The ban on YouTube, now into its third month, the constant cell phone blockades and the outlawing of late-night mobile phone packages all reflect the desire of our lawmakers to legislate individual morality. Right now, our democrats are not very democratic because they believe that simply being voted into power is enough cause for them to take any action they want, no matter how much it may infringe on our freedom. If shutting off cell phone services makes us 10 per cent safer but 50 per cent less free, then our representatives have decided that is all the justification they need.
There is one main reason why this obvious abridgment of freedom is tolerated by those who would consider themselves democrats. Any criticism of an elected government is seen by these self-appointed guardian of freedoms as an invitation to military rule. This point of view, no matter how absurd it may seem, is based on reality rather than blindness. Military coups have always been justified on the basis of how inept civilian governments are and so are always meant to exist only for a minuscule period of time, until those out of uniform can get their act together. This distant dream, obviously, is never realised and so the army sticks around indefinitely. All this leads us, during the rare moments of democratic rule, to overlook the ways in which civilian governments can be as thoughtless to the rights and freedoms of individuals.
That very same deference to non-military rule leads some to downplay corruption as a vice that is brought up only to enable the army. The plundering of the national exchequer may be a structural problem that can only be fixed over time but pointing out the foibles of individual problems should be the duty of every citizen. Doing so does not mean we crave the iron hand of the military, even as we should be cognisant of the fact that the military uses these allegations to justify its coups.
It can be difficult to maintain the fine line between criticising the dictatorial tendencies of democrats with actually embracing dictatorship. This fine line is one venal the civilian governments take advantage of by painting all its critics as wannabe Napoleons. One possible workaround to this perennial problem is by pointing out, whenever the individualised corruption of democrats is mentioned, the structural corruption that the military takes full advantage of, including stolen land provided at subsidised rates, inordinate benefit schemes and the largest industrial conglomerate in the country.
Certainly, there can be no denying the fact that civilian governments rob us blind and, in individual cases, take away vital freedoms. This is nothing, however, compared to military dictatorships that inaugurate themselves by suspending all rights and sustain their power by considering it their right to take any financial privilege. Both can be criticised but we should always remember which form of government is more worthy of condemnation. Our harshest words and protests should always be reserved for the men in khaki — who will never learn — rather than the democrats, who may someday improve.

@Mirza:
What the politicians have given to the people of Pakistán.....at léast the mess was less that what it is today.....Mr Mirza Sb, ask people in the street n u will get a ser, will u pls care to do that instead of always criticizing people in khakis.....of they are so bad why are they being called for election duties n karachi delimitation duties n Baluchistan....have ur civilizan govt Abel to stop drone, have the govt able to lessen lawlessness, lessen energy crises, your own govt has aceptted today in senate that poverty leves has increased since 2008, your own govt appointed NAB chief has issued detailed paper on corruption.....n list is long....is there democracy in CHINA yet why are they so much ahead of us...? Chinese people are not interested in what system is governance as long as they are living peacefuly n food secured for them....go n try discuss DEMOCRACY with them n you will get answer......
My previous comments were not included. This is a fair and timely Op Ed and makes complete sense. We have to "choose" lesser of the two evils. The emphasis is on choose, which is not possible in a dictatorship. The nascent democracy would start walking after it learns how to crawl.
'Our harshest words and protests should always be reserved for men in khaki- who will never learn' The above comment may appear harsh but is true to core. Whereas Gen Yaha was guilty of breaking the country into two parts, Gen Zia was responsible for dividing the society, inflaming sectarian violence, using terror as a state tool against neighbours and combination of all has brought the country on the brink today and collapse is inevitable unless military instead of interfering in civil govt affairs, now unwinds its terror machinery, stop supporting its proxies ie Taliban, LeT/JuD, LeJ etc and focus only on eliminating militancy in Pakistan.
@Saleem:
And what performance have democracy brought for the poor people of Pakistán......lowest tax to GDP ratio in the world, tax evada tirón buy u lawmakers ( irony is tax laws make n break by them ), NAB giving dismal corruption figures under present govt rule, the senate today has acepted that poverty has increased since 2008 n list is long, so what is there to celebrate democracy as long as there is feudalism, Sardars, Tribal leaders, Jagirdars as politicians.....at léast we had better n relatively peaceful, economically better situation tan what we are racing today.....I would rqst all to ask normal people in the street....whether they are better off today or 5 yrs back, before we consider what the author is blaberring about....
ET...abv comment may be painful, but truth must prevail.....
Agree with the author. The message going out from us citizens should be: " We are the true owners of this country. We are entrusting the affairs of our country to elected legislators from whom we expect integrity, probity and deference for the rights of an individual. We will not tolerate being ruled by any unelected person/group (read Army)"
Democracy gives people the opportunity to change their representatives periodically if they fail to perform. There is no such hope in case of Dictatorship a reason why any civil society rejects it. Democracy is no panacea for the ills of society and Politicians will also be corrupt in a Nation where people are corrupt. It does not mean the situation cannot be rectified.
You also have to attribute it to the Marshal character of the Pakistani state or the "wannabe Marshal" character.
India took to Democracy like a Duck to water. Pakistan after 66 long years doesn't have civilian supremacy, without which Democracy is just meaningless.
You have to question why is that so?
Look at even the leaders of the 2 countries. Nehru made sure Constitution got through, whose core structure remains intact to this day and Jinnah made himself a Governor General, dismissing Democratically elected Governments in a few provinces of Pakistan.
For India, Democracy is in its veins. Not so with Pakistan. After all Pakistan was born after a lot of blood had been spilled.
@Hammad: I would relax the day I can park my conscience somewhere and not worry about more than 70% people of the country who live on less than $2 a day. But your advice is appreciated.
@Falcon: It is certainly more than one election. Relax, this country will exist longer than your or your children's life.
Bravo author. The khakis have always called the shots and think they are the wise ones. Their disastorous performance in Bangladesh and Kargil should be enough to shut them up forever.
To your point...Our harshest words and protests should always be reserved for the men in khaki — who will never learn — rather than the democrats, who may "someday" improve. Not that I am against democrats by any means, but out of curiosity, how far away is that "someday", my life time / kids / grand children?
Are u serious? so we should protest against our own army?? Shame on you! We should protest against people like u! And what do u mean by democrats?? We have landlords and big time industrialists, they "win" election but that alone doesn't make them democrats! Just because you can write English doesn't mean you live in a western democracy!
Good depiction of past and current, good work. Last sentence is every thing to understand the whole fate. Apart from this we all are living in country where the word "HOPE" does not have any meaning. Voters have no choice in this political system to chose ideals and on the contrary voters also have not prudent enough to choose their ideal leaders. Every thing is accidental and made be the Khakhis but now the time has come to think HOW WE ALL WILL BECOME A NATION TO LOVE OUR MOTHER LAND otherwise HOPE in Pakistan ................. don't know.
Bravo well said, and brave of you to say these words !!!
