Prime Minister in waiting Nawaz Sharif will have some surprises in store when he makes his first address after taking oath on June 5, sources privy to the preparations told The Express Tribune.
Pakistan Muslim League-Nawaz’s (PML-N) chief presided over a high level party meeting at his residence Jati Umra, Raiwind where the senior leadership of his party helped him draft his speech.
Ahsan Iqbal, Chaudhry Nisar Ali Khan, Khawaja Asif, Ishaq Dar, Sartaj Aziz, Shaukat Tareen and other technocrats and bureaucrats participated in the party’s internal meeting.
According to details, all participants at the meeting decided that it was essential for ‘revolutionary’ announcements to be made in the address.
A lot of time was put into finalising the draft, which is now almost complete. Points regarding the education sector will be incorporated after another meeting on Thursday. Nawaz will also preside over a meeting today of a 16 member delegation of the party’s law makers from Balochistan, to discuss the appointment of the Balochistan chief minister.
What to expect from the address
Nawaz will present his 30 days plan in his first address. The plan includes cuts in non-development expenditure of up to 30%, including a reduction in the expenses of the central government.
The PML-N chief will also promote simple living by avoiding the use of protocol during his movement in the country and will instead have only a few guards with him. Ministers will also be asked to use small cars following the example of Indian ministers. Nawaz has also decided to initiate a trend of waiting on traffic signals during his personal and official travels.
The decision of not staying in the prime minister house will be finalised after getting the input of security agencies in the following days.
Nawaz will talk about plans to ensure good governance, which will include the formation of a small cabinet with around 25 members in the Centre, a cut in the purchase of new vehicles, furniture for offices and renovation funds for the official residences of government employees and ministers.
Besides announcing mega development projects across the country, he will also announce a ‘strict’ decision regarding autonomous bodies that get Rs500 billion annually as a bailout package from the budget. Nawaz will also declare the withdrawal of excessive subsidies.
He is also determined to follow merit in the government recruitment process and will promote punctuality. He plans to set an example by following schedules and is determined to take action against delays. Those who come late to meetings will not be allowed to participate, regardless of their designation, the plan says.
Easy approach to the prime minister house, secretariat and Pakistan secretariat will be ensured and bureaucrats will be made to receive complaints in person. Nawaz will also give details about the different phases of the plan to decrease load-shedding.
The speech will also include talk of the government’s modus operandi for negotiations with the Taliban and the impact on Pakistan of Nato forces’ withdrawal from Afganistan.
Chaudhry Nisar to ‘target’ PTI
The Pakistan Tehreek-e-Insaf’s government in Khyber Pakhtunkhwa was also discussed in the meeting and the participants have assigned Ch Nisar Ali Khan the task of grilling the PTI’s leadership.
The drone attack that occurred on Wednesday and PTI’s claim of providing the same education to all in the province were also discussed in the meeting. Nisar was told to remind the PTI’s leadership about their claims of shooting down drones and to demand introduction of one education system in K-P, as promised by PTI chairman Imran Khan.

where was nawaz shareef,when his younger brother was the shahinshah of punjab.Or younger brother does not lesson mian jiiiiiiiiiiii
i don't like surprises
@salman:
Now this is called in Urdu," kavva chale hans ki chaal and apni chaal bhi bhool gayaa" I think ns will do something coz of PTI's pressure, otherwise they will be eliminated in the next election. You are right about PTI being governing in a province cannot shoot the drone. N should not fool people.
Really look forward to this speech!
it is my feeling that PML N has no final decision maker they are listening to each other but they can't decide anything practically. take the Baluchistan case 20 days are gone but head can't finalize who will be the CM.
i think if this govt cant take harsh steps and PM to announce all those steps in his first speech people will lost esteem and they will look towards NAYA PAKISTAN.(IMRAN KHAN)
Dear Sirs,
I am pleased to read the speech agenda for Mr Sharif Esq P.M. elect. This spech, I would suggest may contain very important issues facing Pakistan:
(1) order immediate removal of all Afghan refugees from the soil of Pakistan;
(2) immediate ban on all weapons in the hands of citizens of Pakistan;
(3) immiate return of all weapons to all Police Stations in Pakistan;
(4) authorisation for all Police employees to carry guns in Public in order to protect all citizens of Pakistan
(5) order construction of "Metro system" between Islamabad chacklala airport, Rawalpindi and Islamabad in order to control traffic system. and safe guard returning passengers inland and abroad. (6) authorise Pakistan courts to impose fines or panalties on late payers of domestic bills like, electric, gas, telephone and water.
