The federal government on Thursday decided to initiate privatisation of Pakistan International Airlines (PIA) by putting up 26% of the national flag carrier’s shares for sale.
Chairing a high-level meeting on PIA affairs at the Prime Minister’s Office, Prime Minister Nawaz Sharif directed the Ministry of Privatisation and the Civil Aviation Division to begin the process of privatising PIA ‘with immediate effect’.
He consented to selling 26% of the airline’s shares in the initial stage of privatisation and directed concerned officials to ensure the procedure was carried out in an ‘open and transparent manner’. The premier also directed the PIA management to scale back the airline’s losses in the short term in order to make it a viable entity for privatisation.
“The government is fully committed to the reform and restructure of all ailing state enterprises, including PIA,” an official statement from the PM’s Office cited the prime minister as saying.
Earlier in the meeting, while reviewing the PIA’s performance, Premier Nawaz expressed deep concern over mismanagement in the airline’s affairs and was saddened to observe that it had not come up to the public’s expectations. He was briefed on the issues confronting the national flag carrier, which include declining service standards, lack of reliability and punctuality, pilferage and theft, lack of quality manpower, training and job rotation, an ageing fleet, overstaffing and high loans resulting in high finance cost.
Finance Minister Ishaq Dar, Planning and Development Minister Ahsan Iqbal, Information Minister Pervez Rashid and Petroleum Minister Shahid Khaqan Abbasi were among the senior officials who attended the meeting.
According to sources privy to the development, the planning and development minister had done much of the engineering to convince Prime Minister Nawaz to privatise PIA.
“Upon his return from China, Ahsan Iqbal monitored PIA’s performance closely and witnessed the chaos and mismanagement that is generating a massive number of complaints from passengers,” a source told The Express Tribune. He added that the minister warned PIA of dire consequences if it failed to improve its services.
According to officials of the PM office, state-run entities, such as PIA, Pakistan Steel Mills and Pakistan Railways, have placed a massive burden on the country’s economy. These unprofitable corporations are inflicting losses of up to Rs500 billion per annum on the national exchequer.
According to PIA’s own report, the airline has suffered losses worth Rs119.84 billion over the last ten years, which is not acceptable for a commercial entity and shows the extent of its bad performance. Flight delays and cancellation has become the norm in PIA – as many as 35% of the national flag carrier’s flights end up delayed or cancelled, prompting passengers to board other airlines. In addition to that, only 24 of PIA’s 34 aircraft are currently serviceable, while the employee-to-aircraft ratio stands at 552 personnel per aircraft, compared to the global average of 120.
Reactions
While former PIA bosses were quick to hail the government’s decision to privatise PIA, the airline’s union condemned the move and threatened to derail the process.
“It’s a good decision. Something needs to be done about PIA,” said Tariq Kirmani, former chairman and CEO of the national flag carrier. “Now, the government should ensure the privatisation process is transparent and the highest bidder gets the airline.”
Zafar A Khan, another former PIA Chairman, said due credit must be given to Prime Minister Nawaz Sharif for taking time to find the solution to the airline’s affairs despite being confronted by other pressing issues.
“We all know about [PIA’s] problems. There needs to be strong political will … if he fails then he must remember people won’t forget. It was the decaying economy that led to last government’s downfall.”
Talking about hurdles ahead of the government’s plans, Kirmani said the toughest challenge for PIA bosses had always been confronting employees’ unions. He minced no words while suggesting massive layoffs were necessary to scale back losses.
“Staff strength must be slashed to 10,000 personnel… It needs to be done to make the airline efficient,” said Kirmani. He insisted that PIA should only focus on core business and outsource operations like running the flight kitchen and handling cargo and luggage.
Zafar, too, said PIA must not be treated as an employment agency.”It won’t be easy fixing the airline. It can even turn bloody. But someone has to do it.”
The PIA union, meanwhile, threatened to derail the privatisation process owing to fears that the move would inevitably lead to the sacking of thousands of employees.
“We won’t let this happen. Right now my entire focus is towards approaching the Supreme Court,” said Hidayatullah Khan, the President of PIA’s Collective Bargaining Agent (CBA). “We will strike this deal down just like it happened in the case of Pakistan Steel Mills.”
Hidayatullah said the government should have considered an employee buyout instead. “PIA employees together hold 12% of the stake in the airline already.
No one will buy PIA until the government clears the accumulated losses… if it is doing that, then surely we can turn it around even faster.”
But former PIA chairman Kirmani believed a buyout in such a large organisation was unlikely. The new investor would also have to take share in the negative equity, he said.

