"India has always strived for friendship with its neighbouring countries," Singh said during his annual address marking India's independence day from the ramparts of the Red Fort in New Delhi.
"However, for relations with Pakistan to improve, it is essential that they prevent the use of their territory and territory under their control for any anti-India activity," Singh said.
The Congress prime minister was speaking from a bullet-proof enclosure at the historic Red Fort which had been turned into a virtual fortress with tens of thousands of security forces guarding against a possible militant strike.
Singh's comments came against the backdrop of the killing of five Indian soldiers in disputed Kashmir last week that New Delhi blames on the Pakistan army and which has stoked tensions between the neighbours.
The renewed tensions have cast a shadow over hopes of a resumption of stalled peace talks between the nuclear-armed rivals.
Since the killings, regular skirmishes have been taking place between the armies of the two countries along the heavily militarised Line of Control (LoC) dividing the Kashmir region.
The Independence Day address marks the end of British colonial rule in 1947 and partition of the subcontinent into India and Pakistan.
India passed a resolution in parliament Wednesday condemning Pakistan's "unprovoked attack" on its soldiers in Kashmir last week.
Pakistan has denied involvement of its soldiers in the ambush, the deadliest such incident involving Indian soldiers along the LoC since the two countries agreed to a ceasefire in 2003.
The resolution followed a similar one passed in Pakistan's parliament a day earlier.
"It is unfortunate that Pakistan chose to indulge in such unprovoked attacks at a time when efforts were being made to establish a long-lasting framework of peaceful, friendly and cooperative ties..." the Indian resolution said.
Pakistan's Prime Minister Nawaz Sharif pledged Wednesday to respond to the rising tensions in Kashmir with "restraint and responsibility".
Singh's comments came after India's mainly ceremonial president Pranab Mukherjee told Pakistan that "patience has limits" and all "necessary steps" will be taken to ensure internal security and protect Indian territory.
"Our commitment to peace is unfailing but even our patience has limits," Mukherjee said in a separate speech on the eve of India's 67th independence day.

talking about criticism, check all pakistan-india-related news on this website and on other pakistani media channel, you will hardly find any "biased" news against india even its rare someone abusing your country or your religion in comments.. and then check TOI.. how biased they are and how thousands of people aggressively commenting on such posts with unlimited abuses.. mostly in all comments ppl pushing govt to just start a war with pakistan... finish pakistan... we will overcome this country in minutes :) come on man.. we are not sleeping but its time to wake your own countrymen up! so many indians are in impression that they are in bollywood movie or something that one day they will come in truck and conquer this country :P

ONE - Muslims of India are a big part of Indian culture and they proudly call themselves Indian. TWO - Red Fort has always been the place from where the Indian Prime Ministers have always given their Republic/Independence Day speeches to the country, irrespective of whichever religion they belonged to. Also, PM Manmohan Singh is not saluting the "Muslim Culture of Red Fort"; he's saluting the Indian flag hoisted there. Ask any Muslim in today's India. They will all recognise themselves as an Indian first, then a Muslim. Except for the very few remaining fanatics like Owaisi, everyone else is living peacefully in today's India, contrary to what Pakistanis think. And even people like Owaisi who preached extremist ideology are today rotting in jail. Now compare them to the ones in Pakistan. They are a Muslim first, then a Pakistani. In fact, the Sunnis consider themselves as the only "legit" Muslims and all other Pakistanis(Shia, Ahmediyas, Hindu, Christians, Hazaras) as kafirs. Besides all that, there is a major issue of mullahs with extremist ideology spread in every nook and corner of today's Pakistan. The difference is in the thinking among the masses. Pakistanis only believe what they want to believe, even when facts are presented to them. And if some Pakistani tries to talk sense to them, he is labelled as a "liberal" (as if thats a bad thing!) set to destroy the country! Either that, or he is a CIA/RAW agent. I've not written this 'cause I hate Pakistanis - I've written it to let you know its time to wake up and see whats wrong with your country today. When someone from India or Afghanistan or US or Bangladesh comments anything, all Pakistanis instantly start finding faults in those countries, even if they took place decades ago (Godhra, Babri, for example). Pakistanis can't handle criticism. Forget all about your neighbours for just one moment and tell me really - why is Pakistan in such a bad state today? No, "India sponsoring terrorism in whole of Pakistan" is not a acceptable answer. Neither is "hidden hands" an acceptable answer.

By the way, we don't even know the name of poor citizen who lost his life as a result of Indian shelling across Pakistani side of the border! there was nothing "alleged" about his death as opposed to those five Indian soldiers' killings. Indians are themselves unsure as to who did it. They've given and retracted their statements several times! I am thinking that we as Pakistanis should have protested and condemned the killing of our citizen who had nothing to do with loc besides living nearby it!
Suddenly Pakistan accepts all the accusations and promises to keep our'peaceful' neighbours happy!
