You need to either be or know a VIP or a journalist to get a passport these days. Merely submitting a fee is not enough.
“Requests for ordinary passports are not on priority for the moment,” an official at the Passport and Immigration Office in Islamabad told The Express Tribune. More than 500,000 applications have piled up, but a little over 2,000 passports are being printed daily, he added, speaking on condition of anonymity.
A colleague of his, however, placed the number much lower at less than 500 passports a day.
“No passport has been issued on an application with urgent fee since January 28 this year, while ordinary passports have been pending since November last year,” he added.
The official said the problem is deep-rooted and could not be resolved for at least another two to three months.
“The lamination required for printing passports is not available … the interior ministry and National Accountability Bureau (NAB) cancelled the tender for the procurement of lamination,” he revealed.
The accountability body stopped the immigration office from going ahead with its procurement deal with a company that had provided it lamination before, declaring it illegal.
NAB maintained the deal was made without publishing a fresh tender, a violation of Public Procurement Regulatory Authority rules, the official said. He added that the passport office had the capacity to print around 8,000 passports daily, but without lamination and ink “nothing could be done.”
Another official, however, said the problem was much more complicated than it appeared. “The office and staff’s services have been overstretched due to the establishment of unnecessary sub-offices across the country,” he maintained.
According to the official, five years ago, there were no more than 27 passport offices in the country.
“There are 70 offices today … some were opened just to oblige public representatives,” he claimed. The official said that while there were still no passport offices in bigger districts, such as Sanghar, offices were set up in places like Koobay Chak – the constituency of former premier Yousaf Raza Gilani’s brother – or villages like Jalalpur Pirwala and Qadirpur – the constituencies of Gilani’s sons.
“More offices mean more data has to be processed at the printing press. The monthly data went up from 8,000 to 18,000 and the staff at the office was forced work beyond capacity,” said the officer. This resulted in the quick consumption of raw material for passports’ printing, he added.
Furthermore, certain officers were entertaining requests from ‘passport agents’, who sit outside the offices of the National Bank of Pakistan. “Such requests were dealt on priority basis… as such they increased day by day.”
The process of issuing a fresh tender and subsequently procuring new lamination material will take at least two months, said the official. “It does not seem high on the government’s priority list,” he added.
Passport and Immigration Director General Wajid Bukhari was unavailable for comments when contacted.

I had applied for Passport renewal on 11 feb and just received it last week and there is no need to a pay a single paisa on rishwat to any agent because agents have nothing in their control now. continue reading the notices outside passport office, now, it was written there that passports upto 12 feb have been received .
applied in March got the passports in April, for all those who are desparately waiting for their passports. should seek agents help they will charge you something around Rs.9,000 and will get you the passport in 2 days time. Thats worth the pain.

Anushman, Our system isn't backward at all , our Pakistan is quite advanced as compared to India, for instance if you talk about this passports issue this has occurred only due to some corrupt officers in place which court has almost dismissed them with the end of govt. tenure. we used to get passports in 1 week time and our National ID card system is in place even before India. Many other things can be told here.
How can the government act so irresponsibly?!!!! Don't they realize how this ineptitude of theirs is putting millions of Pakistanis livelihood at stake? I know people who send remittances back home to their families and it's their only source of income. Now those bread winners are stuck here since the past three months. This country is going to the dogs, no wonder people leave at the first opportunity the get!
I am still waiting for my passport and had applied it on 14 Feb. Unfortunately, neither the chief justice nor any other person has interest in resolving this problem. The Islamabad High Court has stayed the contract with new American contractor now and adjourned the case until 16 April.

I am in Lahore and i applied for my kids urgent passport on the 13th Feb and still hear that it will come in 2 to 3 weeks at every visit i make.

My urgent passport is currently worth of Rs 19,000. and still no signs of getting it in hand. This govt has pushed us in to stone age..

I submitted my urgent application in first week of Feb , was due to receive it back on 23rd.... still waiting...... Dudeee.. give the greedy bunches who cancelled the tender their cut and let us move on with our miserable lives!!

