The decision was revoked after the city police asked the Home Ministry to keep the ban intact as most target killings are committed on motorcycles.
Sources said the formal notification for lifting the ban on pillion riding was not issued at all.
Earlier, Sindh Home Minister Zulfiqar Mirza had said that the ban would be lifted due to the inconvenience it caused to the commuters.
Meanwhile, police have arrested 61 suspects in connection with the killings, from various parts of the city.