Govt “owning a business to be independent” and “providing opportunity for other business to grow” are and should be treated separately. “Large Unions” and corruption are problems created by Govt itself, if you cannot find your Govt competent enough to resolve the mess that they created then I guess people supporting the Govt are part of problem as well. Your equation shows your ill-trust on your elected members and yet again you make sure they get re-elected and this is the biggest dilemma Pakistan is facing. One doesn't need to be a rocket scientist/economist to understand the given situation.
Zia - You do not seem to have any idea how economics work! Saying PIA/Steel Mills can help government lose burden of debt is really stupid. Governments provide an opportunity for businesses to grow and use the Tax money to drop burden and not by running companies where you have large unions, 34 planes and 20,000 employees.
Sell every Government asset, sell roads, sell trains, sell PIA, sell Steel mill. Less Government = Good Government.
I would rather ask you to follow up on his statements during election campaign. They flip (yet again) once in power. And it is their supporters, how allow them to do that every single time. Thanks to PML-N and PPP, Pakistan is burden with loan money that economy cannot afford to pay. Selling asserts rather than making it profitable is one of PML-N task in this and previous tenure. I don’t see anything useful in privatization as it will be either owned by someone close to politicians or we will hear kickback/corruption-in-deal like cases later on. PTCL(Sold! Thank to Musharaf)/PIA/Railways/TV channels/Steel mill are few business which can help Govt become independent of foreign aid which in turn provide independence in running national affairs. Replacing above potential money making business with roads/Buses (again loaned by foreign banks) and relying only on half collected Tax money will only make financial situation worst.
Pakistan is blessed with hard working people. “Lazy bums” as you mention are mostly political party affiliated including PML-N. Once PML-N de-politicized airline and bring accountability (including corrupt CEOs from PML-N/PPP) in system, then soon we will have same “symbol of elegance and pride to nation- PIA” which it used to be in 80s. Those who are saying PIA is overstaffed should also know that since this govt take over there have been 149 promotions without any promotions boards whatsoever. This was stated in a reply to a parliamentarian query. The recruitment and foreign postings is even murkier. So basically PMLN is part of the problem and should accept responsibility for their own wrong doings. They are not going to bring any harm to their own blue eyed, its just a ploy to say that political appointments and overstaffing is destroying it, well then why don't you stop further political meddling in it. After all it is not Ittefaq foundary, it is PIA. The leakages have been protected by who else but the top leadership of our country and for them it is a business as usual to earn quick bucks. No transparency, no accountability whatsoever, because the king can do no wrong.
The biggest problem with PIA is OverStaffing and the solution is to recover the salaries of illegal appointees from those (politicians & bureaucrats) who had appointed them in the past. Former PM Yousaf Raza Gillani has spent quite a few years in jail for making illegal appointments in PIA during his tenure as Speaker National Assembly 1993-96. After taking oath as PM in 2008, Gillani remarked: "if doling out jobs in government organizations is a crime then we will continue to repeat this crime"! As a result PIA has been brought down to its knees by political-appointees a.k.a. Sifarishees.

@umar: @TK: Look at telecom sector, it is efficient and affordable because PTCL was privatized. Now Pakistani people do not have to subsidize the inefficiency of the management of PTCL by their taxes. In the process and due to the deregulation allowed by govt, competition flourished and call rates are one of the cheapest in world. Earlier getting a telephone connection used to take weeks if not months and sifarish also, now they are willing to give you in a day or two.
The buyer will be interested in management control with 51% shares. As the company has accumulated losses and a part of the same would have to be waived / written off by the government.. major problem as appears is small fleet of 24 serviceable aircraft( thereby lower revenue generation), deficiency in services and highly excessive fixed overhead costs owing to more than optimum staff strength. The buyer would like to layoff a portion of manpower which can't be done without the permission of the government. For this a voluntary retirement scheme/ one time settlement scheme with no additional burden for future has to be chalked out . The cost of such scheme has to be borne by the government. his will help to look for and materialize the privatization process. Naturally a airline company only will be interested in acquiring PIA who has to invest considerably to induct some more aircraft too. The path of privatization is quite thorny and will require another 6 months to finalize the process/ float Bid . NS has given the message to employees of PIA to be in readiness to accept whatever is coming their way.