(7) set up a proper accountability commission empowered to chect on civil servants, corporate employee, business leader and all types of businesses in order to establish proper discipline within all citizens of Pakistan.
I hope these few suggestion may help you to frame procedures and processes to eliminate inefficiencies in all areas of public life.
yours sincerely,
Mohammed Saleem Awan
I am not the supporter of PML-N neither I am the hater of PTI, but i just want to wish NS best of luck in improving economy and uniting Pakistan.
@Umair: Umair sahib, i think your concerns are baseless. The story is not compromising any journalistic standards. Thank you.
@p r sharma: And also requested to bring back your money in the country where you are prime minister.
Dream on my fellow country men, Dream on.
ET does not know that Chief Minister have no authority to order Army chief or Air force chief to shoot down the drone. Privincial Chief Minister have limited power. Only Prime Minister can order to Army chief or Air force chief as they are under the central Government.
If Choudhery Nisar will say this this mean PML(N) helpless as Federal Government and cannot do this as they also promised to to deal with Drone attacks. Its now Prime Minsiter and his Government power to do this.
Provicial cannot deal with these Federal problems.
Nothing on Taxation ???
@ABKhan: he is grown up person, there no need to do research, even a layman on the streets knows that..i guess even my 8 years brother knows that only president/PM can do so!!!! unless he acknowledging himself to be an IQ less than my 8yrs old brother..!
@Rashid: how come can PTI go and shoot drones in FATA, FATA is with punjab (centre!) ...! its like asking srilanka to shoot drones in pakistan
Drones cannot be hit with a "GHULAIL" the army and air defense take orders from the PM, how is it a provincial gov's responsibility?
Also the central gov devices the foreign policy, it is their jurisdiction- i fail to understand what role any provincial gov has to play?
While deciding the future of Pakistan the cream of PLMN came up with this:
The Pakistan Tehreek-e-Insaf’s government in Khyber Pakhtunkhwa was also discussed in the PMLN top notch meeting and the participants have assigned Ch Nisar Ali Khan the task of grilling the PTI’s leadership.
I PTI the biggest issue at hand? Shouldn't PMLN be thinking of grilling the poverty, inflations, power shortages, unemployment, health and education issues?
Disappointed to see such immaturity(or is it mere ignorance?) that clearly speaks volumes about PMLN's/NS's incompetence.
May Allah be with Pakistan and her dwellers. http://tribune.com.pk/story/556351/preparing-for-the-day-nawaz-sharifs-first-speech-as-pm-to-be-full-of-surprises/
Just wait for a week, he will publicly go back on his words - as always. Saying is not the same as doing.
Whoever makes the government - Whoever leads us to success - the people should be the beneficiaries in the end and not the officials.
It is revealed from the above that Ch. Nisar himself is nothing. He always given the task to do so and he acts accordingly. Interesting to see the status of ex-leader of opposition.
Welcome prime minister of Punjab..
@waqar:
Well said , You leave me nothing to add to this issue of Chaduary Nisar being appointed to target PTI .However PTI has nothing to fear . It is not in KPK to enrich a few it is there to enrich the masses and promote , equality , justice and transparency. If Chaduary Nisar remains an honest opposition , he will find nothing to nail PTI and may one day join It after being convinced of PTI high moral ground and sound political ethics.
NS - Improve economy . That will be the pleasant surprise. Rest of the major problems will be taken care of by the economy itself.
While being in Power in Punjab for last fie years, they kept insisting that electricity is a central issue, now how come same people have started claiming that drones and sovereignty of the country has become the responsibility of only KPK government?
Now since he IS the PM, I hope he fulfills his responsibility with honest intentions. Best of luck. I hope the change proposed in protocol convoys is implemented in Sindh as well.
