Model colleges: Senior professors ignored in appointment of principals

Official claims panellists had raised objections.

The appointment of principals at model colleges earlier this month has aggrieved some of the senior most professors on the list. These officials were bypassed in favour of junior colleagues who managed to get choice postings.


According to the seniority list available with The Express Tribune, there were several violations and out-of-turn promotions without any ostensible reason. Civil servants rules state that the charge of Islamabad model colleges shall be handed over to the senior most professor in grade 20 and associate professor in grade 19 on the basis of their service record.

IMCB G-11/1 Vice Principal Ahmed Rafique Sandelvi who was top of the seniority list said his junior colleagues were college principals while he had been bypassed for the second time. “I could not get a single official to address my concerns.” Sandelvi is preparing to petition the court.

“When principals are hand-picked at educational institutes deserving teachers suffer and their voices go unheard,” said a vice principal, who was second on the seniority list compiled by the Federal Directorate of Education (FDE) in late February, requesting anonymity. Right after the decision he met officials at FDE including the director general (DG) but to no avail, he added.

Interestingly, when principals retire, teachers are handed over the additional charge of principal which is actually a way to facilitate their promotion before the formal appointment.”Why don’t they appoint senior-most teachers on such posts?” asked an official at FDE.

When contacted, Model Colleges Director Dr Muhammad Tariq Masood said some people were sure to be grieved when appointments were finalised. “A panel consisting of Ministry of Capital Administration and Development secretary, joint secretary, FDE chief and senior principals from model colleges took the decisions,” said Masood who was on the panel of interviewers.
