After more than 60 years, production of locally made soft-drink Pakola may come to an end as the government reintroduces the infamous capacity tax, which is blamed for devastating Pakistani beverage makers in the early 1990s, industry officials told The Express Tribune.
“Production and distribution of all the bottles, including 300 millilitres and 1.5 litres, has stopped,” said Qamar Pervez, a marketing manager at Mehran Bottlers, which owns Pakola along with brands like Bubble Up, Apple Sidra and Double Cola.
“We are only supplying the product in cans. We can’t afford the risk because of the nature of this tax. What if we go to court, lose, and the tax is implemented? Who is going to pay the penalty then?” asked Pervez. The company markets the cans mostly in foreign markets.
Pervez didn’t say when exactly production was stopped and couldn’t confirm if it was a permanent decision. Managing Director for the company Zeeshan Habib wasn’t immediately available to comment.
The government imposed a capacity tax on the manufacturers of aerated waters in Budget 2013-14. This basically means companies will pay sales tax and federal excise duty on production potential of the machinery instead of actual output.
The tax ranges from Rs1.17 million per valve to Rs4.7 million per valve. The valve is the nozzle of the machine used to fill bottles.
Some local beverage makers have already taken stay orders from courts to stop government from enforcing the tax, industry official said.
However some claim there is an uglier side to this story. Industry members say owners of local beverage companies have thrived on tax evasion.
“They pay sales tax on one truck instead of the three which leave the factory gates. Then they complain they aren’t doing well,” said a businessman affiliated with Lahore Chamber of Commerce and Industry.
Small vs multinationals
The capacity tax was first introduced in 1991 during Nawaz Sharif’s first government. The industry was made to pay Rs650,000 per valve until the decision was revoked in 1994. But by then the damage had already been done.
“Many companies had to shut down factories because of that tax. Until the early 1990s, local beverage companies had 40% market share while the rest was controlled by multinationals. After a few years, we only had a 10% share,” said an industry official who requested anonymity since his company is involved in litigation.
Although multinational firms will end up paying the most because of the size of their factories, they are in a much better position to afford such a hit, claim local producers. Everything comes down to efficiency of the machine and demand for the product in market.
“If they have the latest machine, and mine is 20 years old, how can you compare the two when the owner of the new efficient machine can easily produce more?”
When capacity tax was imposed for the first time in 1990s, the multinational beverage giants had to pay phenomenal amounts in freight to airlift the heavy machinery to Pakistan. The new machines were imported in a matter of days.
There is the problem of power breakdowns and the law and order situation, which often reduces the working hours. “The big company has the muscle to pay all but we can’t,” said the official.
Local producers warn that the shutdown of local manufacturers will give multinationals a commanding edge in the ‘price war’
“They are not vying to get the competition. It’s a price war instead. If they sell a bottle for Rs75 instead of Rs85, it’s because we are there in the market selling our product at Rs65. This is what they want to eliminate,” said the industry official.
Retail and wholesale shops have started to feel shortage of Pakola, which usually sees growth in sales during in the month of Ramazan. Consumers and industry members reacted strongly to the news, which has already been doing rounds on the social media.

No Body makes Drink like "Apple Sidra" , Actually i love to drink Apple Drinks and i drink many apple drinks including imported Apple drinks but no one make Taste like Apple Sidra.. i can say it is the best Apple Soda in world. it is US made formula of Apple Sidra. which franchise by Pakola Factory in Pakistan. even i see murree brewery can't made his Apple drink like Apple Sidra. It’s really a bad news. Pakola is a heritage as enjoyed by generations. It symbolizes our patriotic feelings right from its name to the color of the drink and container. Authorities should look this aspect as well because it has the potential to bring healthy potential in the market (price war). Authorities may find other reasonable ways to control the Tax theft (by all manufacturers) and should promote the health competition.
Pakola is the ONLY beverage (cold drink) which can make many other deserts. Don't let it die.
@meh. I suggest you should read the text carefully on the link you provided. Pakola was introduced by Pakistan Beverages but now Pakistan Beverages is only selling Pakola Milk.
Pakola Beverage which we is being discussed here is bottled by Mehran Bottler which has no link with Pakistan Beverages.
Pakola also makes Coke. Look at the Coke cans its clearly says made by Mehran Bottler. What does Pepsi have to do with Pakola then?
When my uncle was in hospital suffering from cancer, all he wanted was a Pakola. He's no longer with us but he had his last Pakola and enjoyed every last drop of it.

Pakola is a wonderful drink. I had really loved it throughout my childhood, I have memories of it and miss it in Lahore. Please please Pakola, you have to live and get through it no matter what. Pakistanis love you!