PML-N is the only party in Pakistan that has got seats in all the four provinces in elections 2013. I am hopeful that PML(N) will perform good and solve the issues of Pakistan. PTI people are doing baseless criticism on social media.
Nawaz Sharif is a much better and soft spoken leader than the so called Tsunami Khan . (Well the fizzled out Tsunami to say the least ) .
If he treats us fair and without bias in Karachi , he will be remembered as a true Prime Minister but if tries to use the highhandedness like in past , he will be judged appropraitely as a Punjabi prime minister only .
Nawaz Sharif, we trust you. Insha Allah everything will be fine. Entire youth is with you who voted for PML-N. Please dont care of your opponents who are doing criticism just for the sake of criticism. They have started criticizing even before your oath. Allah bless Pakistan.
PLMN doesn't have the guts to be a national party and similarly Nawaz Sharif doesn't have the guts to be national leader. He will be the leader of Panjab, that too certain parts of Panjab. It is clearly visible from his recent speech where he termed Pajnab voters very mature and other emotional especially KPK. These kind of statements shouldn't come from the prime minister of Pakistan.
@Rashid:
Yes it was the promise to shoot down drones if got elected in central govt which can make foreign policy. Also the army serves under federal govt. A provincial assembly cant make those decisions. Please do some research
Very funny....its looks like PMLN has only task to check PTI in KPK....and who will remind PMLN their promises. They are clearly afraid that PTI is not gonna be a friendly opposition so they are planning for that only. And second reason is they want to know what PTI is innitiating in KPK so that they can copy the same in Punjab n Pakistan. Thanks Imran Khan! you brought the change, in next 5 years you will be ruling all over pakistan not only in KPK. Cuz what u will decide for KPK, PMLN has to do it for Pakistan. This is the task assigned to Ch. Nisar.
@Majid: He could not do in last 30 years. Its funny to expect him doing this time.
PTIans, I can feel the burn. don't try to take the credit for everything even if done by others and stop blaming others for things which even IK cannot do (even though he day dreamed you guys a lot).
Wipe that smile off your face people. Kilroy has seen it all happening the same thing before. Just remember people. Just remember. There will be no change. There will be no change. Not until you lot, all of you start bringing a change in your habits and then lead a campaign for others to do the same. When the majority of people wiil start changing their bad habits for good habits, then there will be hope for a change. The question is that how can one man Nawaz Shareef bring any change if we the people, who are in massive majority do not change? Think about it people. Think about it.
Good to know PML-N leadership got the transcript of IK script as PM of Pakistan....this is what we call CHANGE.....This is not how it end but this is how it STARTS...#PTI Zindabad
It all sounds like fantasy and so good to be true. I wish even some part of this speech turns into reality. Mr.NS plz don't cheat us like u did last time in " Karz utaro and Mulk sawaron " programe
We dont need a speech full of surprises, we need actions.
I wish well for Nawaz. However, Nisar as an interior minister is a bad omen for the party. The past experience has shown that he is more of a problem creator than problem solver and unnecessarily resorts to confrontation. Actually in this election he has caused more damage to the party position by loosing seats and annoying every one in the process. If he remains interior minister Rawalpindi will further slip away PML-N. Nisar is no more popular even in his core areas of Chakri and Dhamial. Moreover he does not have the necessary experience and skills to effectively perform asc interior minister .Think over it?

@ Salman,
Bro, now stop putting your - PTI's - burden on other's shoulders. It was PTI's promise that once voted into power you'll fire down drones which is why the brave people of KPK have kept faith in you. Now its your turn to return it. A litmus test for PTI!!! Yea, you are right about the role assigned to chaudry Nisar to poke the nose of PTI. It is not a healthy sign for Pakistan.
Instead of MAKE UP speech,,,,,,,,,, MNS must RANK the top 5-10 problems and their short term....medium term.....and long term remidies and solutions.. He can have them include in the 5 years plan too. He should be practical this time....... and QUANTIFY every thing be truthful at least........ shouldn't be misleading at all........... coz now PUBLIC is matured and Medai is OVER MATURED.
