Though New Delhi has cited the coming winter session of Parliament this week since home minister Sushilkumar Shinde would be busy being the leader of Lok Sabha, as the reason for its inability to host Malik. Though some experts suggest Islamabad's failure to punish those involved in Mumbai 2008 appears to be the key reason.
Sources said since the fourth anniversary of the Mumbai terror attack falls three days after the proposed visit of the Pakistani leader, and Home Ministry officials seem to have advised against hosting Malik.
Malik has been accused of failing to keep his promises on acting against perpetrators of the 2008 Mumbai terror attack which claimed 166 lives.
Trial against Lashkar-e-Taiba (LeT) commander Zakiur Rehman Lakhvi and six other accused of Mumbai attacks case at a Rawalpindi court has been very ‘slow’ and New Delhi's request for voice samples of handlers of the terrorists was yet to be acceded by Islamabad and LeT founder Hafiz Saeed continues to roam freely in Pakistan, they said.
"Under such a situation, it is not prudent to host the Pakistani Interior Minister on the eve of the fourth anniversary of 26/11 attack," sources said.
The message was conveyed to Pakistan through diplomatic channels. India has not yet suggested new dates for Rehman's visit.

What has the Indian government done to prevent, discourage, or detect terroristic acts since the Mumbai attacks? My thoughts and prayers go out to all of the families, even the ones who carried this out. Just because there are a few bad apples in the tree does not make the whole tree bad. I hope they are able to come to an understanding...didn't Pakistan split off because they wanted a country just for Muslim Indians?

I agree that we should have done better in tackling the issue of TB. Especially when it has been proved to be a lesser menace due to availabilty of cheaper drugs. Like you I am also not from medical proffession, but what I am told is that we all (even the healthy ones) carry the germ but get effected only when our level of resistance goes under a certain level. And that happens mostly due to malnutrition. I am no appologist of the government, but I can appreciate the problem of managing 1.2 billion people who widely differ among themselves in terms of every possible denominations; from level of awareness, education, income, lifestyle, food habit etc. etc. But lets hope we will overcome this menace also, like we did in case of Polio and to a large extent, of Malaria.

@Deb;India: Dear Deb, I agree with everything you have said, so far, in regard to Indian/Pakistan relations. If you are in disagreement with my last missive you should realize that we are all constrained by the number of words we use, although I have to admit that P.T. are reasonably liberal in how long our contributions can be. Perhaps I should have not mixed the 166 deaths from terror and 800 deaths from TB. However, the latter should not be taken lightly. 300,000 deaths per annum from TB is too many. Further, a huge percentage of Indians suffer from TB. It may be of some concern to you that I have been advised to be very careful when talking to Indians, because the spores from TB are transferred very easily when talking to a friend or anybody else. Apparently, a huge number of Indians are not suffering, but are carriers of TB. Although I am not a medical person it just seems ridiculous that the problem is not being solved, because if enough effort is put into it diseases can usually be cured. India is escaping from third world status and should have solved the problem by now. I would feel much happier if India was celebrating the fourth anniversary of reducing TB deaths to virtually zero.

In all humility, I beg, repeat beg, to differ. There is no contextual equivalence. There could be 101 reasons as to why 800 Indians die each day from TB. Malnutrition, poor primary health care, unequal distribution of income, lack of commitment from people in power, poor policy design and/or management and so on. But no body, anybody, decides, plans, organise and executes 800 deaths from TB, as if it is some kind of a divine mission. On the contrary the 166 people died and about 300 people got injured, because someone somewhere decided to play god, the final arbiter of life and death, and all that in between. At the root of it all, was pure and unbridled HATRED against people whose only fault was having a particular religious and/or national identity. It was murder by design. That’s not the case with victims of TB. To compare a crime as heinous as this with death from TB is to trivialize the seriousness of the issue. I am sure you didn’t mean to.
'If leaders do not talk to each other problems are not solved.'
This is another myth we all love to indulge in. Leaders do talk to each other, may be more frankly than we will ever know. But these leaders (from both sides) do not appear in a vacuum. It is the people who elect them and as the cliché goes, people get the kind of leaders they deserve. So the problem is with us, within us. Our leaders know our limitations, intellectual as well as spiritual and they play their part accordingly. They know us better than we know ourselves. They know what we will buy and they sell us just that. Acting tough (in speeches at least) resonates with the masses, being judicious doesn’t. Think of any issues, Kashmir, terrorism, trade, liberalized visa regime, even cricket, and you will know what I mean. If we want to have the kind of leaders who can bring positive changes that we dream of, we have to be the agent of that change by changing ourselves in a way so that we don’t fail to see the wood for the trees. We are not yet there. All wounds are healed in time. It did in Europe, in US, in Latin America and it will be healed here too. But whether it will heal during our lifetime, I am not sure. As for now, I just wish and pray that no innocent life is lost from an act of terror, in Kashmir or in Karachi, in Mumbai or in Multan or for that matter anywhere in the world.

