Hagel in a talk on Afghanistan at the Cameron University in Oklahoma in 2011 said that India has been using Afghanistan as a second front against Pakistan. “India has over the years financed problems for Pakistan on that side of the border, and you can carry that into many dimensions.”
The 2011 video had not been released previously, and only came to light after it was uploaded on to video sharing website by Washington Free Beacon.
Hagel was nominated by President Barack Obama in January to replace US defence secretary Leon Panetta. He is due to hear a verdict on on his confirmation by the US Senate on Tuesday.
Meanwhile, the Indian Embassy in Washington has decried Hagel’s statement. An Indian embassy spokesperson told the Washington Free Beacon that Hagel’s statement was not grounded in “reality”.
“Such comments attributed to Senator Hagel, who has been a long-standing friend of India and a prominent votary of close India-US relations, are contrary to the reality of India’s unbounded dedication to the welfare of the Afghan people,” the spokesperson said.
“India’s commitment to a peaceful, stable and prosperous Afghanistan is unwavering, and this is reflected in our significant assistance to Afghanistan in developing its economy, infrastructure and institutional capacities.”
The spokesperson, seeking to dispel the notion that India may have sponsored terrorism, added that “India’s development assistance has been deeply appreciated by the people and the Government of Afghanistan, and by our friends around the world, including the United States,” and that “We [India] do not view our engagement with Afghanistan as a zero sum game.”
“India and the United States have a shared perspective and a deep convergence of interests for ensuring peace and stability in Afghanistan,” the spokesperson added. “We will continue to work to help the Afghan people build a peaceful, prosperous, democratic and inclusive future for themselves in an environment free from terror and intimidation.”
”Our opposition to terrorism and its safe havens in our neighborhood is firm and unshakeable,” the statement added.

India never had a problem with Afghans as such. Indo-Afghan relations were very good till the Soviet invasion. Actually, it was Pakistan Afghans were always suspicious of (and rightly so as we can see now). And Indians dislike the foreign conquerors's motivations. They weren't driven to violence because they were Afghans. They were motivated by religion.

He has to provide credible evidence that India has financed problems for Pakistan from Afganistan. It is just like Pakistan saying that India is behind problems in Baluchistan though no shred of evidence has been offered. If helping a nation tantamounts to financing problems for others. then the complete gamut of international aid and assistance should be looked at afresh.

Mr. Hagel is only confirming what Pakistanis have known all along. India has long used its puppet state of Afghanistan as a staging point for sending criminals into Pakistan. Most of the troubles in Baluchistan and the criminal activity in KPK can be traced to India via their lackeys in Afghanistan. Pakistan needs to fence the border with Afghanistan to prevent the incursion of these criminals.

Finally! some good news. After watching in frustration, India's response to repeated terror attacks by Pakistan, it is good to read that India finally decided to do something more tangible and quite a bit less expensive. After every terrorism act within India instigated by Pakistan, all India had done so far is mobilize its huge army, take it up to the border and angrily stare at Pakistan for few months and then de-mobilize and go back to the barracks. This has cost a ton of money for India and has achieved nothing.

The status of MFN has nothing to do with consulates. IT is something given to ALL countries who are part of WTO. Then the mutual relationship will determine how many consulates are needed.
Now coming to the 4 consulates that India has in addition to ofcourse the embassy in Kabul - Pakistan has 4 consulates in the exact same cities : Herat, Jalalabad, Kandhar and Mazar-e-Sharif. India is doing a lot of projects in Afghanistan including building roads, hospitals schools for which Indians come and go. Secondly many Afghan students study in India. India has not fought 4 wars against Afghanistan and hence travel between India and Afghanistan is not as tightly controlled as India and Pakistan. This is why India has more consulates in Afghanistan than Pakistan. SOmeone could also ask why you have 4 consulates in the exact same cities as India when you have no consulates in India whatsoever and just a High Commission in New Delhi.
We all know the truth that India always behaves like a baby girl when something happens and tells the whole world how vulnerable they are and blames Pakistan through their state controlled media. Its good that Hagel atleast has the courage to tell us Britishers and the west that who the real culprit is for this whole mess in the subcontinent.
@mudassar: Regarding Consulates, they are not just for issuing visas. There are for promoting economic interests. India has more economic interest in Afghanistan than in Pakistan. It is likely to be so as anyone can see from the MFN fiasco in Pakistan. Also consulates in Afghanistan promote India's economic interests towards the west of Afghanistan also. Who knows, one day Afghanistan could serve as a warehouse from which it can conduct trade with the countries in the west of Afghanistan. If India does not get land route to Afghanistan, bulk shipping by air to Afghanistan could become as cost effective as the land route which would be in addition to the land route from Iran. Many things should be factored to work out cost effectiveness. This would include possibilities of pilferage of goods en-route, sabotage and political stability of Pakistan. After all, India has substantial trade with Russia bypassing Pakistan.

