This was a revolution that wasn’t. After being shown visions of Tahrir Square, the protestors who spent days in the freezing weather of Islamabad’s Blue Area instead had to settle with almost nothing.
The ‘Islamabad Long March Declaration’, which was signed on Thursday night between Dr Tahirul Qadri and the government allows for the holding of elections on time and the vetting of candidates but not much else.
After a series of consultations on Thursday, the Minhaj-ul-Quran International chief announced lifting the four-day siege of the capital after reaching what he termed a “successful agreement” with the government — a written document of the so-called electoral reforms agreed to upon by Qadri, signed by the prime minister and approved by the president.
“It is a day of victory for the marchers and the nation alike,” he declared after a ten-member delegation of the ruling coalition held a marathon session with Dr Qadri to carve out “electoral reforms”.
There were few signs of any significant government concessions in the deal reached, which stated that Parliament would be dissolved at any time before March 16 so that elections can take place within 90 days. The government had previously said Parliament would dissolve on March 17 — but Qadri hailed it as victory for the protesters anyway.
Braving cold weather, rain, the state’s indifference and taunts and threats of physical harm for three nights and four days; thousands of women, men and children finally left for their homes with some recognition for their effort and a “declaration”.
By signing the five-point declaration with the government, the MQI chief essentially succeeded in ensuring his continued role in the formation of a “transparent” caretaker set-up and the holding the general elections on time.
Terms of agreement
Earlier on Thursday, on the expiry of the MQI chief’s final 90-minute deadline given to the government, a 10-member delegation led by Chaudhry Shujaat Hussain, comprising representatives of all coalition parties, held a five-hour-long round of talks with Dr Qadri in his bullet-proof container at Jinnah Avenue which culminated in the form of the declaration.
The declaration “bounds” the treasury benches that they, in “complete consensus” with the Pakistan Awami Tehreek (PAT), MQI chief’s party, will propose two names, honest and impartial, for the caretaker prime minister. “This does not mean mere consultation, it will have to be a consensus (with PAT),” said Qadri while reading out the points of the declaration to the marchers.
Other electoral reforms included that the National Assembly shall be dissolved at any time before March 16, 2013 so that elections can be held in 90 days, and not 60.
This will ensure that 30 days are given for scrutiny/clearance of nominations of candidates well before the election. Until a candidate’s nomination is cleared by the Election Commission of Pakistan (ECP), he or she would not be able to start election campaign, the declaration reads.
About the composition of ECP, the declaration stated that the issue will be discussed by constitutional experts and all party heads at the MQI head office in Lahore on January 27. These constitutional experts will include lawyers S M Zafar, Waseem Sajjad, Aitizaz Ahsan, Farough Naseem, Latif Afridi, Dr Khalid Ranjha and Humayun Ahsan. The meeting will be convened by Law Minister Farooq H Naek who would also brief the January 27 meeting of these results.
Electoral reforms will be enforced, before elections, in line with Article 62, 63 and 218 (3) of the Constitution. Sections 77 to 82 of the representation of Peoples’ Act 1976 and other relevant provisions relating to conduct of free and fair elections will also be followed in the reforms, pledged Dr Qadri.
It was also agreed in principle that all cases registered against either side during the long march will be withdrawn.
The delegation, included Chaudhry Shujaat Hussain (PML-Q), Afrasiab Khattak (ANP), Kaira, Khursheed Shah, Amin Fahim, Farooq Naek, Mushahid Hussain, Dr, Farooq Sattar and Babar Ghauri from MQM and Senator Abbas Afridi.
Heading the delegation representing the coalition partners, Chaudhry Shujaat Hussain termed the congregation “historic” and said, “I have never witnessed such a massive gathering, and perhaps, I never will in future.”
“This is the real face of democracy,” said Information Minister Qamar Zaman Kaira while appreciating the marchers for holding a peaceful demonstration.
Addressing the world, he said “This is the face of Pakistan. We are against terrorism, extremism and corruption.”
Reactions
However, opposition parties wondered, along with others across the country: What was the objective of this exercise for which the country wasted four days.
Leader of Opposition in the National Assembly Chaudhry Nisar Ali Khan from the Pakistan Muslim League Nawaz (PML-N) said that there had been nothing new in the declaration except Dr Qadri’s consultation with the government over the caretaker government.
Nisar was of the view that there was nothing new with regards to other points of the declaration “as they already existed in the Constitution” [Article 62-63]. “If one month, as per the declaration, has been given for scrutiny of the nomination papers from the 90-day period of holding elections, then the time left would be 60 days which had already been there,” he said.
Meanwhile, Jamiat Ulema-e-Islam (JUI-F) chief Maulana Fazalur Rehman asked whether the achievements of the march were worth putting the lives of thousands of men, women and children at stake.
“What did you (Dr Qadri) want to achieve? And at what cost?” the JUI-F leader asked rhetorically.
“This is victory of the people,” said Religious Affairs Minister Syed Khursheed Shah when he addressed the marchers prior to announcement of the declaration.
“You (marchers) protested peacefully and the democratic government proved that power lies with the masses,” he said.
The Pakistan Tehreek-e-Insaf (PTI) welcomed the agreement between Dr Qadri and the government and expressed hope that the agreement would help hold free and fair elections in the country. However, the party did not change its stance seeking resignation of President Asif Ali Zardari. (With additional reporting by Qamar Zaman in Islamabad)