May God help you in your cause . It feels good to hear of such neutral views as yours . And its good to realize that there are people other than Indian/Pakistanis who take interest in our civilization and the potential that we hold.
The Indians are prospering , they had the lions share since the independence/partition. It tends to help make them egoistic and arrogant. Its human nature , had we Pakistanis been so fortunate who knows we could have been even worse in terms of attitude. But the truth is that we are naturally the same and most compatible specially in terms of culture.
Its that ancient Islam/Hinduism clash which still resides on both sides. If the religious differences are conquered , we can atleast be logically united to make this region a leading global example.

@Deb;India: Dear Deb, It is of some comfort to read what you said in regard to Pakistan/Indian friendship or lack of it. It has always been a complete mystery to me why adult people in the sub continent Governments cannot work out a working relationship with each other. It appears reasonably obvious to even a casual observer that it is not convenient to certain people who have the power and the means to solve the problem. We have a similar problem with the Taliban and other groupings. The only way problems will be solved is through negotiation. If leaders do not talk to each other problems are not solved. The Mumbai attacks were a wake up call but the various leaders are using it as a put down of Pakistan rather than how to become friends. To foreign people Indians and Pakistanis look the same and sound the same, but the two groups seem to work at accentuating their differences rather than cooperating. Appreciate the sincerity of your post. I have never believed, nor I will ever believe that 180 million people are all criminals or have a criminal bent of mind. I am sure there are well meaning Pakistanis who sincerely want an improved relation with India. It is just that the task is difficult, but that should not be a reason to give up hope and stop trying.

@Asif Butt: I appreciate your effort to reply to my comment and the sincerity shown by you for improved relations between India and Pakistan.But ground reality is very very adverse to achieve what you wish. The questions I raised, clearly point toward inability and/or lack of sincerity for current Pakistani government setup which include civilian government and establishment. Clearly no government can go and act entirely against wish of the people they govern and I think government of Pakistan is only doing what it thinks people of Pakistan wants. I am not saying people of Pakistan wants to send mass murderers to India, but they certainly want to see a return of golden period of Islam that they have been taught in schools or learned from elders. I think the population of people asking for complete sharia for Pakistan is ever increasing and soon will be in majority(this is my analysis from all the news videos I have been watching of Pakistani channels on youtube and in express tribune). Sooner or later a rightist government is going to be in power in Pakistan and experiment of complete sharia will be tried to a large extent and all the ill effects of it will be experienced. Which means conditions in Pakistan is going to get even worse for next 15-20 years unless some magic happens. People of Pakistan will certainly condemn L-e-T for Mumbai attacks but then they will support and fund same and similar organisations for Jihad in Kashmir. If they dont want to condemn L-e-T/JuD, they will take help of a conspiracy theory. Any conspiracy theory involving Indian RAW and foreign hand sells like anything in Pakistani today. In such an environment India will be at loosing end in short term(for 15-20 years) if it allows free and easy cross border movement. We will end up importing a lot of extremist ideology to Indian muslims. I think India should be realistic in its relationship with Pakistan. Post partition population transfer that was advised by Dr. Ambedkar should be taken up so that minorities on both sides which are not happy living as minority can change once for better. This will help diminish conservative movements on both sides(surely on Indian side). Cross border terrorism will surely continue for a long time but it is not India's problem alone and hence India should not spend too much of its energy in trying to solve this problem from grass root on its own. Instead energy should be spent on removing intolerance that has been spreading in muslims and hindus is some parts of India. Pakistan government has a very poor record of punishing terrorists that have killed Pakistanis on Pakistani soil. It is too much for India to expect that Pakistan will punish terrorists that have killed Indians. The dream of joint investigation is nowhere in sight. On other issues we should keep talking till we can get some ground results.
I know that you will see a lot of negativity in this comment but it is based on current reality and not on some distant dream.
And finally, I am not NRI. I am born, brought up and working in Mumbai. I am an atheist by choice. It may be a news for you but atheist are probably fastest growing minority in India.

