Spinner Illingworth played nine tests for England and fast bowler Reiffel took 104 wickets in 35 tests for Australia.
"It is exciting to see Richard and Paul promoted to the elite panel, but it is also important to acknowledge and appreciate the outstanding contributions of Asad and Billy over a long period of time," selection panel chairman Geoff Allardice said.
"The selection panel considered the overall performances of the umpires over the past 12 months when deciding which umpires would be offered contracts for 2013-14."
Rauf had umpired in 47 tests and 98 one-day internationals, but was withdrawn from the recent Champions Trophy following media reports that he was under investigation by Mumbai police following the spot-fixing scandal in the Indian Premier League that led to the arrest of three players.
"In Asad's case, it is important to emphasise that the recent speculation linking his name to the IPL spot-fixing investigation was not considered during the selectors' deliberations," Allardice said.
New Zealand's Bowden had been on the elite panel since 2003, umpiring in 75 tests and 181 one-day internationals, and was known for his unconventional hand signals.

Very good observation. Even in India the TRP of IPL has gone down each successive session baring once. As for Asad Rauf, ICC has clarified that it has nothing to do with the his alleged misconduct in IPL. It is important for people to know that no Indian authority has registered any case against him, so far.
I don't know if Asad Rauff is a scapegoat but we can't say that Indian media dictates ICC. Furthermore, even many Indians don't take IPL seriously these days calling it a waste of time, talent and resources; plus a distraction for students.
Without any investigation Asad is sacked just because he is a Pakistani. Dhoni, Raina, Kohli are still playing despite of the accusations just because they are Indians and ICC is afraid of India.
An other Pakistani who in cricket held a very honorable position but lost it because of his ordinary behavior and conduct..bringing shame to the whole nation....The way the present lot of our cricketers behave there is more to come, I am sure Mr Sethi when he comes back from his foreign trip will fix all this..

As much as I would love to bash the ICC and BCCI for conspiring against Pakistan... I'd rather prefer to stick to the mainstream view this time. The model controversy and then just his mentioning in the IPL scandal...... sigh .. where there's smoke.... you know the rest.
@Mehreen Awan: Why the name of Aleem Dar has never come up in anything? because he is clean and stays away from what Mr. Rauf fails to do so. Keep the conspiracy theories to yourself, there is more than what meets the eye. To sum up the Pakistani mentality.... If its them--they are corrupt, if its one of us--we are the victim. No wonder the newly appointed chairman is willingly wanting to take up the Amir ban issue and cause further embarrassment to us.
