Though Pakistan attempts to portray an unbreakable Sino-Pakistan bond, one based on mutual benefit both economic and military, China’s notorious soft power rise over the last 20 years is laden with strategic overlay, with the scales dramatically tipped in its favour. If this ‘sweeter than honey’ relationship was really so sweet, then how are Pakistan’s economic woes continuing to accelerate so dramatically, while China successfully navigates through the global economic downturn?
China may not be the all-weather neighbour Pakistan so eagerly boasts about. Over the last 60 years, China’s hand in Pakistan has been meticulously calculated, with each endeavour ensuring Chinese long-term interests in every aspect of foreign relations, from diplomacy and aid to economics and energy. Closer inspection of China-Pakistan relations reveals a weaker than expected link between the two republics, illustrating China’s impressively opportunistic policies, using Pakistan to secure its regional and global stronghold.
Pakistan’s strategic location has made it a convenient and inexpensive base for China to establish its regional foothold, with particular regard to India and the Middle East. Nestled at the helm of the Gulf, Pakistan has proven to be a central routing point between the Middle East and East Asia, acting as the sole supply route for oil in and out of the Middle East and Central Asia. Thus, China’s initial interest in Gwadar resulted in an offer to provide 80 per cent of the labour and funding for the development of its deep-water port. Development of Pakistani infrastructure was of secondary importance to the geopolitical relevance of the site. The port offers China access to the Strait of Hormuz, the supply route for 40 per cent of the world’s oil, allowing for China’s Xinjiang province to become a player on the world energy market, as the province is rich in oil and natural gas, and was landlocked before the opening of the port.
But the Sino-Pakistan saga dates back even further to 1950, when Pakistan was one of the first countries in the international community to recognise the People’s Republic of China. Following that, a border dispute between India and China in 1962 not only laid the framework for uneasy relations in the years to follow, it was the catalyst for China’s original policy pivot towards Pakistan. The goal was to balance India militarily, as to avoid another costly encounter with it, and thus, began the armament to Pakistan.
China’s intense military aid to Pakistan, though quite helpful in Pakistan’s initial post-Partition military build-up, was quite clearly intended to keep India at bay. Keeping India preoccupied with a potential Pakistani threat, threw it off the Chinese scent of regional ascension.
Had Pakistan’s political well-being been a stronger driver of Chinese policy, then perhaps, we would have witnessed deeper support during the 1971 war, which ultimately resulted in the establishment of Bangladesh. China displayed little interest in stepping in to serve its oldest ally from fragmentation. In fact, neutrality has fared well for China, as it has been able to forge a civil relationship with India, while still keeping Pakistan on the hook, maintaining its status as “a neighbour and friend to both countries”.
It seems that Chinese activity in Pakistan is less about a stronger than steel friendship and more about a string of pearls.

China has supported Pakistan tremendously throughout 62 years on the diplomatic front, in economic fields and strategic development. Look from KKH, to Gwadar, from Chashma to NJ Project. China has provided “Morale” boosting support in every time of isolation, or hard tims when Pakistan was under USA sanctions. China teaches how to catch "Fish" not lets you be Beggars at the hands of others. A good teacher can only teach, encourage, inspire, and motivate students. If student is able, dedicated, he/she can rise, shine and be icon. China tried to train Pakistan as a true, loyal and sincere friend in last 60 yaers. So for, 120 Chinese Companies are contributing in the development process of Pakistan. China has huge economic potential, technological know-how that Pakistanis can learn, if they have ability, passion. Think of China's achievements in last 6 decades, China lifted 600 million people out of Poverty. It was Chinese leadership that made China be 2nd biggest economy, 5th global investor, a country highest foreign exchange reserves and a super power in 2030.Its ability, potential and dedication of Chinese people that achieved this progress. What Pakistani leadership did in these years? Think on it. China offered Pakistan much support in past, would offer in future too. Show your ability, spirit. A recent Gallup survey of 2013 says, 53% American believe China would become a super power. China would be super power because people have ability and vision. Where is visionary leadership of Pakistan? Think on it.

