointed additional secretary in-charge at human resource and development ministry.

Why is not questionable that Punjab CM is interfering in appointments in water and power and the minister in charge is not the decision maker. Seems the CM is more interested in federal affairs than provincial ones.
