Civil servants case: PM Ashraf orders implementation of SC order

Orders establishment secretary to submit comprehensive compliance report within 15 days.

ISLAMABAD: Prime Minister Raja Pervaiz Ashraf Tuesday directed the secretary establishment to implement the Supreme Court’s judgement on the issue of civil servants in letter and in spirit, and ordered for a comprehensive compliance report to be submitted within 15 days.

The recent judgement of the Supreme Court authored by Justice Jawad S Khawaja comprised posting of civil servants as Officers on Special Duty (OSD) and their appointments, removals and promotions.

The Supreme Court had ruled that civil servants are not bound to comply with illegal directives or come under the influence of their seniors or political executives while discharging their duties.

The prime minister issued these directives following a presentation by Secretary Establishment Taimur Azmat Usman on the same.

Ashraf also ordered that Maryam Khan be posted as ADC (G) immediately and called for an inquiry into the premature transfer of Rabia Aurangzeb.

He said that the government was committed to ensuring security and tenure of government servant postings so they could work without fear.

Good Move?Sure, 3 months before the election and more than four and a half years of defiance. This is just pre-election antics. I suggest all my countrymen to watch out for these drama bazi in the next 3 months because you will see a lot.

A good move needs to be applaud. However, I think for this bad governance the bureaucracy itself is responsible and not the political bosses. If the majority of the bureaucracy perform its duty as per the rules & regulations, then there will be no boss who transfer any of them at his/her own will. As one knew whosoever is posted on the same seat, will not obey the orders not in line with rules & regulations. But unfortunately, this the majority of bureaucracy who always ready to follow their bosses against the rules & regulations to gain their own interests (monetary & non-monetary) and never follow the procedures and then also always blame political bosses for their own faults. No government can be run without the bureaucracy so if the bureaucracy itself not stand against bad governance, why it blame the political bosses.