We wish the PM in waiting, the help of Allah Almighty. Inshallah, he will prove to be a great leader and the country will experience a 'sea change' in its existence. Halcyon days will appear if the country can get rid of the demon of power shortages and the corruption that permitted haphazard operation of power projects. Additionally, if the power shortages and load shedding can be overcome in three years approximately, then Nawaz Sharif can expect to run for a fourth term as PM. Where there is a will there is a way. Salams
Preparing for the day: Nawaz Sharif’s first speech as PM to be full of ‘surprises’
This just cracked me up. What should one expect? The day when we have full day of electricity! Woohoo
Thanx to ET no longer will the speech be full of surprises
Grill PTI? I almost cracked up. ET get a life.
On merit? There are already reports out on the women's seats going to spouses and kins. what a joke!
Nawaz Sharif’s first speech as PM to be full of ‘surprises’
And the surprises will be like this, "Dear countrymen, remember the countless promises we made during electioneering, well, not going to happen, good-night".
Imran Khan has changed Pakistan forever even when he's not in power in the centre
I hope he changes the whole Pakistan not just Lahore.
ch nisar is a bad choice to target pti he lost 2 out of his three seats to pti
Very honest person always say wht he means,..god bless main sb..ignore the haters all r useless Pakistan zindabad
Nice. Steal everything that PTI has been advocating in their campaign. Change indeed has come. Good luck Mian sah'b.
would somebody also remind them (PML-N) about their popular slogans like BULLET TRAIN, Lahore to Karachi Motorway, which I think won them a lot of votes.....or they were all " Josh-e-khatabat "
@;-)chief: Well, the masses have already shown their maturity. They rejected politico-religious gangs and ignored the the Taliban threat. They want change. But you are right, still nothing might change. And the reason for that would not be masses' inertia, it would be the result of never-ending conspiracies of politicians -- those who wold be in power and those who would be in opposition -- to protect their interests at the expense of the masses. And then, of course, there is hyper-activist judiciary that will not let the government breathe. Stop blaming the masses. Siddique Malik, Louisville, Kentucky, USA.
I will be surprised if he announces to return all of his loans with interest, to prosecute the perpetrators of ISI case, to try terrorists, to open cases involving Arsalan Iftikhar, to reduce defense budget, to increase education and health budgets, to invoke article 6, to reject all kinds of aid, to eliminate the terrorist sanctuaries throughout pakistan, to impose RGST. Any other promises don't carry any weight.
@skhan: yupp PMLN now got a tough competition. Whole nation is looking at KPK. If PMLN do something wrong. they know they will be wasted. KPK is test of IK lets just wait and see.
1-20 new lanes in M2. 2- punjab to be declared intellectual. 3- no tax on nihari.
Surprise surprise. ..
I can tell that PML(N) is extremely scared of PTI. Hence the unleashing of Chaudhry Nisar to take on PTI. .But the mandated issues are ridiculous ? Protecting the sovereignty of country is not the provincial governments job but the federal governments. Ergo the drones are federal governments responsibility. How is Chaudhry supposed to take it up as an issue with KPK government without making his boss look extremely foolish ?
nothing gonna change, because the masses are the same....!!!F
Behold, Nawaz Sharif is going to change the fate of Pakistan and Muslim Ummah.
I wish Pakistan and Mr Nawaz well. Hopefully he will not exhaust all his energies in making announcements and preserve some for implementation.
While only time will tell, I feel more and more that Pakistan made the right choice on May 11th and I hope and pray that words will translate into deeds.
@ET
Your reporting is becoming more and more idiotic, to say the least, everyday. What does PTI have to do with his first speech? U just had to give something masaladaar didnt you? I mean the title and the article focuses on the contents of NS's first speech! Is he going to assign CH Nisar to "target" PTI in his first speech? I am guessing NOT!
GROW UP please :)
Thank You Imran Khan you have really brought CHANGE!!
I was happy to read the news until I got to the last para. Almost felt like they are saying these things to silence PTI supporters. And since when shooting down drone became the authority of provincial government? Is PAK under KPK government now?
On 7th of march mian sahib in a press conference said if voted to power they wont "tolerate" drone attacks. Hope he keeps his word. Will be interesting to see what pmln plan to do about drone attacks. Whole country is watching them.
I am very much sure that Pakistan will be right back on track very soon IA under Nawaz Shareef leadership...Best of Luck sir...
