Considering Europe’s economic recession, such vexation is likely to spiral in the coming years. Pakistan’s tax administration is debilitated by inefficiency, corruption and apathy by the elite. Except the salaried middle class who has no option, everyone else can easily escape the porous tax net. Pakistan has one of the lowest tax-to-GDP ratios, with only nine per cent of GDP contributed by taxes, and trails behind other Asian countries, e.g., Afghanistan (11 per cent), Sri Lanka (13 per cent), India (16 per cent) and Thailand (17 per cent). The chairman of the FBR made a startling revelation at a meeting of the Senate’s Standing Committee on Finance, last year, by sharing that 84 per cent of tariff and duty rates have either been exempted or reduced to benefit certain influential lobbies. He aptly termed it a “Financial NRO”. This explains another flabbergasting fact that during the past five years, the government took loans of Rs604 billionfrom the International Monetary Fund (IMF) and vitiated the benefit by issuing tax exemptions of Rs719 billion during the same years. In a country of 180 million, only 3.5 million persons are registered taxpayers, 1.5 million of whom are dormant and one million are salaried employees. It is hard for anyone on earth to countenance this obnoxious perpetuation.
The UK — one of the largest social sector financer of Pakistan — is at the cusp of stagflation and soaring youth unemployment. Concomitant yawning economic disparities and suicides have dwarfed all past records in Europe. According to a research conducted in the UK, 30 per cent of income in 2005 remained with the top five per cent of earners. The Topical youth NEET (not in employment, education and training) has crossed 1.2 million in Britain, whereas, Greece, Spain and Italy are enduring a tailspin. May Day witnessed highly charged protest rallies in major cities of Europe. In this backdrop, a teeth-baring reaction to aid is plausible. Although geopolitical interests of the US and the UK have a perforce to ensure sustained flow of aid to Pakistan, this may, however, entail stringent conditions in future years.
Pakistan, as a surrogate battlefield for the US and its allies, had been receiving a generous dole-out for decades, though, at an exorbitant price of self-esteem and pride. Aid effectiveness is yet another conundrum. While billions of dollars are funnelled, citizens are still entangled in perpetuating poverty, terrorism continues to torments lives and the country endures perennial political instability. Demand for drastic measures to reform a dishevelled polity and economy cannot be parried any longer. In a rapidly changing economic vista, in the so-called developed world, Pakistan needs to device strategies to wean away from foreign aid and plug breaches in the national exchequer. Prosperity and dignity can never be achieved through begging bowls.

Do not know about @np but I am well aware about the Sachar report. The existence of that report in itself is a non-secular thing. Why look at poverty or deprivation of any form from the prism of religion in a secular country? Secondly there are fundmental flaws in the Sachar commission report where its conclusions of discrimination against Muslims does not take into account the lower literacy rate, lower female participation in labour force and higher fertility rate as factors that have a direct bearing on per capita income of Hindus and Muslims.
Also lack of proportional representation in government jobs proves nothing. If you look at prsence of Gujaratis in IIMs and IITs compared to say Tamilians or people from UP/Bihar, even presence in IAS, you wil find Gujaratis are underrepresented. Does it mean they are discrimnated against? No. Same holds for Muslims also. In fact the ratio of Muslims who appear for IAS and pass is higher than the all India average butfar fewer Muslims even bother to appear for IAS (same is true about Gujaratis too). So whither discrimnation. Outputs cannot be viewed without reference to inputs as Sachar Commission report has done.
People were right to say that Manmohan Singh's statement that Muslims should have first claim to India's resources was inherently communal and against India's secular constitution. It was driven by votebank politics which UPA is famous for.

@gp65: Dear gp65, I know we have the occasional spat, but your latest missive in regard to the benefits one receives when living in the US/UK/Australia almost made me choke over my early morning glass of water. I cannot afford coffee. I am currently living in Australia and the free health and old pensions you mentioned are a joke. I am pushing 80 years of age, have paid high taxes all my working life and still am, but do not get a pension. In regard to free health I have developed a serious heart problem and my doctor wanted me to have a heart scan. I contacted the local hospital and they said they could not fit me in for several months. I had to go private and more then $5,000 later I know what my heart problem is. In regard to general infrastructure most of the good roads are toll roads and very expensive to use. For example, where I live one section alone costs $2.50. I could discuss the other items you mentioned, but perhaps you are getting the message. I am not seriously complaining, but merely pointing out the facts of life. For most there is nothing free in this world, unless of course one is a politician, and even they have to worry about losing their seat. In regard to what do I expect, I expect my Government to be careful with tax money and not give it away carelessly to other low taxed countries when they cannot afford to look after the likes of me. One thing I do know is that everybody ages, their health deteriorates, inflation bites savagely into savings, and the only person who will look after oneself is oneself. Here's hoping I will be lucky enough to argue with you for the next ten years or so.

First of all, most of the money doling into Pakistan as aid, is not aid at all. It is merely loans on deferred payments. You could easily go around it by capping exports on commodities like food, thereby strengthening the value of your currency and not needing dollars and pounds to feed it's poor.
@np: (1).Certainly so. Even in 2013 UK alone has earmarked UKP 117 million for India's education sector. UK's aid-programme to India will come to an end in 2015. India has had her share in terms of billions in aid over decades since independence. That has helped economy of Donors too a good deal. If you want details of assistance to India since PL480 Wheat days from US & Europe,old USSR,Japan etc google for the info; BD too had received aid since days it was still East Pakistan. High class infrastructure. good law and order, free schooling until high school and good foreign embassies that take care of their citizens living overseas, commerce wings that fight for their corporates to get a level playing field in other countries, retirement and unemployment benefits, food stamps for the poor and where Australia and UK are cocnerned also free healthcare. When you say - they get nothing in return, what else do you expect?
You forgot to mention all the unemployed British Pakistanis who live of the aid from the UK government. The British Pakistanis repay the British generosity by raping white girls.

I don't think this will continue post-2014. The world is a much changed place since 9/11 and if you take out the supply routes factor Pakistan will not be that important to the aid-givers after 2014.
Aid is AIDS for Pakistan. Its killing us all slowly!!
There is nothing wrong about considering "aid' to be a permanent item on country's resource list. It benefits both the donor & the recipient Besides, it is a current return on past tithe paid thru history by the people of Pakistan to West. On another note: MM Singh once famously said,"We will have to devise innovative plans to ensure that minorities, particularly the Muslim minority, are empowered to share equitably the fruits of development. These must have the first claim on resources." Sagacious words indeed though he was reviled by his short sighted opponents.He meant equitable apportionment only internal to India but the basic wisdom is universally applicable on basis of ‘Some for All Rather than More for Some’.
Isn't interesting that countries such as the US/UK/Australia tax their citizens to the hilt, and give very little in return, with Australia being the worst, but they give generous donations to many countries. Of course the politicians of the above countries always ensure that they are well looked after for life. It does not both them that the old and destitute are living a dreadful life, as long as they are OK.
Pakistan enjoyed trillions of aid from USA till date (and had guts to burn its flags) but counts China as its best fried (which gave 0 dollars to date). Without US aid, Pakistan will be the poorest country in the world.
US taxpayers are contributing blood and treasure and have had enough.
Aid from US, Aid from UK, Aid from Germany, Aid from Japan, Aid from the remittances of Overseas Pakistanis. We truly are addicts. I wish for the aid to end. This will force a political change. We will have no choice but to enact land reform. We will have to trim our bloated armed services. We will privatize our industries.
We would have many of our problems if we paid our taxes, but its much easier to wave flags, bash Israel, India and US for our ills, rather than take self responsibility.
