“It seems that all viable state institutions are being destroyed one by one under a plan. While the HEC, the only institution helping the youth, was not functioning as well as it could, it was still delivering in the field of higher education and the government should be supporting it by enabling it to improve it’s functioning,” Imran Khan said in a statement issued here from the party’s media office on Friday.
Unfortunately, Imran said, the government has been impeding the HEC’s work since it came into power. “Now it has gone for a full assault on the HEC, eyeing its resources for further corruption,” the PTI chief alleged.
Imran pointed out that the government had contravened the SC order of April 2011, specifically asking the government not to violate HEC Ordinance 2002 by getting the Establishment Division to appoint a bureaucrat as the Executive Director of the HEC. However, the HEC Ordinance dictates that only the Commission can legally take that decision. The PTI chief lamented that the worst part of the move was that a retired Major, now a Grade 22 Bureaucrat, had been given this appointment replacing a qualified technocrat.
The PTI chief, who has campaigned against corruption as part of his election slogan said the HEC’s performance has been devoid of major corruption and scandal which has allowed it to gain financial support from international institutions such as the World Bank – who otherwise have been reluctant to fund projects in Pakistan.
“In the corrupt tradition of this present set of rulers, no viable institution is being left standing to carry out its functions in an efficient and transparent manner. Instead, all state institutions are being targeted and willfully destroyed, especially those with substantial budgets. Government corporations have been pillaged, bankrupted and politicised. Now education, which is already at the bottom of this government’s priorities, will suffer yet another major setback with this wanton destruction of the HEC,” alleged Imran.

@Uza Syed: stupid person, you even don't know what you're talking about.
HEC the one of the few viable institution in Pak. Hope the new coming govt will care and strengthen HEC as Musharaf did. PTI have the capicity and determination to do the job. Hope PTI follow ZA Bhutto and Musharaf steps to strengthen Pak in every field.
Its a move which politicians have been palannig for the last many years. If they suceed in doing so we will see the scholarship being distributed by politicians the way they in benazir income support program. its a move to save the scholar ships from the talented youth for the incompetent sons and daughters of politicians and beurocrates. May allah save HEC from the cluthes of politicians and beurocrates.
Pakistan must get rid of PPP if it wants to progress forward. PPP has diverted from its original ideology. Now it agenda is nothing more than corruption and 'Loot Maar'. Pakistanis should not give votes to PPP for next 20 years at least.
@Liberal Sindhi: oh yaa. still in PPP tenure when President is from Sindh. HEC was after jalli degree from all provinces MPs ...may be they were more from Sindh.
Only voice of the people and youth, Imran Khan and PTI. Others are just dummies
every good thing musharraf did has been systematically destroyed. HEC was a shining star from president musharrafs time. good that imran recognized this and spoke up for it.
@Liberal Sindhi:
stupidest thing ive heard ever.
Removing Dr. Sohail Naqvi for a retired Major reflects the vision of this government.
Punjab Govt and MQM, PPP Central govt are not care for education Pakistan. In Punjab, Sharif family Spending all money on constructing fly overs where the Iron of there factories consumed. But they not build single world level education in Punjab for 65% of population. In the same way In Sindh we dont have any uni in 2nd largest city of Sindh!! Oh my God where these three parties are takingus!!
@Liberal Sindhi: i dont think HEC is biased. i am from sindh myself but Punjabi are more educated than people from other provinces, no doubt about that.. even at lums, there are more rural punjabis taking advantage of the nop program than sindhis and i dont think their nop program is corrupted. numbr of applicants each year is a great way to determine which populace is seeking support since other indicators between provinces such as income are the same. but even if HEC is biased, then this is no way to go about things. petition should be filled. minimum quotas should be asked for through proper channels. there is no excuse for impeachment.
@Ch. Allah Daad: Here it comes, IMRAN HAS BOUGHT THE MEDIA!!!. Brand new controversy launched by yours truly.
@Liberal Sindhi: HEC chairman is a Sindhi.
Noora Supporters should first question their Mughl-e-Azam leader for his silence on HEC issue before bashing IK. Atleast, IK has the guts to call spade a spade, whereas, Noora leader is deprived of even common intelligence to have a viewpoint.
In the meanwhile, Mian Nawaz Sharif, raiwind's king is not bothered about it at all.
@Liberal Sindhi: Dear Sindhi, you should be well aware of the fact that HEC policies are based on merit and not the quota system. If you're looking forward for some concession by ignoring the merit, then let me say that you've corrupt mentality. How come a scholar being selected by ignoring the open merit is going to perform in foreign university. Perhaps, this is the reason that Sindhi scholars have the highest dropout ratio in French and German Universities. Instead of blaming the open merit system of HEC, try to fix the education system of Sindh which is purly based on cheating these days.
@Liberal Sindhi: It was not biased so far because it was out of the access of politicians having fake degrees. Now if it remains no more independent there will be nepotism and destruction like all other institutions in which politicians are playing. It is our duty to raise voice to save HEC as it is technocrate who only deserves to run this institute rather than a secretary.
Imran khan sahib's approach to many affairs appears to be based on a
combination of good intentions plus ignorance . The HEC is a highly ill-conceived
institution which pumped billions of rupees into higher education with virtually no positive
results . Dr Ata-ur Rahman , the founder chairman of HEC , another case of
good intentions plus ignorace , rattles off statistics to recount so-called achievements
of the HEC . But the realities on ground tell a different story . Our universities were
graveyards of learning before , and they continue to be so after squandering of billions .
HEC needs to be radically re-organised so that it is not merely a bureucratic set-up which
justifies its existence by bandying around sterile and misleading statistics . I urge upon
PTI to undertake their own study of HEC to have more informed policy about it . .

