Police surgeon who declared Shahrukh Jatoi as minor replaced

Dr Jalil Qadir was temporarily posted that is why he was replaced, insists official.

The Sindh government has replaced police surgeon Dr Jalil Qadir by Hyderabad EDO health Dr Aslam Pechuho, The Express Tribune learnt on Saturday.


According to the notification, there is no apparent reason why Dr Qadir was replaced and told to report to the health department. It may be noted that Dr Qadir was the surgeon who declared Shahrukh Jatoi, the main accused in Shahzeb Khan’s murder, as a minor between the ages of 17 and 18 years.

On January 30, the anti-terrorism court-III had issued a show-cause notice to  Dr Jalil Qadir, for preparing a certificate of Shahrukh’s ossification test even though he was not authorised to do so.

Earlier, on January 17, the court had directed the medical superintendent of the services hospital to constitute a medical board to conduct Shahrukh’s ossification test and determine his age. Instead, the police submitted an ossification test certificate signed by Dr Qadir that showed that the suspect was between 17 and 18 years old. The court had directed Dr Qadir to explain why he issued such a certificate by exceeding his powers.

After issuing a show-cause notice to Dr Qadir, and the medical superintendent of Civil Hospital, Karachi, to explain why they failed to comply with court orders, the anti-terrorism court also directed that a fresh age test should be conducted by a medical board.

Dr Qadir has been posted as the medico-legal officer for the past 15 years. He was given an acting charge of the provincial police surgeon after Dr Hamid Padhiar retired nearly four months ago. Dr Qadir was unavailable for comments but an official in the health department confirmed that he was serving as an acting police surgeon.

According to the official, Dr Qadir was in grade 19 so now he has been replaced by a grade-20 officer eligible for the post. The officer insisted that this was a routine transfer and had nothing to do with Shahrukh’s age test.

Meanwhile, Dr Pechuho told The Express Tribune that he would take up his new job on Monday. He was serving as Hyderabad’s health EDO but has been sent to Karachi as Dr Qadri’s replacement.

Dr Pechuho has held several posts in Karachi. He worked as a civil surgeon in Karachi, a medical superintendent of Sindh Government Services Hospital and as the additional medical superintendent of Civil Hospital, Karachi.

He was 17 at the end of November last year. He's still in secondary school - well, he's supposed to be - but he's currently in jail.