Whatever Tahir ul Qadri is, he has made people stick to the Tv for 3-4 days and definitely brought Govt. officials in the container where he talked to them on his terms. Well done TUQ.

its mere stupidity to criticise his bullet prof container ....people can give their life to save their leader ...leader must be protected because he is the only representative.... Qadri has made a good contribution in democratic process....or i can say has given an intiative to our nation.
In my mind, the march proved the following: - Marches / protests can peaceful - Our Middle Class is not completely dead in their souls / hearts - The military continues to stay out of politics - The voice of the people was heard including [a] that the current batch of "rulers" are almost all corrupt, [b] that if the people want, they could really, really make a difference and elect some clean people in, [c] that Pakistan is becoming almost unlivable due to the many problems being faced by its people. - Clearly and squarely placed the onus of filtering the filth out of the elections on the ECP - Showed to all that the entire political setup is keenly behind democracy and does not wish for the military to intervene, despite the drawbacks of the current extremely bad governance.
I am no supporter of the TUQ, but which recent event [other than the Quetta Sit-Down] proved so many things at the same time, so effectively?
So, from my side, kudos to TUQ for managing this entire event without any obvious / overt internal support. The government is also to be lauded for not acting heavy handed or panicking at the sight of a huge and potentially embarassing sit-in.

Well done by the brave people who gathered in Islamabad for a " Change".Thank you for making an effort for a positive change.However, people have been failed by a conglomeration of corrupt politicians,corrupt judiciary and more corrupt media both print and electronic. Current rotten system is likely to continue after elections also.
We may not have achieved anything from this march, but we DO HAVE DEMONSTRATED THAT WE ARE CAPABLE OF PEACEFUL DISCIPLINED PROTEST IN A HUGE NUMBER.
The Winners are people of Pakistan, who showed that Ruling elites can face the People any day.
Why nobody is giving a thought to scrutiny of candidates. There will be now a months time available to ECP to scrutinize the candidates according to requirements laid out by constitution.
Previous election were largely considered free and fair at all levels both nationally and internationally, but still they resulted in a lot which every one hates.
If this scruitny point is implemented this will result in clearing of a whole lot of looters from next set of candidates.

