Senior officials from the foreign Ministry of Pakistan welcomed the Indian High Commissioner at Wagah Border.
Raghavan said that India wants good and friendly ties with Pakistan, keeping in mind that friendly relations are in the benefit of the citizens of both countries.
He reiterated that steps be taken to counter terrorism.
Raghavan was appointed in India, a day after Nawaz Sharif was sworn in as Prime Minister in Pakistan.
He replaces Sharat Sabharwal, who was earlier given an extension.
It was previously believed that Indian Prime Minister Manmohan Singh wanted Sabharwal to stay on so that a visit to Pakistan would remain on the cards.
Sources confirmed that Raghavan's appointment will not affect Singh's decision to visit Pakistan, a decision that Singh has yet to make.

@bharatvarsh: welcome to the smaller, less populous jungle my friend.
Bangash: Very much so. Typically, an officer posted to Pakistan as HC has earned a lot of trust in India as a career professional. Number of cases where next posting was US.
Any diplomatic assignment to a country with which the relations are not good but you want them to improve would be important as there is a lot of work to be done hence yes it would be prestigious . Compare this with a paid holiday in Argentina / Bahamas and you will get what i mean .
Is HC to Pakistan considered a prestigious post in Indian foreign service ?
and why this is a news?
Welcome to the jungle, sir.