Agreed on the author's point except that when Pakistani troops were slaughtering Bangladeshis you still expect China or other nations to help you win a war. The change in mindset has to start here and may be Pakistan will be a country worth living in.
Long Story short if it werent for India , china would not care a twig about pakistan so you have an "all weather friend" because that has an enemy besides just read some histories of following countries -Combodia -Vietnam -North Korea but then pakistanis cant read their own history properly

China is the most cunning country in the world. If I have to chose between China, Pakistan, N Korea, or any other country, China will be my last choice.
What I don't understand is, why the Pakistanis are running like a head-less chicken all over the world just to counter India! As records show, India didn't attack Pakistan a single time. Kashmir is questionable, but does it make sense for Pakistan to give its souverignity (and land) away for that Kashmir which it'll never have? Be rational, not emotional.
Every problem that Pakistan has can be attributed to India, or rather Indophobia. There wouldn't be any terrorists had Pakistan didn't create them to bleed India. Pakistan would have focused on its economy and had a better (dual-sided) relation with China.

India also has to take some blame for indo-china war of 1962. Nehru's forward policy was silly and he did not read the chinese warnings which were plenty.
In 1971, China could not have done much to help pakistan. The mountain passes where closed by snow. USSR was breathing down on China (USSR and China were rivals at that time)..But China did help Pakistan..China veto-ed UNSC resolutaions repeatly in favor of Pakistan ..If I remember correctly those were China;s first Vetos... When US itself was not able to do much to help Pak, its no wonder China was reluctant to help Pak.
Chinese have always been very good at attacking when their oppnoents are very weak (most of Chinese wars were like that)..so a china-pak combined war should never be ruled out ..India must be prepared and be seen to be prepared for such actions ... Chinese have always only respected the strong ..its in their culture and history.
At some point in Pak's future -it should decide what it wants from China..being a chinese buffer/client state is slow-death ..look at other chinese buffer states - north korea, PolPot regime etc etc

Sorry,ma'am...India was the one of the first countries to recognize People’s Republic of China,during the time when the West said that Taiwan would be the actual China..It was Nehru who actively campaigned for recognizing China along with the USSR... Pakistan was nestled with US by SEATO and CENTO acts and came forward only later.. But China bit the hand which fed them..."Hindi Chini Bhai Bhai" resulted in Sino-Indian War and India has then kept China on arms length....
I think Pakistanis should have had a reality check when China never came forward to help Pakistanis in the 1971 War,atleast USA had the decency to send warships which were countered by USSR..
Pakistan view China as an ally,but China view Pakistan as a pawn,an expendable pawn.If there comes a war between India-Pakistan in near future.I'm sure China would simply wait and watch,just to end the war quickly without any impacts on them...They might supply military equipment,but dont expect any direct help...

You may belong to another Nation, ethnicity or religion —that has nothing to do with the business of the State. You will find that in course of time, Pakistanis would cease to be Pakistanis and Muslims would cease to be Muslims, not in the sense of identity or religion, because that is the identity and personal faith of each individual, but in the larger interests of Pakistan.

Why would Pakistan's well-being be a driver of Chinese policy...everyone looks out for their own interests, obviously. They haven't allied with us for charitable reasons out of the goodness of their hearts. Surely, this isn't news to anyone.
The only question to ask is: are China's interests in Pakistan eventually detrimental to Pakistan or do they indirectly end up benefiting us? For example, does letting them build and have the run of Gawadar hurt us or benefit us? ARe we losing out in any way? This is what I would like to know.

China has been around for thousands of years and is a smart nation.It is not woolly headed to cultivate without long term plans.Pakistan so far has been looking at China through rose tinted goggles and will eventually will see daylight.Let us wait for this day.At least for nce this is a realistic article without getting lost in hype.
Pakistan is not known for the long term policy, but its association with China proves the opposite. China does not intervene into the domestic affairs of others, and Chiese history is the proof. This is quite the opposite which the colonialist and the Imperial America practiced.

Chinese have have always had a calculating relationship with other nations and given primacy to its export oriented economic development .
No amount of hyperbole by Pakistani politician will be able to counteract ground reality that China is India's largest trading partner with the trade heavily skewed in China's favor . China exports $28 Billion and imports from India $6.4 billion . Bilateral trade between China and Pakistan is mere $9bn with Chinese surplus advantage of $5.2 billion – a fraction of that between India and China . China contributed in Pakistan direct investment of 1.36 billion in contrast to its investments in India for $3.22 billion .During Pakistan's recent floods, Chinese aid totalled $18m; the US gave nearly $700m.

