Nisar said that he was neither strictly opposed nor much in favour of the army's intervention in Karachi, as demanded by Muttahida Qaumi Movement (MQM) on Tuesday.
"I think that if we call in the army without the agreement of the provincial government, it would be a huge insult to the provincial government and even more, to the army."
The Interior Minister said that though the government agrees with MQM that action needs to be taken, the federal government wanted to proceed in a consultative manner.
Full-scale operation neither necessary nor appropriate
"We don't need a full-scale operation in Karachi. All we need is a targeted operation against all the criminals on record," Nisar said.
"What is important, though, is that this operation is conducted under the supervision of the provincial government and with prior consensus from all political parties."
Nisar said he could not disclose all the information the security agencies had on record, but it was very clear that many of the thugs and criminals plaguing Karachi were backed by various political parties.
"The last thing we want is to have launched an operation only to see that the man arrested was backed by, say, Pakistan Muslim League-Nawaz (PML-N), and someone from PML-N came forward to get him off the hook."
The Interior Minister said he had met with Director General (DG) Rangers and Chief Minister Sindh, and had invited them to a special cabinet meeting along with the governor, the head of the civil armed forces and heads of all the top officials from the intelligence agencies to get all the relevant authorities on a single page on the structural details of this proposed operation.
Nisar said he had already submitted a proposed outline of the operation to the Chief Minister, and was willing to receive feedback from the provincial government.
"The key, though, is to generate political consensus, because as long as we don't have that, the situation will only get worse no matter how many forces you install in the city."
The minister further elaborated that it was vital to define the operation's parameters and time frame beforehand, and to give the police and armed forces a free hand in catching the criminals.
Nisar said the DG Rangers was ready to provide a mandate for proposed action, but noted that many of the arrests made in the past had been reversed using political clout.
"Let us give credit where it is due," said Nisar, adding that the "Rangers are trying very hard in tough circumstances, but i do maintain they have to work within the law."
He said the army, too, was stretched out thin in operations and activities all over the country, and the government did not want to rush the matter.
Nisar also proposed the formation of an 'outer' committee with representatives from all major parties in Karachi, alongwith other stakeholders such as businessmen, to oversee the operation to their satisfaction.

Political and religiouse parties forget the way our Aaqua PBUH conducted affairs of state. The parties are traitors when they kill innocent people, loot nation's money and transfer Pakistan money in forein banks. These money is than borrowed by our nation on intrest. They should bring back the money and disbanned the millitants from their parties.

Reading this article and comments I am sorry to say and disappoint you that Karachi is not a war zone, its not Afghanistan where all parties play war. We are a living a breathing city, financial and economic hub of Pakistan. I am no supporter of MQM, having said that a "targeted" military operation launched by central government in Karachi is going to target MQM leading to more violence just like they did in '92. Being a karachiite I know situation is worsening day by day but we should not forget what's the big picture behind this pre-planned situation. All Political parties are trying to convert Karachi from one dominant party to a competitive market. In this endeavour they have created a situation that is beneficial for their pockets at the cost of our blood. Now to end this one party domination without getting their hands dirty they imposed Taliban on us, and now they have spiralled out of control. Every area in Karachi from slums of lyari to posh areas of KDA scheme and defence, Taliban have started extortion, kidnapping, suicide bombings and targeted killings. I request all you snobs to please stop interfering with dynamics if Karachi, empower police and refine judicial system. Within a very short time of 4-6 months all this will stop without any blood-shed.
For them, this operation seems likes one to gain political points. Who cares about the provincial government when they have no writ in the City?
I really do not understand the need to bring political parties one board to launch an operation against criminals, militants, terrorists, extortionists and target killers. This just shows this so called politics of reconciliation will never let us be. Great leadership comes from making tough but honest decisions not appeasing criminals. The need of the hour is a brutal and swift military operation by the military inside Karachi. Seems like Karachiites are left to fend for themselves as these politicians do not have the will or courage to do the right thing.

Unless a full city wide operation is conducted these thugs would move from one place to another. In fact before any operation is carried out all the roads be blocked and the whole city cleansed of illegal weapons. Talking about the operation and keeping it limited means the thugs would move from one to another safe house. The de-weaponization and putting the thugs in detention would eliminate perchi, bhatta and gun culture once and for all. Coercion, blackmail, kidnapping, murders and ransom culture will end with the elimination of guns in the city. Not a half hearted limited operation but a full operation in the whole city would keep it neutral and fair for all. All the no go areas in the city and the intimidating signs, qabza and banners be eliminated with military operation. There should be no power play from any political party. The most imp step that the army can take is to open the cases pushed under the rug by NRO. While some political cases were activated thousands of most serious criminal cases have not been addressed. These cases include multiple murders, kidnapping, extortion, terrorism, treason and other serious crimes against the nation. High judiciary should stop hiding the real criminals no matter what the politics of the cases is. Most serious criminal charges should not be silenced.

We have seen many targeted operations in Karachi during the previous govts. No positive results were achieved. The criminals keep moving to safer areas during such operations. There should be a carpeted operation throughout the city, only then positive results can be achieved. How can you discuss with the political parties, when some are patronizing these criminal elements.
Dont do it...PPPP govt was there for the last 5 years...they did nothing instead of political appointments...they can only criticize others for their own wrong deeds...
if the operation goes wrong(that probably will) they will say ''Punjab did it''...leave them at their own fate...
As soon as clean up will start political parties will start saying that their (militant) workers are getting targeted. It is all a word game for the clean up operation. Everyone knows game MQM is playing to get back into power.
The PMLN Government is following a careful and mature approach in bringing back peace in Karachi.
Although it seems to be a good gesture of serious action against the mafia of all sorts but also keeping in view the current geopolitical scenario all-around, it will cost the Government ..... its my analysis......
