Both localities had been cordoned off during the operations and no one was allowed to enter or leave, said one police official.
The suspects have been taken to an undisclosed location for further interrogation, he added.
DSP Rustam Khattak said the suspects belonged to a banned religious outfit.
Police have also seized several weapons from the arrested men. The families of the detainees, who claimed that the arrested men were innocent, organised a protest condemning the operation.
They blocked the Rizvia road for several hours. A heavy contingent of police officials was called in to disperse the protesters.