I don't agree much with the author's perspective and at the same time don't believe in the perception that China has always helped Pakistan.
@ author; Pakistan itself has used and brought in China whenever it wants to extract benefits from U.S or other countries, by showing proximity to China and then in return U.S offers favors to keep China at bay.
secondly, even if the relationship of Pakistan and China is sweeter than honey, this does not imply that China should come should have come to rescue Pakistan's economy; given that Pakistani politicians are famous for ruining their own country.
thirdly, China recently offered a flat rate of under Rs.500 electricity bill for residential areas and a flat rate of under Rs.1000 for commercial areas, if it is allowed to export electricity for a given area... how did Pakistan respond to that?
fourthly, China never asked Pakistan to jump into Afghanistan and make proxy wars
fifthly, China never asked Pakistan to not extract your minerals and do not become self-reliant

China is not interested in Gwadar for any commercial interests. The main objective is the geopolitical imperative of "string of pearls" strategic objective to keep India tied down. This move, it true, is to contain India. Gwadar is not going go have any commercial value for the next two decades at least.

China does have three "shining" pearls around its borders.
East - North Korea
West - Pakistan
South - Burma
All three are poor and among the 10 lowest Human Development Index Asian countries and more or less run by brute military for the last 50 years or so.
The author describes more or less the accurate picture, and beside playing with the emotional expressions of pakistan leaders, does not express dissatisfaction with the contract. Let me tell the lady that China is a civilisation, and has people with variety of cultures as its neighbours. It also has a sizeable muslim population. China is the emerging super power of the world and its economy is set to take over the lead versus the USA in foreseable future. Pakistan leaders who have been pro chinese and those who nurtured this friendship had a foresight indeed.

They share a mutual interest in keeping India destabilized, fragmented and economically weak.
Let us be all clear. PAK has no foreign policy and all her foreign policy objectives were/are short term. None of the foreign policy of the PAK has helped PAK and her current dual face posture is well noticed around the world. PAK cannot expect the port to operate with China naval rights. That is not going to happen, and if ever that happens then PAK will be in a bigger turmoil than she is in today. However, China will likely operate the commercial venture of the port, provided Iran and India are not complaining and US is in agreement. That is the reality of the port as of today. May be in the next 50 years, the port may become active.
The port has a long way to go and it will not be commercially operated until the US-Iran relationship is normalized, and Baluchistan disagreement is settled. Needless to say, the politics of the region does not revolve around PAK, even if it involves PAK!
This is an eye opener for those who believe it is their right to get "aid" from all countries. If a country does not provide aid to Pakistan they are not our friend. Why on earth would any country including China ignore their own interest and take care of our interests? We have to stop being an International beggar and not look at every country for money. China has been an independent country and making money from every country via trade they are not going to jeopardize their future for us. Indian here. China-Pak relationship is a mutually beneficial one for both countries. China cannot/willnot solve all of Pak's problems but Pak gets veto-support at UNSC, gets nuclear and military help. Pak also gets diplomatic and monetary help. China gets to balance and tie down India, China gets immunity from Islamic terror, gets access to arabian sea and central asia etc Now a days, China gets all the economic deals within Pak without bidding too ...and Pak has no bargaining power with China....
This relationship will always be a problem for Indians and Indians have to be prepared for it. (unless TIbet issue gets resolved and China starts to view India favorly ..unlikely scenarios). China did not actively support Pak in 1971 because of its fear of USSR, India had a great deal with USSR.
All said, Pakistan is just a client state & buffer state like North Korea for Chinese... no amount of sugar-talk will change that.

China was of no help to Pakistan in any of it's wars, and will never be off help in future in case off a war (god forbid). This is because china knows all too well it has far more to loose by rubbing India the wrong way. Especially in Tibet.

