Why now? How many years have the USA complained about Pakistan fertilizer being used as the primary mechanism to develop IED's. USA even offered to pay to have the fertilizer chemically altered to make it less suitable as an explosive --- Pakistan didn't lift a finger. . I suspect Pakistan is concerned that with American's no longer in combat roll and getting ready to depart the region that their money, technology and offers to help combat IED's will disappear with them. That's unfortunate for Pakistan as most of those IED's that were targeting American's are not going to be targeting Pakistani's.