Good decision. Now stick it and close the deal in 6-8 months. Surplus employee unions will protest and close down airports but don't back down please.
A good decision in the right direction............PIA was given umpteen chances but failed to avail them.
A person who is managing his personal sugar mills factories etc very effectively but can not manage the state assets does not deserve to be PM.
Good decision, PIA is loaded with political hiring. Management control should also be given to private investors.
For all those who think this is a great idea, look at PTCL and Karachi electric supply company. In Pakistan privatization means get state assets at dirt cheap and take none of the risk and no checks and balance.
If they want to privatize, first show some management skills and bring the company to operational profit to get the right price for it. Even someone selling a car first cleans it up before showing perspective buyers.

Giving the JV partner the authority to make Management, Investment and Operational decisions and most importantly, allowing the partner to appoint a qualified CEO is the key here.

Good decision by govt. At least some one think about the national assets but should be in a transparent way.
Being in PIA I (and so many others) have no issue with the staff layoffs (rather favor it). the reason being for most of those who favor it is our national malaise of dual citizenship and there are hundreds of them in PIA who are waiting for some Golden Hand Shake to make good their departure for a consideration. Even I feel that nowadays serving in this airline is risking your own employment prospects for future.
My concern (as a citizen of this country) is rather the devouring of the strategic assets PIA has like Roosevelt Hotel, Hotel Grande France, Abacus GDS, profitable routes et al. Likewise they didn't broach the subject of so-called socio-economic routes which no body likes to run but PIA has to serve as a collateral being a national airline. The loss making routes (not only national but international as well) which have been considered only on political pressures are not discussed. Most of those that call themselves private sector are in the pursuit of getting some crumbs in the other from core services of PIA. Lastly they are not making the procurement, servicing contracts, recruitment, promotions, foreign postings process any transparent, how come we expect their intentions are good. The Metro Bus Project is out with shady deals and non viable business, that is being nourished only on massive subsidies. There should be equal standards of reforms for all PSEs.

There are no comparisons between PIA's deal with Turkish and the strategic investment partnership that the current government is trying to forge with a foreign partner. PIA's deal with Turkish gave Turkish Airlines exclusive rights to fly on PIA's most prestigious European and North American routes beyond Istanbul. Under this ludicrous deal, TK and PK were to jointly operate between Karachi, Lahore, Islamabad and Istanbul and all Pakistani passengers booked to fly with PIA would transit through Istanbul and then travel on Turkish aircrafts to Europe and North America. For all practical purposes, PIA would have ceased to exist on these routes.
Had this deal materialized, PIA would have become a puny little regional airline flying only to the Middle East and some stations in East Asia. You are free to read the most salient parts of that deal here:

Prudent decision indeed and there are number of precedents around the world on how governments benefited from offloading airlines from their books and privatized airlines becoming competitive in the airline industry by upgrading their products on offer and being strictly operated on corporate lines. One case in point is Srilankan in which Emirates got a controlling stake and appointed a Brit as CEO to run Srilankan. Today, Srilankan is the true brand ambassador of Srilanka flying modern equipment all the way to Australia.
PIA, Alitlia, Olympic, Sabena and Iberia are just few of the examples which symbolized that a government run airline would always lag behind due to corruption, bad practices and political appointments

Those with anti privatization mindset and smelling foul play just fail to see the efficiency and affordability in the telecom sector for the Pakistanis in the sphere of communication. Also govt did not have to put in loads of money of tax payers to finance the inefficiencies of PTCL.

PIA - Pakistan International Airline used to be the 2nd Best Airline company in the world. Over the years, due to various corrupt Governments, this institution is now a failed institution. People may diasgree but YOU DONT PRIVATIZE NATIONAL ASSETS like what we did to Telecom Sector in Musharraf's era. People may say Telecom sector is the largest money making industry in Pakistan but then at the cost of giving away national security. If we would privatize PIA today, then it will be Railways, Health Sector, Transport and then ultimately give powers to others who may 'potentially' rule the country
Well I am no fan of Sharifs but one gotta give it to them that they possess sound business sense. Previous governement could not come up with any plan for PIA due to pollitical unwillingness. 26% shares plus management rights must be the deal, just look how good it turned out for PTCL which was a similar organisation.

26% doesnt sound bad at all, it mean if it goes back in profit , 76% of the profits would go to the govt. two things, Just try to keep it within the country, no investors from outside, its a very strategic company. secondly give the management authority to fire people.

Looks likes around a quarter of million staff members work with the PIA while the total number of the aircrafts is just 35. Greek economy was destroyed by exactly the same desiease where people would simply be hired on political basis not for increasing the output.
