The MQM chief will make the final decision.
On Sunday, a three-member PPP delegation comprising, former interior minister Rehman Malik, Pir Mazharul Haq and Makhdoom Jamiluz Zaman held a meeting at the MQM’s Nine Zero headquarters and invited the party to join the provincial government.
But despite the formal invitation, the party said it would take a final decision after consulting party workers.

The politics of MQM is as such that it cannot remain out of government for a long time.
MQM is the only ethnic political party in the country which works according to the "Nazariya-e-Zaroorat".
No matter whatever the MQM party workers suggest to Mr. Altaf Hussain, the need of the hour in view of Nazariya-e-Zaroorat is as such that MQM should not only join the government in the Province of Sindh, but also in the Federal Capital.
How can the white collar, middle class MNA's and MPA's can survive without having salaries from the parliament? And for how long?
They will join the government :)

This is too much, dear friend, to oppose MQM and its followers you don't have to be that personal with a man who is an undisputed leader of millions of people, which is something every body should respect and recognize. And one thing you would appreciate that the decision of their Quaid is paying off and the new committee seems to act soberly during the next five years that is absolutely essential for the well being and development of the people of Sind.
I still remember this man was used to be called Pir Sahab by his workers in the early days of struggle and they really meant it.

Now that PPP has humbly submitted by sending their Chief Negotiator and Fighter of Star Wars, Lieutenant of One Source of All Power sitting in a Big House in Islamabad to ask his Royal Highness, the Pir of Edgeware, that they want him to join them in their "Sindh Khappay" rule. PPPP is in dire straits, struggling for future leadership and suffering from after-effects of mismanagement and bad decisions. MQM committee is wise to advise Altaf to avoid being part of the PPPP lef government. But then again, our nation has a very short term memory .. they'll soon forget what PPPP or MQM have been up to and give them both a clean state; ready to contest the next elections.
If they don't join the government there will be consequences.
Whichever option gives Karachi a directly elected Mayor who breathes, eats, drinks, thinks and manages Karachi, let dialectics lead the way