I applied for the passport of my baby on 1st Feb as urgent requirement. Visited office three times, they are saying still not printed.
I applied for urgent passport on 11th Feb, and after 15 days when I went there to receive it, there were banners placed regarding the issue of lamination paper. They then told me that my passport will be here in 45 days. After reading this article I think I have to find a source of any journalist or have to find a powerful agent.
Ladies and Gentlemen, I am sorry to say that in 2013, Pakistan has probably gone back in time 20 to 50 years (depending on different parameters) in terms of efficiency, human rights, accountability and governance. You are welcome to witness by visiting the Pakistan Embassy in Dubai. Where people on the norm have to queue for the whole day from early hours in the morning to get tokens and wait in line outside in the blazing heat to apply for passport renewal. Even in this day and age they don't have the decency to implement an appointment system so people don't have to waste their days and suffer. This passport fiasco is the latest in the many ways that expats are extorted and fleeced,the time and resources of Gov.and citizens are wasted. a. Nicop (English ID: useless as it nor required/nor accepted by anyone/gov. anywhere) but you have to make it mandatory in order to leave the country for a new job. b. Protector of Immigrant: To fleece fees/extort bribes from people leaving the country. In no way to protect them. They will ask for med. certs. experience letters xyz to block you if you dont pay them / pay agent - who in turn pays them. c. Every time you change your job you have to go through this process.
I got mugged the day I arrived in Karachi. I reside in Dubai and came to visit my family, little did I know my 2 week trip will turn into a 2 month trip. My passport, my resident card, everything was stolen. Fee for the lost passport is actually Rs10,000, even though I showed them my FIR. If the police cant stop these muggers, why are we charged such enormous amount for lost passport. I applied for urgent passport, and got mine after 7 weeks.
@TN: Please do not give partial facts. Which consulate did you apply? In stead of complaining at ET forum , follow up your application and ask what other information they need from you. Every dept now a days takes time to do the job.Be patient and persistent.Thanks

@rhra: Please write down the name of the branch and city where you observed this incidence. Looks like you were wearing some kind of special cap which made you invisible and the passport staff did not know, you were watching over their shoulders .
I applied for my newborn's urgent passport 45 days before and still i am suffering. Because of which my wife and baby can't travel back to Pakistan.
And we complain the West doesn't treat us good .... ALAS !!

It is very sad, we applied for a urgent passport renewal poying double fee, we were told that we should be able to get by 27 Feb... now there is no sign when will get our passports. we are stuck... what a country is this who cannot print passports,,that the reason every pakistani try to escape from this nonsense...

Maryam Zahoor & Noman Ansari: Would appreciate if you could share the details of the Agent who ensured the delivery within the reasonable / acceptable time frame. I applied for the Urgent Passport couple of days back but apparently see no chance of receive it anywhere in near future.
I submitted my passport for renewal on urgent basis on 31st January and received within 3 weeks. And believe me I am a common man.
so we cann't even print passports in time? what a shame. its the printer which do the actual work, if we could be a little more effiecent.

I got my passport recently with an urgent fee. No problems.
I got my passport in 10 days in February. Paid 7k for it.
My cousin just got stuck in Pakistan because of this issue. It's almost unbelievable more so laughing matter for anyone living overseas. Pakistan is run by group of people who can run it like their private property. Pti is the only hope.
and add the behavior of the officials of the passport office. They are so rude, degrading and humiliating. I myself observed them mistreating an old woman who could not control her body movements due to old age. and the staff was downright inhuman in their treatment of her. They scolded her incessantly and finally threatened to send her home sans passport if she did not sit still. same was the case with other applicants. When I visited that place, I felt like there was nobody who will listen to you and solve your problem. yes, they were very solicitous with those applicant who had approached them through some reference. They raised certain objections to some applications and then accepted the others with the same technical issues claiming that person had approached them somehow. So the inefficiency, nepotism and injustice that starts at the passport office continues all the way to the issuance of the document.
