The National Database and Registration Authority (Nadra) has unearthed massive rigging in the National Assembly constituency, NA-265 (Karachi), in the May 11 elections.
According to a report submitted by the authority before an election tribunal on Monday, over 57,000 votes could not be verified in the constituency where 5,893 duplicate and 1,950 fake votes were cast.
Muttahida Qaumi Movement’s Iqbal Muhammad Ali had won the seat, defeating Pakistan Tehreek-e-Insaf’s Muhammad Zubair Khan, who later challenged the result of 67 polling stations before the election tribunal.
Subsequently, the tribunal head, Zafar Ahmed Khan Sherwani, ordered Nadra on August 20 to verify the thumb impressions of the voters.
Complying with the tribunal’s direction, Nadra examined and compared the election material, including the statement of count and used counterfoils and photo electoral rolls at the polling stations to determine authenticity of the votes cast.
In its report, NADRA said the authority had received election material of 84,748 votes that were cast in the polling stations. During the examination and comparison process, 314 used counterfoils were found without fingerprints at polling station No 178 (66 votes) and polling station No 180 (21 votes).
A total of 6,815 votes were found authentic in the comparison process conducted with the help of the Automated Fingerprint Integrated System (AFIS), the report said.
This means the fingerprints affixed on the counterfoil at the time of issuance of ballot papers correctly matched with fingerprint data of voters held with NADRA in the citizens database against the same Computerised National Identity Card (CNIC) number.
“It was observed that one individual voted against multiple registered voters. For example one Waseem Anwar Hussain, a resident of Shah Faisal Colony, polled 35 votes at polling station No 54 against the registered voters,” according to the report.
The report said a large number of the fingerprints on the used counterfoils could not be processed with the AFIS. Therefore, as many as 57,642 bad quality fingerprints on the used counterfoils could not be verified during the verification process.
However, the CNIC numbers mentioned in such counterfoils were valid, and belonged to the same constituency, it added.
According to NADRA, invalid CNICs were mentioned on 11,343 used counterfoils, while 791 votes were found to be out of the constituency.
The report said duplicate voters’ fingerprints were found on 5,893 used counterfoils, while 314 used counterfoils lacked mandatory fingerprints of the voters. As many as 1,950 used counterfoils and the electoral rolls failed the fingerprints authentication process.
This is the second consecutive case, wherein massive irregularities and violations of the election laws have been detected by NADRA. Earlier the authority had found that many bogus votes were cast during the May 11 elections in NA-258 (Karachi).
Setback to PML-N
Over in Faisalabad, the ruling Pakistan Muslim League-Nawaz suffered a huge setback in the recent by-elections for PP-72 at the hands of PTI.
The constituency was considered a stronghold of the PML-N as its candidates have won this seat in four consecutive elections in 1997, 2002, 2008 and 2013.
In the May 11 elections, PML-N’s Khawaja Muhammad Islam won the seat. However, he was disqualified for submitting a fake degree and the Election Commission of Pakistan announced by-polls in the constituency.
In by-elections held on October 7, PML-N fielded Khwaja Muhammad’s brother Khawaja Liaqat against PTI’s Sheikh Khurram Shehzad. According to unofficial results, the PTI candidate bagged 23,972 votes against 18,256 of his rival.

For those who are referring to the 57,000 that could not be verified due to poor ink quality. Out of the 84,000 votes, 57,000 could not be verified, fine. But out the 27,000 that were verifiable, only 6,800 were genuine, the remaining 20,000+ were all fake, in other words, 75% votes were fake, what makes you think that the situation will be dramatically different in the 57,000 votes that were not in verifiable state? The ‘thappa mafia’ tag on MQM is proved. Reality is reality, denying it wont change it.
Guys with due respect please read carefully the whole article before giving thoughts against MQM...57000 votes couldn't verified due to bad ink but all CNIC was correct. Only 1950 votes were fake and 5893 votes were duplicate.....So who is responsible for bad ink? MQM??? WHY??? Before giving your thoughts please think before say...thank you.

@SHB: the remedy for all future elections is to stop using centuries old practices of voting on paper and switch to Electronic Voting Machines. With significantly cheaper technology available including biometric readers, we can deploy EVMs anywhere in Pakistan and outside. One of the blessings Pakistan has is the NADRA database with over 90 million records and fingerprints. Imagine if there was no need for you to leave you current city and vote for the candidate in your home constituency. Imagine if the entire polling process took 2 minutes instead of hours. Imagine if we were able to cut down on all the paper based and extra resources cost of issuing polling slips, then counting polling slips. With no persons involved, no more rigging! We have the technology and the know-how, do we have the "will" to implement this EVM?

However, since the self-created philosophers of PTI go only for the heading, they actually have not read the whole paragraph and have started taunting at MQM without any reason. You want re-election in NA-256. Why not? Let the re-election be also in the presence of Army, so that next time we could see you babies crying over how Army had supported MQM too.

PTI is still tasting sour grapes. Inelligible finger prints are not an issue as fingerprints were not taken correctly or with the proper ink. ID cards were genuine. If you expect anyone to believe that 57000 people with someone elses ID cards came to vote, you must be out of your mind.
However, the main question and worrying thing is this practice of Nadra should stop as it gives the army a back door to control elections. Who is verifying nadra???

@SHB: The election process in theory is already fool proof. But at locations where one party is too strong and law enforcement is either compromised or frightened (as was the case in Karachi), this kind of phenomena is bound to happen. The only solution is improvement of law and order.
Why don't Punjab Judiciary allows to verify the votes of constituencies where complainants lodged complains, so we should see N league credibility.

@SHB: Looks like now there is a system that can verify the rigging. The people involved can be and should be brought to justice and get strict punishment so no one should dare to think of such an act. If there is no such law to punish then there should be one.

On a side note let NADRA also check some places from lahore. Why are they focusing on Karachi only.

What could be the remedy for future elections? Should we make photograph of the person mandatory in addition to ID card? They can ask to bring one of the utility bill if they get suspicious of the person ? Any other suggestion by any body who is familiar with the process. Can the person be arrested if he is trying to beat the system?