That was time and money well spent! It is ironic that any foreign mullah can still take so many people for an emotional roller-coaster so easily and quickly. Another Alim on-line?
Qadri has made the current govt stronger by his whole act. He used and abused the naive Pakistanis for his fame and moment in the sun. Too bad we still believe in automobiles running on water, mullah doubling the money and jewels, and improving our lives without us dong anything. If we don't like the ruling parties try somebody else but take charge and responsibility of vote. Nobody would descend from the sky to so that for us.
I agree with the stuff Qadri said and I for one expected the worst when thousands marched in to the capital. I am thankful that nothing unpleasant happened; no riots, no destruction, no nothing. What I do not agree with is that this march achieved virtually nothing. The timing was not right and is basically pointless. What is Qadir's objective? He can't get elected. Who is he fighting for? The people? I am sorry but its hard to believe a guy who comes out of nowhere; who was out of Pakistan for the last four years and who gives big speeches of sacrifice and stuff while in a bullet proof, centrally heated, bomb proof container. Just does not make any sense.
I beleive this farce was a trap for both PTI & PMLN by the current govt......if PTI would have joined, they could have loose their identity and MR. TUQ could spoil their reputation by any mean.........secondly, violence can be created then & election could have been postponed without any hesitation

The only thing that this march did that it displayed the brotherhood and unity between our democratic leaders. They are all united to defend the 'democracy'. After all we can't afford to derail the democracy, at least this is what I gather from all the intellectuals. I am not a big support of TUQ either. But it also shows how desperately some middle class/poor people want this government to go. May be because it’s getting hard for them to live. But it still no reason to derail the democracy. Guys, it is not cool to stereotype Qadri as Mullah or anything. You never know the truth, but at least we can still manage without being so sarcastic and harsh. It's true the bullet poof car and containers. But without the protection, it's not wise for a public figure like him to roam around. Every life is priceless. I understand and believe that. But in our country, assassinations of the hukmuraan has been notorious.

Ok so what exactly did TUQ achieve. The date for the parliament to be dissolved, has moved a day back? Wow! I guess it compensates for the previous four days where businesses, Schools and Colleges were closed. Although I cannot stand Zardari I must say well played Mr. President. You fooled all these people once again. But guess what? In the next over you'll be facing a fast bowler and he doesn't play by your rules. He will bowl you and your partner in crime out and take two wickets in a ball (PPP & PMLN)
To bring change let's give Imran a chance, if he doesn't deliver then kick him out; humiliate him; do what you want with him. But at least give him a chance!
It is good that the whole drama ended peacefully, however it the duty of the current government and most importantly the Pakistani intelligence outfits should look into his finances, it is a matter of Pakistan's security. Millions has been spent on this boondoggle and the question still arises who was behind to finance his sojourns specially coming from North America. People may not realize it because they just got hoodwinked by Qadri, not that he was so successful but the fact is that the populace are tired and sick of Zardari and PPP's so called democracy and they will go to lengths to get rid of PPP and their corrupt ways. Above all how much money was given to these unemployed and destitute people. Now we will see that PPP will dish out millions from the treasury to get votes and then declare themselves the winners of what ever if anything left in Pakistan.

Imran Khan constantly makes himself an easy target for laughter and ridicule but this is no loss for PTI. Qadri is in the group of people he shouldn't be caught on stage with since no matter what they do it's going to cause more harm than good to his image. Maybe he's learning from his mistakes. I can guarantee if he went to that protest, the Mullah loving terrorist sympathizer part of his image would be a popular topic for a few days.
Allah SWT gave this one man so much respect for the efforts he has made! The reason no one joined him, is because they were not destined for such high respect, so those immoral cowards themselves let the chance go by. I consider Dr Qadri to have great love for Pakistan. He has no ambitions for running for office as he has said few times. He wanted to have his say in the corrupted system of Pakistani politics, which he did in a very loud fashion. He was well heard by the media and people of Pakistan during his march. The government created hurdles to reduce the number of his supporters to gather in Pakistan by shutting down petrol stations, targeting private buses and transport and other tactics prevalent since the times of General Ziaul Haq, but still he managed to gather around 100,000 people. The government, opposition and all politicians should pay heed that the nation expects highest standards from them both personally and nationally. Their incompetence and corruption cannot be tolerated for long. The established political parties should promote people with highest competence and integrity to their leadership levels. If I have to vote for any parties in Pakistan I may go for PTI, MQM and if Minhaj becomes becomes party then will consider them too. No one else deserves another chance.
Qadri has shown people the peaceful way to impose their will over the corrupt. This is better than anything else that has been achieved here. This process if repeated by him, and others, will defeat corrupt elite in no time.