The Pakistan Mumbai Commission was not given all the cooperation from India one would consider essential for an investigation of this type. Additionally, there are some disturbing aspects in regard to what happened on the day of 26/11, the way Ajmal Kasab was subsequently treated in regard to presumption of innocence, legal and physical protection, interrogation, and many other points which are essential to carrying out a fair trial. Also what were the doubtful reasons for not allowing the Pakistani Mumbai Commission to fully carry out their investigation, and these would include not being allowed to ask Indian officials some difficult questions, which apparently were not fully answered, if at all. Although legal matters in a case like this can be quite complex, there are still many question which need to be answered. Additionally, even after a 10,000 word dissertation it would be difficult to adequately explore all the aspects of this case which have left a feeling that perhaps justice was not adequately served, both in regard to Ajmal Kasab, what actually happened prior to and after the Mumbai attack, and the actual investigation into the whole affair, in which many aspect have been omitted or not satisfactorily explained. I think people should understand that in this case various investigating bodies, including, overseas foreigners were involved, and many of them, if any, are not obliged to fully divulge their findings.

@Yash: Dear Yash, You may well be right. However, over the last sixty odd years many thousands of innocent people have been killed as a result of India/Pakistan not being able to get along with each other. There is never any justice in people being killed by emotional , political idealists, but it happens so get used to it. The perpetrators of the 26/11 crimes are now dead so this is to some extent an indication that justice has been served. You and I will never know what happened on 26/11, because Governments are not very interested in the truth, but if it satisfies you to believe that one country should shoulder the complete blame then do so. It will not undue the tragedy and 166 people will still have left us. It is 4 years since this terrorist incident happened, and there may well be wicked people, who organized it, still moving about freely, but I doubt that they will be brought to justice. It is my opinion that investigations should be laid to rest, which I think they have, we should move on, and stop lashing out at each other.

@gp65: Dear gp65 and others, I will not repeat what I have already said, but extending my argument I have noticed that some people, world-wide, have a tendency to believe the news media and their government officials. Unfortunately, any similarity to the truth emanating from the aforementioned groups is almost always coincidental. It is rarely mentioned in India why a senior police, investigating the Mumbai disaster was mysteriously killed, or why a US intelligence person departed from India very quickly after the incident. However, we have had to endure a 64 year war of words between Pakistan and India, and I am not saying who is the major culprit, but India is intensifying the hatred since Mumbai. I think Indians do not realize what happens when a crime is committed, but in most countries police officers in the jurisdiction where the crime happened are responsible for producing evidence which brings the guilty party to book. India is turning legal responsibility completely around and requesting that the alleged guilty party produce relevant evidence. It never happens. I think we have to move on and attempt to improve relations between Pakistan/India, but I have a bad feeling it will not happen. Sixty four year old emotions are running too high.

@Hasan, , @Maestro - Thank you for your sensitivity. @Sexton Blake : Indian governemnt allowed cross -examination of all stakeholders that were agreed to. Meeting Kasab was out of scope from day 1 and was therefore not permitted. For those Pakistanis that talk about proof, frankly since the attack was planned in Pakistan, the bulk of the investigation and proofs should be found in Pakistan by Pakistani government. Indian government has however provided enough information and named based on testimony of Abu Hamza who was a trainer, Daood Gilani who was involved in recceing the sites and ofcourse Kasab who was part of the execution team. Plus there have been wiretaps, voice samples and other proofs also provided. Ultimately though the burden of proof should be with Pakistani government not Indian one.

Facts : Paksitan Commission came to India and recorded all statements from Indian officials & Judges etc. But Pakistan's great mighty Supreme Court rejected these as evidence saying Pakistan Commission did not cross examine the officials. What a waste of time!, Pakistan made India go through all the motions and then in the end said those cannot be accepted as evidence!
Pakistan is dragging its feet, India and International community have leaverage over Pakistan to expedite the process. But Pakistan's Image will never get cleaned as long as Justice is not done.

I can see the the Mumbai blame game going on for decades. That way the Indian Government can conveniently forget that they refused to allow a Pakistan delegation to question Indian officials involved in the incident. The whole reason for the Pakistan visit was to get to the bottom of what really happened, but India refused to cooperate. I think the Indian Government want to keep the Mumbai disaster smouldering for as long as they can, and this way they can keep pointing an accusing finger at Pakistan. The bottom line is that we do not know what happened and India is not helping the peace process.