Of course by financing the turnkey construction of basic infrastructure such as roads, dams, power stations, transmission lines, schools, hospitals, thousands of student visas for studies in indian professional colleges and even funding the construction of the grand building for the Afghanistan National Assembly whcih thus far has cost $2.3 bilions and there are more commitments woth $1.5 billion, India has created serious problems for Pakistan BECAUSE it is India, not USA or Pakistan which has become the most popular country among Afghans. This has been proven by many surveys by BBC and other Eupopeans since 2003.
The more India becomes popular (73% approval in last survey), the more Pakistan becomes notorious (71% negative view of Pakistan) in Afghanistan.
What has Pakistan done for Afghanistan except cheorographing the dance of death and destruction since 1974 (much before USSR invaded Afghanistan). Millions of Afghans have been killed since 1979 and toll will rise further from 2014 when proxies of Pakistan will play the same dirty game what they did in 1990s.

Chuck Hagel does not say that India is financing terrorism in Afghanistan. It is known to everyone that India has financed economic projects in Afghanistan and Afghans are, especially the educated and moderate sections, are tilting towards India. As I had said earlier also in my comments, when the Afghans were fleeing during the Soviet invasion, the educated and enlightened moved to USA, Germany and India whereas, the indoctrinated moved to Pakistan. India financing economic activities, building hospital and Parliament, etc., have created lot of jealousy in Pakistan. India is justified in supporting and keeping some anti Pakistan elements also as India needs to protect its interests and citizens in Afghanistan. ISI sponsored terrorists have killed senior Indian diplomats, military attaches and also civilian engineers engaged in road construction works in Afghanistan. India does not have its army presence in Afghanistan. Until India sees that its citizens and economic interests are not under attack from Pakistan backed forces, it shall and should support moderate and enlightened Afghans for its own protection and also for the betterment of Afghans so that Pakistan does not spoil the economic gains that both India and Afghanistan are striving to achieve. So far China does not have a problem as ISI sponsored activities are directed against India and Afghanistan only. If China feels that its interests are threatened, it shall do the same as India is doing. US and NATO have their army, but India has to depend on local Afghanis.
The fact is that Pakistan has back-stabbed Afghans in the name of Islam and still continues to do so. It is a fact that Talibans are a force in Afghanistan and they control many areas of Afghanistan. A fool will stop analyzing at this point and not go beyond. A small armed force can control the entire population only for some time. It is a fact that over 80% of Afgnans hate talibans and violence. They have seen enough of violence and now want progress and peace. As they are not armed as the talibans are, armed terrorists who comprise less than 10% of the population are now controlling majority of the population. If you apply the same analogy to Pakistan, you would conclude that talibans and terrorists are now controlling the whole of Pakistan as even its army is not able to move out of Pindi. In fact, they are not safe even in Pindi as terrorists can conduct their operation anywhere and anytime they want. If you take this line of thinking, you can say that almost all Pakistanis support terrorists as no terrorist has ever been caught and punished and even its courts and political parties like PML-N and PTI, leave alone DPC and religious parties, all support terrorists.

Dozens of Indian consulates are not issuing millions of Indian visas in Afghanistan but it is financing Khad and anti pakistan millitants to blow up markets, roads, kill unarmed civilians inside Pakistan. Now it is time to stop PAKISTAN to be defensive and counterattack. i hope now Pakistani establishment counterattacks.

not sure if imran khan can do anything about this. but this is an open secret. pervez musharraf cried hoarse for many years 2005 onwards that india had consulates in afghanitan that were being used as proxies for RAW. he said this to the americans (see wikileaks for proof), said it to the indians in india, and yet no one bothered to listen.
He has also previously spoken out against the Israeli lobbies in the US govt, which led to a lot of outcry against him by the dominant Israeli supporters in the US govt. It seems like this will make things worse for him, since US has a lot of vested interest in India now that it doesn't need Pakistan to do the dirty work anymore.
As for India financing problems for Pakistan from Afghanistan, we all know that for a fact since the Bara Hamdakh Bugti episode where ISI shunned the outcries from CIA director on Indian Embassy bombings by showing him clips of Bugti meeting the RAW chief in Afghanistan and in RAW headquarters in Delhi.
