Minister Ameer Nawab submitted his resignation to Sindh Chief Minister Syed Qaim Ali Shah who rejected it in hopes of wooing back ANP.
Talking to the media, Nawab said, “When we earlier had a discussion with the government, we had the same reservations. They told us that they will hold talks with us before the ordinance is signed, but there were no talks.”
The Sindh Local Government Ordinance was signed between Pakistan Peoples Party (PPP) and Muttahida Qaumi Movement (MQM) during the wee hours of Friday.
'Karachi is operated on whims of MQM'
Calling MQM a “terrorist organisation”, ANP leader Shahi Syed said on Friday that Sindh's provincial capital, Karachi, is operated on the whims of one party – the MQM – and that his party will not let this happen.
Sindh chief minister phoned Syed and called him for negotiations, few hours after he appeared before the media, having rejected the Sindh Local Government Ordinance and staging a walk-out from the National Assembly.
The PPP and its allies finally reached a consensus on a local government system for Sindh and an ordinance bringing into place the new system was signed by Sindh Governor Dr Ishratul Ebad.
Reports posited that the new system will be called the ‘Peoples Metropolitan Corporation 2012’ and will entail setting up metropolitan corporations in Karachi, Hyderabad, Sukkur, Mirpurkhas and Larkana districts, and district councils in the remaining districts.
ANP leader Shahi Syed, while speaking to the media in Islamabad after the walk-out termed the ordinance as a “black law” and said that the party will continue to boycott until the ordinance is ended.
The Sindhi population should have the first right on the land.”
While saying that the issue regarding a local government system had been dragged on for years, Syed remarked that he was surprised “what happened all of a sudden that the ordinance was signed at 3am in the morning”.
“This is dictatorship practiced in the garb of democracy,” he exclaimed.
The ANP chief said that the seven towns inhabited by Balochs, Pashtoons and Punjabis are ignored by the MQM administration and are being prejudiced against.
“Seven towns, namely – Kemari Town, Baldia Town, Lyari, Site, Gadap, Bin Qasim and Landhi – are still underdeveloped, while the remaining 11 towns are being developed all these years.”
He claimed that the Rs29 billion development package provided to the Karachi administration in the budget was only spent on the remaining 11 towns.
The ANP chief said: “We want to reside in Sindh with ‘live and let live’ policy, but our party’s workers are frequently gunned down and the police remain mum on the issue.”
Syed said that MQM was trying to form a government within the Sindh government.

Karachi flourished from a Suburb/Goth in 1947 to a Megapolis , thanks to the migrants . Now ,people from far far away land are claiming stake who has zero contribution in the developement of this Megapolis and further have been spoon fed all the time at their places by the revenue generated from Karachi .

Little typo here Temur, I think meant to type 'Afghanistan' instead you typed 'India' Our urdu speaking brothers are as Pakistani as me. And I admitt that it is also correct that they are they key people who with their hard work and dynamism have turned Karachi into a 'big apple' of the region. Remember Karachi was nothing before partition, give credit where it is due.
These are the people who became hurdle in the development of Pakistan and Karachi as well. They never let the people to meet their basic needs through their mayors.

The 1951 Citizenship act had put an end to the uncontrolled migration from India, only those who had migrated to Pakistan before that Act where considered as Pakistani nationals. People are still coming illegally to Pakistan from India and just bogus mantras like we made Pakistan cannot change the fact that they are illegal aliens and should be deported asap.
@Danny...Nobody is dictating anything to anybody in Karachi, so don't be so paranoid. When I said that Karachi belongs to everybody then it just means that every Pakistani has right to move and live in that city. Was it so hard to grasp?

shahi syed should support the local body system, if he thinks that some neighbourhoods are backward,. make serious effort about it and talk with mqm regarding the problems of those localities. firstly, it will improve the political atmosphere and the conditions of those areas will become better. the current commissioner system is not working..... at least in some towns, nazims and councillors worked really hard.

Shame on Shahi Syed and his ANP, a party that has trivial representation in Sindh (2 seats) and a fully functional government in KP. Forget Sindh, what has ANP ever given to KP? As for the LG government, this is a system of government that is followed in various forms throughout the world and executed effectively. Only in Pakistan can it be debated so much. The actual problem that ANP has with this ordinance is that if the local government actually takes root like it did before, MQM will dominate in the local government and deliver like it did on previous occasions and will become even more popular. Folks from the Pakhtoon community would start accepting MQM and rejecting ANP, whose politics in Sindh is based on creating ethnic problems between Pakhtoons and Urdu-Speakers.

Those who don't agree with Sahahi Sayad on the MQM biased approach over development of Karachi, must come and visit Pathan Colony, Banaras, Metroville, Machar Colony and Suhrab Goth. We have a saying in Afghanistan; "The cracked roads are where the Taliban control starts from". In Karachi it's; "The cracked roads where Pakhtoon community starts from". Even in Baldia Town alone, you will see blacktopped streets deep inside the neighborhoods of Muhajir Camp# 3, 4 and 2, Ghous Nagar, Saeedabad and Sector 5-J and other pro-MQM areas. They also have routine drinking water supplies, government-run dispensaries, parks and schools within stone-throw limits. However, in the same town, people in Rasheedabad, Abidabad, Swat/Daba Colony and Nayiabadi are deprived of basic needs of their lives. It takes half an hour to travel in a bus from Khyber Chowk to Saadullah Goth - a distance of 1 km only.

Well thats a ground reality that no Karachiite can deny. These towns WERE neglegcted and their only 'crime' was that they were not predominantly MQM supporters/voters.
It is simply grotesque to oppose a system that involves representation of inhabitants of the place. No city in the world is governed by appointed individuals; it has to come from elected people. Besides, it is strange phenomenon that those who make money in Sindh and spend outside Sindh and bury their dear outside Sindh claim to become a stakeholder. They are only interested in plundering the wealth of Sindh, the welfare of the province is only close to those who are permanently located there and are not economic migrants. Ever since hordes descended upon Sindh and brought in their tribal mindset there has been unprecedented violence in the capital city of Sindh. Hope ANP appoints an educated leader as their party head in Sindh who does not see mindless confrontation as synonymous to politics.
So quit the government at Sindh and in Center