Why not rename HEC as Benazir Higher Education department then it will get funds.@Rizwan Ahmad:
Imran is not an opposition leaders because he does not have a single seat in elected bodies. The projection given to him in main stream media is strange. However, as an ordinary leader his views should be given some consideration by government.
@Liberal Sindhi: Open your eyes and stop playing provincialism in such critical national interest matters . Can you please provide any statistics how HEC is biased against Sindhi's because i have many Sindhi friends studying on HEC scholarship. It might be your own incompetence that might be stoping you from getting an HEC award. Instead you should be blaming you local and national leaders on playing politics of their own interest and depriving the local people of the their basic right of education.
At last General Pasha's protege' awakes from deep slumber (after a failed attempt to stop drone attacks!) and opens his mouth! Why did he induct a bogus degree holder, Faiz Tamman, ex-MNA from Chakwal in his party?
AOA All, @Liberal Sindhi: HEC is not biased in fact strictly believe in merit. Stop acting like mazloom and face the competition without quota system. If a hindu boy of moochi can do it all sindhis can do it without Quota system period.
I live here in states we also have very developed stated and relatively behind states but their is no quota system only merit Sir.
PPP and PML N will destroy everything
ppp takes every step to ensure that people of pakistan continue to remain uneducated
Vote for IK
HEC trying to Ensure quality higher education in Pak, It is one of the most important things we can do for future generations. we must understand One of the greatest obstacles to escaping poverty is the staggering cost of higher education. Private universities are doing just business. This PML-N in Punjab and PPP and MQM in center try to keep people less educated as education make a people easy to lead, but difficult to drive, easy to govern, but impossible to enslave. MQM ,PPP and PML-N govt want to enslave us for getting elected there children and even Grand Children..
Please support Imran Khan to recognize the Pakistan in the world as a Great Peaceful land of the Patriotic people....
Since he has spoken, the anti-PTI brigade of columnists and freelancers would have sat by now to compose another series of harangues.
@Liberal Sindhi: HEC is not biased against sindhi's, the problem is that the people of Sindh are not as educated overall. NWFP with a population lower than Sindh bags more seats even in CSS because people over there are brighter. That may seem bitter, but its true.
PPP can only spend 70 billion rupees annually on making the nation beggar by Benazir Income Support Program but can't spend even half of it on education. They know educated nation means end of politics for PPP.

PTI must stop this retired major's appointment by protests and filling petition in court.
Now that is something that no one else other than PTI is even likely to bring up...why? because education has never been any political party's priority to begin with. As for those who keep calling IK a stooge of establishment, this statement is against the appointment of an Army Major against a well qualified technocrat.
Statements like these should have come from PTI,s other high ranking or shadow cabinet members, otherwise it would seem its just Imran Khan in PTI and the rest are dummies
IK the only real opposition leader in the country! He is one who highlights the real national issues.. We salute you sir, keep fighting these thugs!
imran opened his mouth and utter some words. time for noora trolls to bash...
Probably to pilfer its coffers for election funding of PPP's incompetent people.
Time to give PTI a chance and see what they got. My vote for PTI !!!
HEC has a bias against people from Sindh province so good that there is someone to put foot on HEC too.
