Despite peace overtures, India levelled serious charges against Pakistan on Tuesday, alleging that there were more than 40 training camps in Pakistan for militants who make regular attempts to cross the heavily fortified de factor border between the countries.
However, its top security man has also said that there have been no cases of infiltration this year.
India says it has identified 25 camps in Pakistani administered Kashmir and 17 in Pakistan containing around 2,500 militants, Minister of State for Home Affairs Mullappally Ramachandran told parliament in a written reply today.
“The terrorist infrastructure in Pakistan or Pakistan-administered Kashmir remains intact and infiltration attempts from across the border still continue to pose a challenge to the security forces,” Ramachandran alleged.
He charged that Pakistan-based militants – with the alleged support of Pakistan’s army – have made 249 attempts to sneak into “Indian territory” so far this year – two more than last year but far below the 489 in 2010.
Intelligence inputs indicate “active support” of Pakistani intelligence and security agencies to push terrorists into India, the minister added.
The border area – particularly the Jammu region in Indian-administered Kashmir – “is highly vulnerable to infiltration from Pakistan side”, he further alleged.
But due to a “high degree of alertness, BSF (Border Security Force) personnel foil every attempt of infiltration by Pakistani terrorists. There has been no case of infiltration by terrorists,” Ramachandran said.
The lack of successful infiltration attempts was due to better border management, including border fencing and better intelligence, he said.
Separatist violence in Indian Kashmir has dropped over the last few years but occasional gunfights still erupt between militants and the security forces in the scenic Himalayan region.

At least, India (unlike Pakistan) does not blame everyone else but itself for its home-made malaise. Pakistan is, as the world knows, the major exporter of terrorism. Whining is, by the way, a Pakistani prerogative. Pakistanis whine because they want more money (alms) from Uncle Sam, they whine because they feign to be on the "forefront of the battle against terrorism" (what a joke!) when, in reality, they are nurturing terrorism all the time through overt and covert methods. Do you sometimes not ask yourselves why you are the most disliked and unwanted people anywhere in the world? Just take your green passport to any foreign country and see the reaction of the immigration officials! You whine, again, when India does not issue enough visas to so-called "cricket fans" whom most Indians don't want to see on their soil because they suspect every Pakistani to be a potential terrorist. Can you really blame anybody, but yourselves, at the way you are treated? YOU have to change your stone-age mindset if you want to progress and offer something better to your children and grandchildren, many of whom have become the proverbial sacrificial lambs at the behest of hate-mongering mullahs and their thug mobsters. The American's pointed the way - OBL and Salala incidents have pointed out that Pakistan air force is incapable of acting when their Generals are sleeping - take the hint and get rid of the terrorist camps in the early morning.

The statement from the Indian official is well timed to coincide with Pakistan Foreign Minister Khar and General Kiani's visit to Brussel and meeting with US Foreign secretary. Previously, India used to pull a big one to draw world's attention towards itself and also muddle the discussion that was to take place between Pakistan and other world leaders.

India 'whining' yet again!! What a cry baby....
don't call that as an 'accusation', and it's not 'hurling'-rather, it's called stating the well known. Every intelligence unit of the big powers know the fact of terrorists being trained in Pakistan, the Americans, the french, the British, Chinese, Russians, Germans etc. Even after decade of 'war on terror' with Pakistan and Afghanistan as the epicenter of it, it's funny to see that it is still being labelled as 'hurling accusation'.
It is bitter, and sad but a fact that "terroror networks" are not only intact but have widened and advanced and threatens not only us and the neighborhood but the entire peace loving and civilized world. Pakistan must use al the power at its disposal with total and focussed comittment with the conviction that this menace must be conqured before all is lost.
The LOC has become a killing field. With Pakistan pushing in infiltrators and Indians equipping the border posts with advanced detection technology, the young brainwashed youth die in no man's land. Most of them never cross into India. What a waste of human lives !!