China and Pakistan relationship is mutually beneficial to both. China gets to balance out India, gets access and contracts. Pakistan gets support within UNSC (china has consistently veto-ed in favour of pakistan). This relationship will continue to prosper until the time when China-India relationship changes ..which depends on Tibet (Dalai lama issue).
To be fair to China, India made a deal with USSR just to keep China and US at bay and it worked. China did not get involved in 1971 becuase of its fear for USSR.

That is exactly right! China has been (and still does) using Pakistan to keep India destabilized and preoccupied.

The above analysis regarding Xinjiang is not factual. Xinjiang is already connected to the Arabian sea ports through Afghanistan and Iran.
China's interest in Gwadar, if really true, is for basing some of its submarines and navy there as part of its "string of pearls" to encircle India. Also, more importantly, Pakistan gave control of Gwadar to the Chinese with the secret understanding that China would base its naval forces there to counter India, especially with India soon to acquire the naval triad in its nuclear deterrence objective.
For Pakistan, China will remain the preferred partner in its foreign policy with regards to security, energy, and trade. Besides, what's wrong with keeping India's hegemonic desires at bay? there are no disputes with China. It matters very little what foreigners (NYU writer) think of the relations between the two nations. The relations are extremely close, especially where they matter (Pak defense community and China's establishment). If the relations haven't been optimal, it's Pakistan's fault for not realizing the full potential of a friend and in the worst-case, a neutral party. Giving China a role in the region thru Gwadar is a step forward not only in China-Pakistan relations but for the region at large.
Good analysis. This view has been the mainstream view in India and has been so for the last fifty years. There, nobody buys this deeper than oceans...nonsense. Pakistani public and politicians of courses believe it. Chinese are very smart and prudent players. They never give anything free like the US. When ever they gave Pakistan something it was either for their own benefit or it had no use for them or no cost to them. But most Pakistanis will take another twenty years to accept this or sooner if the Pakistani religious terrorism spills over into their areas bordering Pakistan.
Unless Pakistan puts its economic house in order, there is a probability that Pakistan might become a pawn in another great game. Ideally, Pakistan should pursue a policy of non-alignment and cordial relationships with all neighbors. With the size of poor population we have, we can not afford to entangle ourselves in international shenanigans any more.
On a side note, I think you should have given a brief mention that 'string of pearls' in your concluding paragraph refers to Chinese energy security doctrine. For those who don't know the term, this might seem like a random phrase.

Pakistan had only one opportunity to cause serious damage to India in Kashmir. It was during the India - China war in 1962. According to reports I have read long time ago, China had asked Pakistan not to take advantage of the situation as Pakistan's attacking India simultaneously on the other front would internationalize the war. Pakistan obeyed Chinas commands and kept quiet in 1962. But the feeling of missed opportunity was there in Pakistan and 1965 happened. China cares for its interests first, which is what any sensible country would do. Only foolish would give away their country to develop or save their country. Afterall the country belongs to the generals and they can do whatever they want. They can give away Kashmir region that they fought for with their lives to China and can do so elsewhere also. Pakistanis till today do not know under what terms Kashmir region was given to China and what they got in return. Nor would they ever know under what terms Gwadar port has been given to China. My guess is that Pakistan thinks that by giving away Gwadar to China, Pakistan can protect itself from US naval fleet in the region after it exits Afghanistan. Whether China will make any significant investment in Gwadar or hold off on investments and hold on to Gwadar, remains to be seen.
I am pleasantly surprised to see an article with a different point of view than that of the government and the deep state. The merits of the article may be debated but the fact, its out there in the open is very encouraging. All these years when I read articles about Pakistan China friendship and everyone raving about it.I always wondered If I was missing something. Finally I find echo in someone elses thoughts. The pros and cons of this historic friendship needs to be debated to see how it has benefited Pakistan and how going forward the cost benefit ratio will be in Pakistans favor.

That said, Pakistan can ill-afford to displease China during a period when its stock with the West is in free fall; as indicated by this piece, 80 per cent of the work force will come from China to work on a port in a labor intensive country, where this port could provide valuable employment to its most restive region; anyone who cannot see the incongruity in this deal is blind. However, Pakistan has always believed in eating grass for a justified cause, so any pain is acceptable as long as it is perceived to annoy India; and all the while, the Chinese have a good laugh.
