The deceased girl – N* – was decapitated when a kite string, laced with sharp powdered glass, wound around her neck and sliced through the toddler.
The incident killed the girl and also injured the girl's father, brother and a cousin who were all riding a motorbike.
The deceased and the injured were taken to the Punjab Social Security Hospital, where the brother – who was severely injured – was taken inside an operation theatre.
The chief minister has ordered an inquiry into the matter.
The Punjab Prohibition of Kite Flying (Amendment) Bill, 2009 forbids committing or abetting the act of kite flying and/or manufacture and sale of kites. The law was enacted due to frequent instances of injuries, and in some cases death, connected to kite flying.
According to the law barring kite-flying, the SHO of the area is held responsible if such incidents take place. However, as Express News reported, no action has been taken against the SHO of the area where this incident occurred as yet.
The kite thread called manja is a coarse string which is glued, coloured and coated with powdered glass.

The Punjab Prohibition of Kite Flying (Amendment) Bill, 2009 forbids committing or abetting the act of kite flying and/or manufacture and sale of kites. , Kite flying isn't dangerous so long as you use regular string like the rest of the World - it's the combat colored glass reinforced string that is dangerous.
It is not merely a toddler murder also a social, judicial, humanitarian murder I guess ,How much we apathetic, we take almost everything as an incident, after it we wait for another ,we blame SHOs judiciary government but as a responsible and civilized nation we have to pay attention on all issues how and where our parents and guardians are getting money how they are earning from our responsibility toward other slightly bigger infect we are all equal responsible, look how we can allow our sibling to fly kite with this kind of fatal thread if it is forbidden by law , how someone can make that kind of stuff which can be reason of others death ,and we are not giving appropriate and sufficient punishment even we can’t catch the suspects this is all about injustice
@Sodomite: Every week hundreds of cases are registered in Punjab against kite flyers but all are freed by mighty courts. Scores of SHOs have been suspended but has any judge been taken to the task. Police is bracing terrorist attacks, fighting dengue, arresting drug paddlers, managing patrolling, doing as security guards with VVIPs, doing Muharram duties, opens, blocked roads due to children falling in open Main Holes, and countless other jobs. CM Punjab need to realise these things before suspending Police officers.
Have you ever heard that those who use, manufacture or sale these kinds of deadly kite cords have been ever caught and brought to justice? Never. The utterly incompetent, lazy and good for nothing administration has found one simplest, quickest and easiest way to solve all of these kinds of problems. You can't catch those who manufacture and sale these kind of dangerous kite cords, prohibit people from flying kites. That way you kill two birds with one stone, on one hand you kill the business and make thousands of people unemployed and on the other hand you force the people to find some more stupid hobby to kill their time.