It's funny how a one-sided story can generate so many sympathy votes without any real understanding of the situation.
The capacity tax is generally used to encourage local producers to produce MORE, so they can pay LESSER average taxes. MNCs suffer the most since their capacities are the highest and are almost never fully utilized. What really matters here is how that capacity is calculated. 20-year old equipment that can't perform as well as the latest assets WILL have lower capacity and this WILL incur lower taxes. This sounds a little like a dharna in refusal to pay taxes or the like.
Funnily enough why doesn't anyone ever say anything about taxing agriculture? Landlords make billions annually over agricultural product exports and pay absolutely no tax on that income.

Here in South Africa, Coca Cola has a cream soda flavored drink called Sparletta. tastes like but slightly stonger than Pakola. Perhaps they're eying that for the Pakistani market now.
I could never understand why ppl like Pakola, its taste suck badly - Never liked the drink so does not bother me much...but, sad! coz it will affect our local production..

Government should back local industries in competition of international companies. It would offend international investors but at the same time would strengthen local industry. The same stupid tax got RC cola leave the market now we can't afford to lose 3 products which actually are known Pakistani export products!

I did not understand how Capacity Tax will hurt Pakcola. it gives advantage to big beverage companies but it will not hurt the small companies.
Perhaps the government should be held accountable for all that they could be doing, rather than the excuse-ridden, meager effort they put forward.

Someone should ask Pakola why they brought Pepsi to Pakistan & why they focused more on Pepsi than Pakola all these years. I don't think Pakola has any right to complain in this matter.

They could've made it to international market if attention was successfully paid to this drink, this drink deserved alot than we offered.

This is feudalism. The serfs pay the masters what the masters' need, not what the serf is capable of. Probably the govt will respond with some gibberish that this would ensure that all factories run up to capacity.

Okay so the contention that local producers evade taxes by clearing three loads and paying taxes for one is a simple thing to control for bottlers. Kindly place Tax personnel to check and clear goods from the gate. This is not unprecedented. This was a rule followed in the days of yore when excise dept personnel used to be posted at all factories of all excisable products and used to clear all loads exiting the gate of the factories. Once you have checked the monthly loads, you can check whether a bottler was involved in tax evasion. Simple. ...but for some reason we have to go on and hurt local industry...and justify it by citing "tax evasion."
I love this drink. Indeed, it gives us pride. When I was a kid, I thought Pakola is the national drink of Pakistan. I highly condemn the tax.

Pakola is extremely popular amongst the Pakistani as well as the expat community here in the UAE. In fact I wish to request Mehran Bottlers to change their distributor in UAE because once the stock runs out at a store, you have to wait several weeks till you see the cans again.
In my personal experience, I have found Pakola to be very helpful in digestion too..

After catastrophic hit of local automobile industry, now, the government has devised to pull legs of Pakistani beverage makers..!!
First they screwed the Pakola (plain) tetra milk, which was of the best quality, not a distaste like Olpers or any other substandard milk. Now they are putting a cork on Pakola , the only softdrink drink u can consume even on empty stomach without any side effects, kids love it here, we love it. Bottles are better than cans, always nice to see what v r consuming.
The companies making the most noise are the ones who were thriving on tax evasion. Their production cost was lower due to tax evasion. Now that they are being roped in to the tax net they are going to make noise. Mark my words, Pakola will be back once they figure out a way of reducing their tax burden.

This seems like such a stupid tax.. why should anybody pay on what could have been rather than what is.. you dont pay income tax on what your income could be you pay it on what it is! They should make policies inorder to make sure that tax that has been evaded is recovered rather than putting such a heavy burden on the industry.

Congratulations to all the Foreign Multinationals for killing yet another Pakistani Brand. This government is no more different than previous Musharraf government that sold off prized Pakistani jewels such as PTCL to foreignors. Atleast Bhutto government didn't do these types of things.

Killing our own products with our own hands... i have great childhood memories associted with Pakola. There used to be a brand name banta bottle, with a banta/ marble on its top. When ever we visited my grand mother in Gujrat we got those as treats... sad sad day!!!

Pakola has an amazing following in the expat community in the USA. I was really never a fan of Pakola in Pakistan but in a foreign land, for some reason, nothing brings back memories of home like Pakola. Their 99 cent cans are bought by lots of Pakistanis. I hope their financial difficulties will be removed soon and the green rivers will keep flowing!
I think our government should find other ways of generating revenue rather destroying the reaming industries/Business.

Pakola is like a national treasure. It's one of those things of which we Pakistanis can be really proud of. I truly hope all the stakeholders involved here (including the government and especially the government) will take the right decisions.
